What is the 2024 Global Education Meeting about?

The 2024 Global Education Meeting will take place on 31 October and 1 November 2024, in Fortaleza, Brazil.

It will capitalize on the  and will be held just after the G20 Education Ministers’ Meeting. Both meetings will find alignment around the fundamentally critical principles of equity and inclusion, which lie at the heart of SDG 4 and the Brazilian G20 Presidency.

Recognizing education as a social equalizer and driving force of sustainable development, the 2024 GEM aims to foster multilateral, cross-sectoral and multi-stakeholder dialogue. The meeting will call for greater investment in education, which is an enabler for improved health, environmental sustainability, innovation, economic growth, peace and social justice, among others.

It is the fourth Global Meeting on Education since the UN Global Goals were adapted in 2015. In fact, the Education 2030 Framework for Action stipulates that UNESCO, in consultation with the SDG4 High-Level Steering Committee (HLSC), convenes periodic Global Education Meetings (GEM), to review the SDG4-Education 2030 Agenda against progress made and share outcomes with the overall 2030 Agenda global follow-up mechanisms.

The 2030 deadline for SDGs is near and SDG 4 is off track. What needs to be done?

The 2030 deadline to achieve the Sustainable Development Goals (SDGs) is fast approaching. Progress towards SDG 4 is severely off track and the global education crisis – of equity and quality – persists and deepens, hindering education’s transformative and catalytic potential to impact the achievement of the overall 2030 Agenda.

Globally, , and nearly 40% of primary-school-age children lack basic reading skills. About one out of seven young people and adults (765 million) lack basic literacy skills. In addition to these challenges, low- and lower-middle income countries face an average financing gap of 97 billion US$ per year between 2023-2030 to reach their national SDG 4 targets.

These educational inequalities stem from complex, often interconnected, social and personal factors, such as diverse forms of discrimination, gender-based norms, poverty, poor health and nutrition, and the impacts of climate change and armed conflicts. The global economic and social costs of children and youth not learning are staggering, estimated at US$ 10 trillion annually.

To make real strides towards the 2030 goals and beyond, we must ramp up our efforts, increase investments in education, and address ongoing challenges head-on.

In this context, the 2024/5 Global Education Monitoring (GEM) Report plays a crucial role in evaluating progress towards the goals set out in the Education 2030 Agenda. 

The “Transforming education towards SDG 4: Report of a global survey on country actions to transform education” highlights the transformative measures countries have implemented to advance SDG 4. The documented best practices and transformative actions will allow countries to learn from one another's successes and challenges, helping to accelerate progress toward achieving SDG 4 by 2030.

The advocacy paper emphasizes the urgent need for increased investment in education to address global challenges such as climate change, technological advancements, and demographic shifts. Highlighting the current education crisis, particularly in low-income countries, where many children lack access to quality education, the document calls for bold leadership and increased funding from both national governments and international donors to close the education financing gap and ensure a better future for all.

What will specifically take place during the GEM?

The 2024 GEM will provide a platform for debate and sharing of experiences, innovations and lessons learnt. It will consist of plenary and concurrent sessions, as well as and “SDG 4 Accelerator Fair” booth exhibit.

The 2024 GEM will conclude with the adoption of the Fortaleza Declaration, which serves as a powerful appeal for multilateral, cross-sectoral, and multisector stakeholder collaboration, as well as a call to enhance education funding for the years leading up to 2030 and beyond.

In addition, the Phase 3 of the Dashboard of Country Commitments and Actions to Transform Education, powered by AI, will also be launched.

All meeting sessions will be in person. Plenary sessions will be streamed for online viewing.

Will the 2024 GEM convene Ministers of Education only?

The meeting is by invitation only and is organized mainly for the members of the global education community. This includes Member States, multilateral and bilateral agencies, United Nations and regional organizations, the teaching profession, civil society organizations, the private sector, foundations, as well as youth and student representatives.

While Ministers of Education of all UNESCO Member States are expected to attend 2024 GEM, Ministers of Finance, International Cooperation, Economy, Environment, Gender, Digital Transformation, Science and Technology, Health, Labour, and other relevant sectors are also invited.

The 2024/5 Global Education Monitoring Report focuses on leadership and education. What does this mean?

The 2024/5 GEM Report provides the latest analysis on progress towards SDG 4. This year, it also examines leadership in education, and the roles and impact that leaders from the political through to the school level can have on delivering better education outcomes. 

External factors including social, cultural and governance conditions are analyzed to see how they impact effective leadership, as well as the policy levers that can be used to develop leadership skills in different contexts. 

The Report is being released along with 211 new country profiles on its  on laws and policies on leadership, as well as 17 new background papers. The  will be updated for launch day with the latest out-of-school figures produced in partnership with the UNESCO Institute for Statistics, and the SCOPE website (www.education-progres.org) will also be updated with new analysis explaining the trends behind the new education data.  

What will be the outcome of the Global Education Meeting?

The Global Education Meeting will result in the adoption of the Fortaleza Declaration - a strong call for multilateral, cross-sectoral and multi-stakeholder collaborative action as well as to increase and improve financing for education for the remaining years until 2030. 

The preparatory process of the 2024 GEM outcome document - the Fortaleza Declaration - is led by the SDG4 High-Level Steering Committee. As outlined in the decision of the HLSC taken on 17 June 2024, the HLSC Sherpa Group will prepare the zero draft of the Fortaleza Declaration and lead consultations on the draft with all regions and constituencies, including regional organizations, civil society, teachers, youth, students and foundations.

Consultations took place between July-September 2024, providing a valuable opportunity to capture priority areas of action emerging from different regions, and to garner support of all key stakeholders for the Declaration.

What will come after 2024 GEM?

The 2024 GEM will be the culminating event of a year that has been replete with several milestone events to advance the global education agenda. This includes the Accelerating progress towards SDG4: Stocktake of transformative actions in education at UNESCO on 17 June, the Special Event on Transforming Education convened at the UN on 11 July, and the UN Summit of the Future in September.

Shaped by these events, the 2024 GEM will lead to a strong call for multilateral, cross-sectoral and multistakeholder action, as well as an increase in financing for education for the remaining years until 2030 and beyond. The international community will be urged to rally around key strategic areas that could unlock progress on the SDG 4 targets and map out the vision for the post-2030 agenda.

The 2024 GEM will also set the foundation for the Fourth International Conference on Financing for Development and the World Social Summit to be held in 2025.
