School-related gender-based violence (SRGBV) as a phenomenon that affects millions of children, families and communities, occurs in all countries in the world. It can be defined as acts or threats of sexual, physical or psychological violence occurring in and around schools, perpetrated as a result of gender norms, stereotypes, and enforced by unequal power dynamics. SRGBV is complex and multifaceted. In 2011 Tanzania released findings of Violence against Children (VAC) survey, which showed that nearly one in three girls, and one out of seven boys experience some form of sexual violence before turning 18. The survey revealed that, 15% of the perpetrators were authority figures whereby male teachers accounted for 20 of the 32 - reported figures.  Friends and classmates accounted for 10.3% of reported perpetrators. Most children did not report their experience, few seek services, and even fewer actually received any kind of care, treatment, or support if they did report.

SRGBV is also a major barrier to the realization of global education goals and targets. UNESCO in collaboration with Tanzania Institute of Education piloted a project entitled “Improving Learning Environment through Building Skills for Respectful and Non-Violent Relationships in Tanzanian schools” commonly known as Connect with Respect. The aim of the project was to develop a contextually and culturally appropriate resource for schools around SRGBV prevention and management in Tanzania. The project was implemented in two districts in Tanzania Mainland namely Ilala District Council in Dar es Salaam region and Sengerema District Council in Mwanza region. In each district, 25 schools (10 primary and 15 secondary schools) were selected for the pilot.

After completion of the pilot project, UNESCO is looking to document human stories with focus on knowledge gained, attitude and perception changes at individual & school levels, and how these changes have impacted positively on individual and schools response to SRGBV notably help seeking, reporting of incidences and other incidence prevention and management  measures at schools level.

The 10-15 minutes documentary will serve as an advocacy tool in the role of education in addressing n addressing GBV through promotion of respectful and non-violent relationships. The targeted audience are:

Ministries, local government authorities, CSO, UN partners, donors, parents, teachers, students and communities.

The objective of the assignment is to produce 10-15 minutes high-quality videos on the project “Improving Learning Environment through Building Skills for Respectful and Non-Violent Relationships in Tanzanian schools. The video will showcase inspirational students and teachers revealing the extent of Gender- Based Violence occurrence in schools and how the acquired knowledge helped in making meaningful contributions on how to curb/manage school-related GBV that are prevalent in the school environment.

Under the overall supervision of the Head of Office and in close collaboration with the Project Officer (PO) at UNESCO Dar es Salaam, the selected contractor will produce 10-15 minute long version and 1-minute short version of a full video highlighting good practices of the project and its positive impacts on beneficiaries.

In order to achieve the overall objective for this assignment, the following specific tasks need to be adequately met by the selected consultant or a firm, and approved by UNESCO:

1. To consult UNESCO and TIE and review the existing materials( documents/photos) to create a storyline that is informative, engaging and inspiring;
2. In consultation with TIE to secure filming clearance from relevant authority;
3. Undertake field visit to interview and engage with beneficiaries in  7 schools (3 primary and 4 secondary schools) in Ilala District in Dar-es Salaam region and 7 schools (3 primary and 4 secondary schools) in Sengerema District in Mwanza region;
4. Film b-roll shots of individuals ‘in action’ and additional photos of beneficiaries in action to be part of the story;

5. Prepare script and narration, edit raw video footage, compose relevant background music to compliment the videos;

6. Present the draft versions to UNESCO and TIE  for assessment, feedback and clearance;
7. Produce two high-quality videos as specified above highlighting the impact of the project on student, teachers and their communities with English subtitles.

UNESCO and TIE will provide branding information and additional information from project activities for inclusion in the production where needed.

The key stakeholders to be interviewed are:

Primary Interviewees;

• District Education Officer, the Headmaster/Head Teacher, one teacher who implemented the project and 6 students (3 girls and 3 boys) per school at each site, using a pre-set of questions as a guide. In addition, identify one family in each district of which a child benefited from the project intervention and film short interviews with parents.

Secondary interviewees:

• UNESCO Head of Office, Director General of TIE and other TIE/UNESCO technical staff to save the introduction part of the film.

• Submit a suggested storyline for each video to be produced for approval before the filming/recording.

• Submit a draft script for narration and a proposed schedule with specific dates for interviews and filming as well the interview questions.
• Submit a draft of the two videos films (with Swahili/English subtitles) for feedback and approval.
• Submit to UNESCO raw footage of all video interviews undertaken in the project sites and a minimum of 50 high definition quality unedited photos from each location visited.

• Submit final master videos for the long and short versions, after having integrated all feedback and comments from UNESCO in flash drive/DVD and e-file.

This assignment is expected to take two months, starting from mid-April 2021 to mid-June 2021.

The following criteria will be used to evaluate and select the consultants’ application:

• Demonstrated experience and competency in  filming and photography with potentially vulnerable or sensitive community settings including school settings;
• Two to five years working experience in development of documentary /film production;
• Clear articulation of capacity and skill, and innovative approaches to carry out the assignment;

• Organizational/individual competency to deliver the services;
• Clear articulation of capacity and skill, and innovative approaches to carry out the assignment;
• Clear work plan and articulation of expected methodologies and outputs;
• Excellent technical capacity to ensure smooth and high-quality production (video production staff, ownership of video production studio or documented proof of access to a rented video studio, etc.)
• Familiarity with Tanzania Basic Education System and a good understanding of school-related Gender-Based Violence issues would be an added advantage.
• Previous experience working with UN would be an added advantage.

• A technical proposal including a letter of intent stating why you consider firm suitable for the assignment and methodology on the approach and implementation of the assignment (5 pg maximum);

• Personal CV’s of technical personnel proposed for this project highlighting qualification and experience in a similar project;
• Previous work samples;
• Work references: contact details (email address of referees for whom you have produced similar assignment);
• Financial proposal indicating consultancy fee and a breakdown of expenses related to the assignment;

The firm/consultant will be hired under the UNESCO Dar es Salaam Office. UNESCO Education for Health and Wellbeing will be responsible for the overall supervision, ensuring that the consultant meets the ToR’s requirements and objectives for this assignment.

All information pertaining to this project (documentary, audio, photos, project documents, etc.) belong to UNESCO and shall remain the property of UNESCO who shall have exclusive rights over their use. Except for this assignment, the information shall neither be disclosed to the public nor used in whatever form without written permission from UNESCO and in line with the national and international Copyrights Laws applicable.

UNESCO will release the videos upon completion under a Creative Commons License, which allows free use and distribution for non-commercial use by other users.
