UNESCO opens a global consultation on new Strategy and Action Plan for biosphere reserves
This significant step was presented at the 36th session of the International Coordinating Council of the MAB Programme (MAB-ICC) earlier this year, reflecting UNESCO’s commitment to a participatory and inclusive approach.
Under the guidance of the MAB Bureau, the co-chairs of the Drafting Group, with the support of the MAB Secretariat, are inviting Member States, biosphere reserves, and other stakeholders to provide feedback on the first draft of the document. The goal is to gather diverse perspectives from across the MAB community to shape a forward-looking, impactful strategy.

The drafting process
The current draft is the product of an extensive collaborative process led by the Drafting Group and its co-chairs, under the oversight of the MAB Bureau. It incorporates findings from the mid-term evaluation of the MAB Strategy and the Lima Action Plan (2016–2025) and inputs gathered during key participatory events.
Two 'Friends of the Drafting Group' meetings were held in Agadir, Morocco, from July 3–5, 2024, allowing MAB International Coordination Council (MAB-ICC) participants and observers to discuss priorities for the new strategic action plan. Additionally, four virtual information sessions were conducted on November 6–7, 2024, bringing together over 400 representatives from MAB National Committees and biosphere reserves. These events ensured broad representation and provided a platform for open dialogue.
Invitation to comment
The MAB Secretariat is now inviting online submissions through an official form by January 24, 2025. Contributors are encouraged to share their views on the draft's scope, structure, and core contents, helping refine the strategy for the coming decade.
Submissions can be made in English, French, or Spanish. They can be submitted either officially—by MAB National Committees, biosphere reserves, or other organizations—or individually. To streamline the process, national institutions are encouraged to submit one consolidated response reflecting the collective input of their networks.
Next steps
The Drafting Group will carefully review all submissions and incorporate the feedback into a revised draft, which will be shared for further consultation in 2025. This iterative process underscores UNESCO’s commitment to co-creating a robust and inclusive strategy that reflects the collective perspectives of the MAB community.

The consultation represents a crucial opportunity for the global MAB community, as it prepares for the World Congress of Biosphere Reserves, to be held in Hangzhou, China, in September 2025.
The event sets the course for the MAB Programme and its World Network of Biosphere Reserves. By fostering collaboration and inclusivity, UNESCO aims to develop a strategy that addresses emerging challenges, promotes sustainable development, and strengthens the global impact of the MAB Programme.
