First consultation on the implementation of the 2021 Recommendation on Open Science
In adopting the 2021 UNESCO Recommendation on Open Science, the 194 Member States of UNESCO committed to submit, every four years, their national reports on the legislative and administrative provisions and any other measures they have taken to implement the Recommendation.
How to prepare national reports
Practical information on creating and submitting the first national reports on the implementation of the 2021 UNESCO Recommendation on Open Science is provided in the in line with the decision adopted by the Executive Board
In addition, operational guidelines provide additional information and examples (see below).
In the preparation of their reports, Member States are encouraged to consult the UNESCO Open Science Toolkit and the .
Development of the report
Member States should designate a contact person responsible for information sharing and cooperation with UNESCO, and give notice of this designation no later than 20 July 2024 to the Secretariat at: openscience@unesco.org
UNESCO will organize training sessions to provide guidance on development of the report (see below).

Submitting the report
The UNESCO Secretariat has created an to help Member States to submit their reports on the 2021 Recommendation on Open Science, in English or French, no later than 28 February 2025.

Timeline
20 July 2024
Member States should designate a contact person responsible for information sharing and cooperation with UNESCO in relation to reporting on the 2021 Recommendation on Open Science. Member States should submit their reports on the 2021 Recommendation on Open Science, in English or French, no later than 28 February 2025.
Autumn 2025 - 222nd session of the UNESCO Executive Board
The first consolidated report on the implementation by Member States of the 2021 Recommendation on Open Science will be submitted to the UNESCO Executive Board for its consideration.
Autumn 2025 - 43rd session of the General Conference
The first consolidated report on the implementation by Member States of the 2021 Recommendation on Open Science will be submitted to the General Conference, together with the comments of the Executive Board’s Committee on Conventions and Recommendations.
Next steps
National reports will be used to assess status and trends in open science at regional and global scales building on the baseline assessment presented in the first edition of the UNESCO .
In addition, information about policies and policy instruments related to open science will be incorporated into the UNESCO Global Observatory of STI Policy Instruments (GO-SPIN) to facilitate collection of policy relevant information and exchange of best practices as well as policy analyses across contexts, over time and among geographic regions.
