Improving policy-making for the cultural and creative industries through participatory mapping
Since 2014, Sweden has partnered with UNESCO to implement a pioneering global cooperation programme at the interface of culture, policymaking, and development. Funded through the Swedish International Cooperation Development Agency (Sida), the programme has developed and advanced participatory, transparent, and evidence-based methodologies to design and monitor policies for creativity at both national and global levels. Over the past decade, 30 countries have received capacity building support to advance policies for creativity and to pioneer knowledge-sharing tools that will inspire good practices around the world. This successful methodology has been expanded to other countries, including in Africa and Small Island Developing States (SIDS), with complementary sources of funding. This important programme aims to bring about positive transformation in the systems of governance for culture that can benefit the cultural and creative sectors globally and contribute to building inclusive, fair, and peaceful societies.
UNESCO supports Parties to implement the UNESCO Convention on the Protection and Promotion of the Diversity of Cultural Expressions, engage in policy dialogue with a wide range of stakeholders on ever-evolving trends and challenges facing the cultural and creative sectors, and engage in a participatory multi-stakeholder review of cultural policies and measures to advance creativity and strengthen the creative economy through preparation of a national Quadrennial Periodic Report (QPR) . This exercise constitutes a strategic priority setting tool for future policy design and contributes to advancing knowledge of policies for creativity at the global level. The QPRs serve as the primary data source for the UNESCO Global Report Series on ReIShaping Policies for Creativity (see editions of the Global Report Series). Key data, measures and policies reported by Parties are also featured on the Policy Monitoring Platform, a unique global index on policies for creativity.

Methodology
The elaboration of a national Quadrennial Periodic Report (QPR) is an opportunity for countries to develop participatory policy monitoring and policy making mechanisms. Beyond its elaboration, establishing and strengthening a participatory process is a milestone in the creation of a sustainable system for the governance of culture. The process itself is at least as important (if not more) as the report that results.
Policymaking is understood as a cyclical process. Monitoring and reporting constitute key steps within the policy cycle, helping countries to grasp the state of their cultural and creative sectors and both understand and define priority actions for the future. Participatory is a general approach to facilitate the inclusion of individuals and groups, especially from civil society, in the monitoring and design of policies through consultations to advance accountability,
