Transforming Cape Verde: Internet Assessment

This study presents an assessment of the stage of Internet development in Cabo Verde based on the Internet Universality Indicators prepared by UNESCO. The research was conducted between August and October 2022, totaling 253 indicators applied, and sought to assess to what extent and in what way the Internet in the country protects human rights, promotes openness, guarantees accessibility for all and encourages collaboration between diverse stakeholders.

The ambition to transform the national economy into a digital economy has led Cabo Verde to implement a series of public policies, linked especially to the development of ICT infrastructure, entrepreneurship and education. However, there are still significant challenges, such as the fact that 38.1% of the population does not use the Internet. In 2023, 69.3% of Internet users in Cape Verde use at least one social media platform.

At the same time, other initiatives seek to give effect to its robust legal framework related to human rights, whose implementation and guarantee of effectiveness are especially challenging. Multisectoral Internet governance and access to public documents are other fields with great potential for development in the country. 

By presenting the results of the application of UNESCO's Internet Universality Indicators, this publication seeks to be useful for a wide range of readers concerned with the impact of the Internet on Cabo Verdean society, as well as for current and future discussions about its development.
