UNESCO Strengthens Institutional Capacity of New Shaanxi UNEVOC Centre

A Capacity building workshop was organized on 6 March 2023 for the staff of the Shaanxi UNEVOC Centre, established in Shaanxi Polytechnic Institute (SXPI), which was approved by UNESCO in 2022. The main objectives of the workshop were to expose UNEVOC staff to the UNESCO global strategy, TVET Programme, Knowledge networks and best practices in TVET. A total of five staff from the UNEVOC, headed by Mr. Qin Jingjun, Dean of the International Education School of the Shaanxi Polytechnic Institute with the key members of the UNEVOC center.
The participants were informed of the operational structure of UNESCO, global strategy, and UNESCO’s Strategy for TVET 2022 – 2029: Transforming Technical and Vocational Education and Training for Successful and Just Transitions and the 2015 Recommendation concerning Technical and Vocational Education and Training.
The workshop participants were informed that TVET was very critical in addressing challenges such as growing youth unemployment by improving the quality of TVET and skills development programmes. The participants were informed of the key pillars of the UNESCO Global TVET Strategy with very clear priorities: 1. skills for individuals to learn, work and live, 2. skills for economies to transition towards sustainable development and 3. skills for inclusive and resilient societies.

The workshop also covered the key role global partners in promotion of TVET and Skills development and partnership in China aligned with UN Sustainable development Cooperation framework UNSDCF (2021-25). The participants were informed of innovative practices of the UNEVOC Network Institutions targeted at skills development for work and life and is the key driver for mutual learning, capacity-building and advancing international cooperation in TVET.
Th participants were informed of TVET’s contribution to Sustainable Development Goal 4 (SDG4) to 'ensure inclusive and equitable quality education and promote lifelong learning opportunities for all’ and targets in SDG 8 for 'decent work and economic growth'. In China the UN had prioritized TVET and skills as top priority aligned with Chinese Government’s TVET Modernization strategic plan and UNSDCF.

Following on the 8 March, a consultation meeting was held for the establishment of a platform for dialogue with TVET Section at UNESCO Headquarters and UNEVOC International Centre in Bonn, Germany. 3 Staff from UNEVOC International Centre in Bonn, 3 Staff from UNECO Beijing and 1 staff from UNESCO Headquarters participated in the consultation with Shaanxi UNEVOC Centre.
Mr. Qin Jingjun presented the annual work plan for the new UNEVOC Centre and the UNESCO Staff in HQ, Bonn and Beijing provided the feedback to the draft work plan for 2023. The workplan covered capacity building workshops and an international conference in promotion of TVET.

The participants from SXPI were informed to include and incorporate equity and gender equality in the work plan and through policy dialogue and TVET programmes with a focus on disadvantaged groups and how digital technologies can assist them and incorporates green skills in TVET activities and programmes.
TVET Section of UNESCO HQ, UNEVOC Bonn Center and UNESCO Beijing Office have reaffirmed and committed to jointly support and collaborate with the new UNEVOC Centre from SXPI to implement the TVET and Skills agenda at the country, regional and global level through policy dialogue, capacity development, sharing of best practices and catalyst for international cooperation in TVET space.
