Global Observatory of Science, Technology and Innovation Policy Instruments (GO-SPIN)

Science, Technology and Innovation (STI) are increasingly important for social, economic and sustainable development. Yet the lack of accurate information, adequate indicators and capacities to analyse and monitor policies and instruments is a major development challenge for countries. The Global Observatory of Science, Technology and Innovation Policy Instruments (GO-SPIN) aims to fill this gap.

The UNESCO鈥檚 Global Observatory of Science, Technology, and Innovation Policy Instruments (GO-SPIN) is a global resource for science technology and innovation policy providing tools and information for capacity-building, benchmarking and support for policy-making. It provides a standard practice for information collection on science, technology and innovation (STI) policies and policy instruments for countries around the world. 

The platform gathers STI policy information on developing countries and tracks impacts of UNESCO鈥檚 main science recommendations such as UNESCO Recommendations on Open Science and on Science and Scientific Researchers. The information includes policies, institutions, legal frameworks, policy instruments, and R&D indicators for evidence-based policy-making.

Main objectives

  •    Access to key information on STI policies and policy instruments, and gaps in policy instruments for implementation;
  •    Evidence-based decision making, STI policies design, review, implementation and evaluation;
  •    Benchmarking and peer-learning on STI systems performance and STI indicators, and
  •    Policy coordination, cooperation and knowledge sharing among STI stakeholders.

GO-Spin was originally developped with the financial support of Sweden's government agency for development cooperation (SIDA)
