2024 GEM Outcome Document - The Fortaleza Declaration

The Fortaleza Declaration is a non-binding outcome document adopted during the 2024 GEM closing session. It consolidates key takeaways from 10 consultations with all regions and constituencies, including regional organizations, civil society, teachers, youth, students, and foundations, conducted from July to September 2024 and led by the SDG4 High-Level Steering Committee Sherpa Group.

2024 Global Education Meeting Report

Taking place on 31st October and 1st November 2024 in Fortaleza, Brazil, the 2024 Global Education Meeting (GEM) built on the Accelerating Progress Towards SDG 4: Stocktake of Transformative Actions in Education meeting convened by the HLSC on 17 June 2024 at the UNESCO Headquarters and was held back-to-back with the G20 Education Ministers’ Meeting.

Aligned with the focus of the Brazilian G20 presidency – placing the issue of equity and inclusion at the centre - the 2024 GEM convened by UNESCO aimed to foster multilateral, cross-sectoral and multi-stakeholder dialogue, recognizing education as a social equalizer and driving force of sustainable development.

Informed by the , the 2024 GEM marked a key moment for education, bringing the international education community together, including governmental and non-State actors, to agree on acceleration strategies for the remainder of the 2030 Agenda, keeping in mind the education transformation vision.

Takeaways from the parallel sessions

The Education 2030 Framework for Action stipulates that UNESCO, in consultation with the SDG4 High-Level Steering Committee, convenes periodic Global Education Meetings, to review the SDG4-Education 2030 Agenda against progress made. With only six years left to achieve the 2030 Agenda for Sustainable Development, progress towards SDG 4, among other goals, is severely off track and the global education crisis – of equity and quality – persists and deepens, hindering education’s transformative and catalytic potential to impact on achieving the overall 2030 Agenda. The Global Education Meeting therefore resulted in a strong call for action on education for the remaining years until 2030, to accelerate country progress on priority areas.

Objectives of 2024 GEM

Took stock of country progress towards the Sustainable Development Goal 4 (SDG 4) and showcased transformative actions that have accelerated progress with emphasis on inclusion and equity.
Strengthened multilateral, cross-sectoral and multi-stakeholder engagement and commitment to advance and transform education in light of the milestone events of the year and to pave the way to the and the in 2025.
Agreed on a set of strategies to increase investments in education and scaled innovative financing instruments for the education sector, to improve access to more and better financing aligned to country needs, aiming at fighting inequalities and closing the financing gap for achieving SDG 4.
