Denmark's education response to the influx of Ukrainian students
Situation
Preschool and Basic Education
No special law has been enacted and Ukrainian children are covered by the current rules in the Day Care Act, including rules on childcare guarantee on equal terms with other children in Denmark. Municipalities oversee the enrolment of children into pre-primary, primary and secondary education. Students will have access to Danish language lessons. In addition, work is underway to allow those on tourist visas to enroll children into day care. Ukrainian students could join a private school, especially if it offers bilingual teaching. If an agreement is reached between the school and municipality, the latter will cover the costs.
Upper Secondary Education
Knowledge of Danish is required to be admitted to upper secondary schools.
Vocational Training
Knowledge of Danish is required to be admitted to vocational schools. Additional pre-requisite for admission to vocational schools are the Folkeskole鈥檚 final examination, with minimum grades. The institution will assess whether a foreign exam is acceptable.
The Ministry of Education is providing various resources and videos on how parents and teachers can talk to children about the crisis.
Access to day-care will not be free, but financial aid is in place. Only Ukrainian unaccompanied minors can access after-school activities and vocational training for free. The municipality can also cover tuition fees for Ukrainian students as long as an agreement has been reached with the private school they enroll in.
The EU issued operational guidelines for the implementation of Council implementing Decision 2022/382, establishing the existence of a mass influx of displaced persons from Ukraine within the meaning of Article 5 of Directive 2001/55/EC, and having the effect of introducing temporary protection (2022/C 126 I/01). As such, EU Member States shall grant access to their education system to persons under 18 years old enjoying the temporary protection status under the .
