ROAM-X indicators advocated at IGF 2022

鲍狈贰厂颁翱鈥檚 Internet Universality Indicators aim to assess the state of Internet development at the national level in accordance with the ROAM-X principles of human Rights, Openness, Accessibility, and Multi-stakeholder participation. 

During the Internet Governance Forum (IGF) 2022 (Addis Ababa, Ethiopia, 28 November to 2 December 2022), UNESCO led three meetings focused on the Internet Universality ROAM-X Indicators. Contributing to the theme of IGF 2022 鈥Resilient Internet for a shared sustainable and common future鈥, UNESCO advocated for the ROAM-X framework and indicators as a unique tool to strengthen national stakeholder internet governance, as well as the development of Global Digital Compact to enhance universal values and standards in digital age.鈥

Pre-event 鈥淪haping global digital governance and measuring meaningful connectivity for all: the ROAM approach鈥

The pre-event on 28 November brought together various international stakeholders from the 44 countries where the ROAM-X project is being implemented. This knowledge-sharing session provided an opportunity for international experts to demonstrate the ROAM-X framework鈥檚 transformative impact and present the findings and strong recommendations to further promote freedom of expression, meaningful access, digital privacy, human rights, gender equality, digital inclusion and innovation as well as humanistic AI policies.鈥

Tawfik Jelassi, 鲍狈贰厂颁翱鈥檚 Assistant Director General for Communication and Information concluded 鈥淯NESCO sees an urgent need for additional mobilization from all stakeholders, in order to build capacity and scale up ROAM-X assessments in all countries, particularly in Africa.The world around us is changing, we must keep up with this evolution and reflect it in the ROAM framework.鈥  鈥&苍产蝉辫;

Experts meeting on capacity building and indicators鈥 update

Experts meeting on 29 November discussed ROAM-X capacity building and the updating of ROAM-X indicators. The experts mapped existing training initiatives and shared best practices in each region, and brainstormed on new policy domains to consider in updating and improving ROAM-X indicators to increase relevance and capture the rapid digital transformation.

Annual gathering 鈥淪trengthening Digital Ecosystems through Shared Principles鈥

On December 2, the Dynamic Coalition on Internet Universality ROAM-X Indicators held its annual meeting. The session focused on redefining the strengths of the current ROAM-X framework and advocating for the indicators to be updated to better adapt to current socio-political contexts.

Global partners and experts discussed revising the number of indicators to simplify the framework and incorporating digital innovation as part of climate change and green transformation solutions. The experts also advocated for adding new dimensions in the context of the .  

The principal author of the Internet Universality ROAM-X indicators, David Souter,  stated that the ROAM-X indicators should preserve what we value, promote what we want, and prevent what we fear and that the goal of the assessment was to improve human, social and economic development, in accordance with the 2030 Agenda for Sustainable Development and thus the development of the Global Digital Compact.
