UNESCO initiates the Development of Gender Responsive and Inclusive Local Education plan in seven municipalities

The workshop helped equip the local and provincial government with the basic concepts and principles of technology and approaches to local education planning to produce a comprehensive local education plan for themselves.

UNESCO鈥檚 CapED programme continues to build the capacities of country stakeholders in promoting literacy and lifelong learning for all, particularly with the objective to achieve SDG4: 鈥淓nsure inclusive and equitable quality education for all and promote lifelong learning鈥.

With a new federal structure in place, local governments have been mandated to plan, implement, and monitor education programmes at the local level. UNESCO will accompany the decentralization process which takes place in line with the new federal system by developing capacities at the national level to develop guidelines and coordinate the provision of NFE, based on the manuals prepared in 2019 and UNESCO-EEIP鈥檚 planning guideline.

In this regard, UNESCO in collaboration with MoEST/CEHRD initiated the development of a comprehensive gender-responsive and inclusive local education plan by organizing a three-day orientation program on 12- 14 December at Dhulikhel for officials from the local and provincial level and education development coordination unit from seven municipalities selected by the government for the development of the local education plan. The orientation aimed to strengthen the capacity of the local government to design education plans in line with SESP 2022- 2032 and SDG4: Nepal national framework, which would guide towards education development at the local level.

Our previous plans were highly ambitious, but due to our various constraints, we couldn't achieve them. We need solid, sustainable plans which are feasible, realistic & can be implemented at the local levels.

The workshop helped equip the local and provincial government with the basic concepts and principles of technology and approaches to local education planning to produce a comprehensive local education plan for themselves. The Local Education plan will serve as a guide for local government to carry forward their roles and responsibilities with reference to formal and non-formal education hence enhancing cooperation between all levels of government.

Since the local government has all the power to plan implement and monitor the education programs, the development of the comprehensive local education plan at the local levels would surely add to achieving Sustainable development goals 2030.

This workshop will prepare a draft to design the use of these policies in education. Later we hope the learnings from this workshop will be implemented not only in the selected municipalities but all over the country.
