Spotlight on foundational learning in Africa

The Spotlight series is a partnership between the Global Education Monitoring Report, the  (ADEA) and the . It aims to support policy dialogue on universal basic education completion and foundational learning through the established African Union peer learning mechanism. Three cycles are envisaged, each of which aims to cover in depth one country from each of the five African Union regions.

  • The report of the first cycle, , was published in October 2022. It offered a broad analytical framework of seven factors that affect foundational learning in the continent and covered the ,  and .
  • The report of the second cycle, Learning counts, was published in May 2024. It focused on the alignment between curriculum, textbooks, teacher guides and assessment in primary mathematics and covered Mauritania, Niger, , and .
  • The ongoing third cycle focuses on instructional leadership at the school and the system levels. It aims to cover Cameroon, Côte d’Ivoire, Kenya, Morocco and Zimbabwe.

Each Spotlight cycle is accompanied by additional case studies, background papers and communication materials.

Leveraging Education Analysis for Results Network (LEARN)

The Leveraging Education Analysis for Results Network (LEARN) is an African Union (AU) basic education peer-learning mechanism launched in 2022 bringing together the Continental Education Strategy for Africa (CESA) implementation clusters on education planning, curriculum and teacher development. It acts as a catalyst for cross-cluster collaboration to address the critical issue for foundational learning in Africa.

Meet the Spotlight children

All children are #Borntolearn. But so many never do. Since 2022, we have been following the learning journeys of four school children in Africa, Godfred, Priscilla, Rougui and Pape. This platform offers an exclusive glimpse into the lives of these young learners as they navigate their educational paths in diverse contexts. It helps illustrate the findings and evidence in the GEM Report Spotlight Series through every day experiences lived by children in Africa.
