How to measure the Internet? UNESCO’s Internet Universality ROAM-X Indicators now also available in Russian

UNESCO has been advocating for Internet Universality for a long time. In 2015, UNESCO’s General Conference endorsed the Internet Universality ROAM Principles, which call for an Internet that is (R) human Rights-based, (O) Open, (A) Accessible by everyone, nurtured by (M) Multi-stakeholder participation and governance, and (X) Inclusive towards women and all groups. These R.O.A.M-X principles are articulated in detail through UNESCO’s Internet Universality ROAM-X Indicators.

Following the launch of in English, French, Spanish, Chinese and Bahasa Indonesia, the publication is now available in Russian, thanks to the work of UNESCO’s Office in Almaty.

The set of 303 indicators, including 109 core ones, aims to assess how well national stakeholders, such as governments, companies and civil society, perform in adhering to the R.O.A.M principles and to a number of 79 cross-cutting indicators relating to gender equality, youth, ethical dimensions and sustainable development.

UNESCO is working with regional, national and international stakeholders to conduct national assessments based on the Indicators framework. The national assessment of ROAM-X indicators is a rolling process, leading to regular updates and improvements of digital policies.

They are currently ongoing in 22 countries, with the recent inception of the project in Argentina, and will soon count on six additional initiatives, financed through grants provided in the to assess Internet development in Cote d’Ivoire, Cabo Verde, Burkina Faso, Cambodia, Mongolia and Kazakhstan.

The publication aims to facilitate, and foster research and discussions on Internet Universality for stakeholders in Russian speaking countries.
