Making the Internet work for everyone
The Internet – and digital development in general – are now central to sustainable development and human rights. Governments and other stakeholders need to seize the opportunities it offers to advance development and ensure that everyone can benefit from a safe and inclusive Internet environment.
UNESCO’s Internet Universality Indicators are a unique tool through which governments and other stakeholders can work together to assess their national Internet environments and make recommendations that will improve the Internet experience for all.
The indicators focus on the ROAM principles that make up UNESCO’s commitment to Internet Universality:
- R – that the internet is based on human Rights
- O – that it is Open
- A – that it should be Accessible to all, and
- M – that it is nurtured by Multistakeholder participation.
These key principles are set alongside X-cutting indicators concerned with transversal themes such as gender and the rights and needs of children, sustainable development, environmental impact, trust and security, and advanced digital technologies.
More than forty countries benefited from the first generation of Internet Universality Indicators. This second generation of the ROAMX framework updates them for the new era of digital development envisaged in the UN’s Global Digital Compact, comprising 49 core questions and 88 core assessment indicators.
