United Kingdom's education responses to the influx of Ukrainian students

Situation

Context

The UK is launching the Homes for Ukraine Scheme for visa applications from Ukrainians and immediate family members who have people willing to sponsor them. People arriving under the 鈥楬omes for Ukraine鈥 scheme will be able to live and work in the UK for up to three years, access healthcare, benefits, employment support, education.

Basic Education 

These children, as per the 鈥楬omes for Ukraine鈥 scheme, will be able to attend local schools and receive English language lessons. 

Councils are required to provide school places for children of school age. Councils will be paid additional funding to support with this. Further details are set out below. 

Existing rules on access to education, including special education, as well as fees and financial support vary at pre-school and compulsory education levels and vary between England, Wales, Scotland and Ireland. As such, Ukrainian refugees should consult the new welcome 鈥淕uide for Ukrainians arriving in the UK鈥 to find out their exact rights and modalities to join the local schooling system.  

Local authorities will receive 拢10,500 in funding per refugee for support services for the first year, with more for children of school age. This will follow a per pupil basis for the three phases of education at the following annual rates: 

Early years (ages 2 to 4) - 拢3,000 

Primary (ages 5 -11) - 拢6,580 

Secondary (ages 11-18) - 拢8,755 

These tariffs include support for children with special educational needs and disabilities (SEND).
