Background
UNESCO-China Funds-in-Trust (FIT) Project focuses on higher technical education in Africa and aims to enhance the capacity of higher education institutions (HEIs) to respond to the skill needs for national development by facilitation collaboration between HEIs and the industry, enhancing labor market-oriented teaching, and strengthening competence-based learning. Ethiopia is benefiting from this project to tackle youth unemployment, to address skills mismatch between higher education and industry, and to promote national socioeconomic development. The CFIT III project focuses on the continuous improvement in the relevance and quality of higher technical education; and consolidation partnership between HEIs and the private sector. Currently, the CFIT III project is under implementation in two Higher Learning Institutions in Ethiopia i.e. Addis Ababa Science and Technology University (AASTU) and Federal TVET Institute (FTI).
In addition to the agreed commitment for the two institutions, the Federal Ministry of Education submitted a proposal to mobilize additional resources to work on the standardization of curricula of Universities in Ethiopia that will contribute to improve the challenges faced in relation to the quality, relevance, equity, and efficiency Higher Education. The proposal got acceptance and committed to support the revision of Curriculum Frameworks and provide capacity building programs under CFIT III project.
Therefore, under the direct supervision of the Education Specialist and the CFIT III project Officer the individual consultant will coordinate the activities of the revision of the curriculum frameworks and provide technical support with earmarked budget for the revision of Curriculum Frameworks and Staff Capacity Building of the Federal Ministry of Education and that of Universities of Applied Sciences.
Objective of the contract
The overall objectives of the consultancy work are to organize workshops to revise Curriculum Frameworks of applied sciences, coordinate validation workshop of frameworks and coordinate the capacity building programmes for Federal Ministry of Education Experts and university teachers. In this case, consultancy work has the following specific objectives:
Revision of available curriculum (development) frameworks in the Federal Ministry of Education (10 Curriculum frame works ) in collaboration with Federal Ministry of Education and Universities in Ethiopia.
Provide capacity building (for MoE and staff of University of Applied Sciences) in the area of curriculum development, pedagogy, and competence-based education and competence-based assessment.
Organize validation workshop on the revised curriculum frameworks.
Duties/tasks and expected outputs.
Under the overall authority of the Director of UNESCO Liaison Office and the direct supervision of the Chief Education Sector of UNESCO and the Ministry of Education in Ethiopia, Academic Affairs of Higher Education, the Consultancy firm will revise the available Curriculum frameworks, provide capacity building (for MoE Experts and University Teachers of Applied Sciences) and organize validation workshop of Curriculum frameworks.
Specifically, the Lead Consultant will undertake the following major assignments, each with specific tasks as follows:
A. An inception report: (10 days)
Develop detailed timetable and Programme in relation to the revision of the Curriculum Frameworks, capacity building training for MOE experts and University Teachers and how to validate the Curriculum frameworks.
Detailed budget based on the activities mentioned on this Term of Reference (TOR).
Prepare check list for the revision of curriculum frameworks.
Develop and validate the action plan.
B. Revise 10 Curriculum Frameworks in the applied science streams, organize capacity building training for MOE experts and University Teachers on Outcome Based Education (OBE) (30 days)
Collect the lists of experts that will participate in the revision of Curriculum frameworks and capacity building training programme in consultation with the Federal Ministry of Education
Collect 10 drafted Curriculum frameworks and available training materials/modules from Federal Ministry of Education
Revise and submit the first draft curriculum Frameworks MOE and UNESCO Liaison Office.
Collect the lists of trainees and trainers for Outcome Based Education (OBE) training in consultation with the Ministry of Education
Deliver training for Ministry of Education experts and University teachers.
C. Organize the validation workshop and present the drafted Curriculum Frameworks arranged by the consultancy (5 days)
D. Prepare final Curriculum frameworks (30 days)
Incorporate all the comments suggested by the concerned stakeholders on the validation workshop.
Finalize the curriculum frameworks.
Submit the final curriculum frameworks, the output of capacity building training programmes and the output of the validation workshop to MOE and UNESCO.
E. Settle all the payments of professionals involved in the preparation of Curriculum frameworks, capacity building and validation workshop. (10 days)
Timeline and Deliverables
The assignment will require 60 days from the Lead Consultant over a period of 2 months, starting from date of the issuance of the contract. The Lead Consultant expected to deliver the following major outputs. Payments shall made according to the delivery and acceptance of deliverables specified in the following table linked
Competencies (Core)聽
The consultancy firm should be composed of a team of at least 3 members.
The consultancy firm should have at least 7 years of experience in consultancy services in Education Sector including Higher Education Sub-sector.
Required Qualifications Team Leader/Team Members)
Education
Advanced university degree (Masters or higher level) in the fields of Curriculum and Education or any other related discipline required for the team leader/ team members.
Work Experience / Team Leader/
Experience in the development of Curriculums and curriculum frameworks, in Education planning and research, and similar professional experience in training, teaching and workshop facilitation in curriculum development and Training programme in education.
Legally registered firm with a renewed license for the service with VAT and TIN Registration certificate.
Experience in undertaking similar assignment related with curriculum issues with the education sector.
Strong knowledge of the Ethiopian Education system.
Excellent communication and report writing skills and preparation of documents for higher education curriculum development.
Minimum requirements for team members:
The team should be composed of a minimum of 3 technical members with at least the following qualifications and skills:
Advanced university degree (Masters or higher level) in the fields of Education, Curriculum, educational planning or any other related discipline.
Deep understanding of the Ethiopian curriculum and education system.
Familiar with Ethiopia education sector policies including curriculum Policies and frameworks.
Good communication and facilitation skills.
Proven experience in facilitating training and capacity building programme.
Languages
Excellent knowledge (oral and written) English.
Other specifications
The Consultancy Firm shall respect the time and technical specifications of the deliverables, shall ensure that the level of English in deliverables is of a high standard.

The consultancy firm should provide the following information with their proposal.
An expression of interest outlining how the consultancy firm meets the criteria, explain the firm鈥檚 interest, composition of consultancy firm鈥檚 team members, capability and qualifications of the respective team to perform the tasks.
The firm should submit an up-to-date CV of team of consultants stating details of education qualifications, work experience and contact details by the submission deadline. Please highlight relevant prior experience.

Financial offer in Ethiopian Birr that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs per activity and excluding any travel if necessary and DSA from the lump sum amount.
