2024/5 GEM Report consultation on leadership of ideas and discourse
Think-tanks and research institutes aim to inform or influence policy in a variety of ways. These include efforts to provide expertise that is based on evidence and analysis and to infuse the policy process with new ideas or approaches, as well as various activities aimed at drawing attention to their work. Similarly, academics, experts in their chosen field often act as consultants or advisors to government resulting in strong engagement with decision makers and arguably exerting influence and leadership of national and global policy making.
A consultation on and with academics and experts will explore their role in exerting influence and leadership within the education sector, including providing evidence and recommendations for decision-making, training, policy dialogue and consultancy within governments. The dialogue will highlight examples of where think-tanks/academics have helped shaped policy reform in education and the enabling conditions (openness, transparency and accountability) necessary to ensure they do not exceed their support role.
The objectives of the consultation include:
- Share the early thinking of the GEM Report team in preparation for the 2024 GEM Report.
- Learn from experts on the role of academics and think-tanks to influence and guide education policies and decision making around the world.
- Provide a space for participants to share experiences/identify examples of expert influence at the national, regional and international levels, including challenges and risks to contributing to policy discussions.
