Building capacity for policy-making in science, technology and innovation

Countries require a combination of technical and scientific expertise, along with strategic, managerial, and policymaking skills to construct resilient and inclusive Science, Technology, and Innovation (STI) systems.

These capabilities enable nations to develop and implement policies and programs that unleash the potential of science, technology, and innovation. Effective policymaking demands a nuanced understanding of global best practices and local contexts, ensuring alignment with the Sustainable Development Goals (SDGs). Furthermore, fostering inclusive STI ecosystems necessitates promoting gender equality and diversity, addressing socioeconomic disparities, and actively engaging marginalised communities in the innovation process. 

UNESCO's role

UNESCO provides capacity-building support for the formulation, monitoring and implementation of science, technology and innovation policy frameworks. These impactful activities take various forms such as training workshops, sharing of good practices, guidebooks, short courses, and surveys aimed at identifying needs and gaps. Through a range of projects and initiatives, UNESCO empowers countries to effectively navigate the complexities of the STI landscape.
