Brief project overview:

The Technical Assistance for Transforming Technical and Vocational Education and Training (TVET) in Jordan Project aims to enhance Jordan’s TVET system by aligning it more closely with labor market needs, reducing youth unemployment, and promoting gender equality. Implemented by UNESCO Jordan in collaboration with the Jordanian Ministry of Education and funded by Global Affairs Canada, the project addresses systemic challenges by strengthening institutional frameworks, improving teacher and school leadership capacities, and fostering partnerships with the private sector to deliver quality, work-based learning opportunities for TVET students.

Spanning four years (2024–2027), the project focuses on the development of costed action plans aligned with the Jordan National TVET Strategy (JNTS). Key interventions include comprehensive curriculum reforms, vocational teacher training programs, and the piloting of innovative models for career guidance and industry engagement. The project aims to equip students with the competencies and employability attributes required in critical economic sectors, such as ICT and business services, tourism and hospitality, wholesale and retail, health and social services, construction, agriculture, and renewable energy. These efforts aim to bridge the gap between education outcomes and evolving labor market demands.

Beyond technical reforms, the project works to reshape societal perceptions of vocational education through awareness campaigns, success stories, and skills competitions. By emphasizing inclusive and gender-sensitive approaches, it strives to position TVET as a viable and respected pathway for Jordanian youth seeking rapid entry into the labor market. This initiative contributes to Jordan's national development goals while aligning with global priorities, including the Sustainable Development Goals (SDGs) on quality education, decent work and economic growth, gender equality, and partnerships for the goals.

Objectives:

  • Strengthen institutional frameworks for TVET governance through costed action plans and data-driven systems.

  • Enhance the quality of vocational education by aligning curriculum and training standards with labor market demands.

  • Promote gender equity and address disparities in access to and participation in vocational education.

  • Introduce innovative career guidance systems and establish clear pathways to employment for youth.

  • Improve the perception of TVET through targeted communication campaigns and stakeholder engagement.

Areas of intervention:

  1. Enabling Institutional and Policy Environment through (1) the enhancement of MoE’s capacities at the central level to put in place key institutional and policy elements for the ongoing TVET reforms and (2) strengthening institutional capacities of MoE and other national TVET stakeholders to establish and implement updated models for career guidance and private sector engagement in schools that mainstream gender and environmental considerations.

  2. Improving skills development pathways and practices in vocational education schools through strengthening institutional capacities at MoE and national relevant stakeholders to review and update TVET-related pathways and occupational standards. The intervention will also improve the capacities of teachers and school communities to deliver quality TVET linked to the evolving labor market while engaging with the private sector and potential employers.

  3. Raising public awareness on the potential of TVET for young men and women and improving its perception among various community groups while advancing gender equality and equity for all students in support of decent work for students and broader economic growth for Jordan.
