Overview
As the sector that employs the largest number of young people aged 15-29 and accounts for 3.1% of global Gross Domestic Product, the cultural and creative industries (CCIs) represent a powerful lever for achieving the United Nations 2030 Agenda. They have an essential role to play to advance the goals on poverty reduction, youth employment, quality education and gender equality among others, and to promote a more sustainable future.
However, in an increasingly interconnected world with global challenges, including the digital transition and climate change, CCIs operate in a complex environment that requires the development of regulatory frameworks, such as laws, strategies, policies, and measures, for them to reach their full potential. The UNESCO 2005 Convention on the Protection and Promotion of the Diversity of Cultural Expressions provides guidelines to countries to protect and promote the ecosystems in which the CCIs operate.
In addition to the 2005 Convention, the MONDIACULT 2022 Ministerial Declaration, which declared culture a global public good, calls for countries to formulate and revise regulatory frameworks for creativity and CCIs more particularly.
In this light, the EU/UNESCO Programme on creating new regulatory frameworks for the CCIs has become more relevant than ever before. Through its tested methodology of capacity building and peer-to-peer exchange, UNESCO assists countries in reinforcing the CCIs in a structural manner using evidence-based regulatory frameworks to contribute to sustainable development.

Methodology of the EU/UNESCO Programme
Since 2011, the European Union has supported UNESCO鈥檚 technical assistance in the elaboration of regulatory frameworks for the CCIs in line with the UNESCO 2005 Convention on the protection and promotion of the diversity of cultural expressions. Through two consecutive phases of the EU/UNESCO Programme, 25 countries have elaborated over 30 regulatory frameworks In the third cycle, the Programme is supporting 8 countries.
Thanks to experience gained in implementation over the years, 91麻豆国产精品自拍 progressively finetuned its methodology, which consists of:
Designing, adapting and/or implementing regulatory frameworks (laws, strategies, policies, and measures) for the culture and creative industries (CCIs) on an on-demand basis with participation and evidence at the heart of the elaboration process.
Strengthening skills and capacities to support long-term cultural policy development and implementation that support the CCIs.
Creating peer-to-peer mechanisms to strengthen institutional capacities for the CCIs through South-South cooperation activities and on-the-job training.
A team of experts is mobilized to accompany the countries in the elaboration of their regulatory frameworks. This team consists of a national expert and a member of UNESCO Expert Facility who have an expertise in the CCIs and/or policy making.
