Malta's education responses to the influx of Ukrainian students
Situation
Basic education
The Migrant Learners Unit within the Ministry for Education is in charge of promoting the inclusion of newly arrived learners into the education system and runs several projects aiming to provide migrant learners in school with further support in basic and functional language learning over and above the teaching provided by the class teacher.
Children鈥檚 access to Maltese schools is subject to them being fully vaccinated according to the current Malta National Schedule. In the absence of a vaccination card, the Maltese Health Authorities will administer all the required vaccines to the Ukrainian children free of charge.
The existing 鈥業 Belong鈥 Programme offers English and Maltese language courses and basic cultural and societal orientation as part of the integration process. Integration requests are accepted from all persons of migrant background regardless of their residence status.
Upper secondary education
After secondary school, and after obtaining Ordinary Level examination passes, students may enrol for post-secondary education: two years of study in preparation for Advanced Level Examinations.
Higher education
All beneficiaries of protection may also apply to enrol at the University of Malta and, in principle, they are treated as all other third-country national applicants in terms of application procedures, fees, and stipends.
The EU issued operational guidelines for the implementation of Council implementing Decision 2022/382, establishing the existence of a mass influx of displaced persons from Ukraine within the meaning of Article 5 of Directive 2001/55/EC, and having the effect of introducing temporary protection (2022/C 126 I/01). As such, EU Member States shall grant access to their education system to persons under 18 years old enjoying the temporary protection status under the.
