Call for written proposals for a work assignment with UNESCO Office in Dar es Salaam
UNESCO Dar es Salaam is inviting written proposals from eligible contractors for the work assignment described in the Terms of Reference.
Your written proposal should comprise:
(a) A Technical Proposal consisting of: an up to date curriculum vitae, and an approach and methodology for the assignment, and comments on the Terms of Reference if any (in brief).
(b) The amount to be charged for the assignment, which should be quoted in USD. Please show any travel costs separately.
Your proposal and any supporting documents must be in English
UNESCO places great emphasis on ensuring that the objectives of the work assignment, as described in the Terms of Reference, are met. Accordingly, in evaluating the proposals for the assignment, attention will focus first and foremost on the technical elements. From those proposals deemed suitable in terms of the criteria in the Terms of Reference, UNESCO shall select the proposal that offers the organisation best value for money.

Terms of Reference
Consultancy to support Tanzania activities of the UNESCO - Alwaleed Philanthropies Project (DAR and CLT/CPD)
In the context of the Intersectoral Programme 1 on harnessing the synergies between culture and education, as enshrined in the UNESCO’s Programme and Budget for 2022-2023 (41 C/5 Approved), Member States have called for - inter alia - the development of a global UNESCO Framework on Culture and Arts Education with the aim of systematizing the linkages between culture and education, notably in the perspective of enhancing content- and context-relevant quality education, strengthening knowledge and skills acquisition, creativity and innovation, fostering the professionalization in the field of culture, and thereby contributing to the shaping of adaptive, resilient and sustainable societies. To gain good practice and data on synergies between culture and education to support informing the implementation of Framework mentioned above, UNESCO and the Alwaleed Philanthropies concluded in November 2022 an agreement to launch a Fund-in-Trust (FIT) project, with two pilot components in Argentina and Tanzania, to foster community-based development through culture-related TVET and employment.
Based on the UNESCO-Alwaleed Philanthropies Agreement, under the overall authority of the Head of the UNESCO Office in Dar es Salaam, in close consultation with the Project Manager of the UNESCO – Alwaleed Philanthropies project at the Cultural Policies and Development Entity of UNESCO’s Culture Sector, and in collaboration with the National Professional Officer for Culture of the UNESCO Office in Dar es Salaam, the Contractor shall contribute to the successful implementation of the following activities of the FIT project in Tanzania:
- Compile and update a database of relevant cultural and educational institutions, associations and experts related to culture and arts education and TVET.
- Support all activities pertaining to the first edition of the UNESCO - Alwaleed Philanthropies Grant Programme in Tanzania:
- establishment of the workplan and roadmap;
- dispatch and media communication of the Call for Proposals, in close cooperation with the Project Manager at CLT/CPD and the communication officer of the UNESCO Office in Dar es Salaam;
- helpdesk service to facilitate the application process for interested candidates;
- evaluation and selection processes for grant attribution by checking, analysing, and synthesizing all received applications;
- organization of the jury meeting by the international expert steering group, including preparation all working documents and communication with the members of the jury;
- assistance in the disbursement of the grants, including correspondence and logistical support;
- participation in bilateral meetings with stakeholders of the project in Tanzania, ensuring debriefing on the salient points and required follow-up actions.
- Contribute to the preparation of the final report to the donor on the activities undertaken.
- Provide support to communication and visibility by drafting a range of communication materials such as news articles, social media messages, website cards, videos, kakemonos, etc.
- Ensure regular reporting on the progress achieved to the Head of the UNESCO Office in Dar es Salaam and to the Project Manager at CLT/CPD.
- Assist in other project-related activities implemented by the UNESCO Office in Dar es Salaam, as requested.
Deliverables for validation by CLT/CPD and DAR:
- Deliverable 1: Database of cultural and educational institutions and representatives; brief presentation of data and practices; Call document in English and Swahili; Call announcement in web and social media; number of candidatures advised and received.
- Deliverable 2: Analysis of candidatures; recommendations; minutes of jury meeting(s).
- Deliverable 3: Draft report on all actions; communication products about beneficiaries of grants.
Duration and timeline: 03 June – 30 November 2024 (6 months*)
30 July 2024: Deliverable 1.
30 September 2024: Deliverable 2.
30 November 2024: Deliverable 3.
Budget: depending on qualifications, up to USD 6,000 for all six months.
Plus travel expenses if applicable.
* Upon satisfactory performance of the contractor, and subject to availability of funds, extension or renewal of the consultancy would be considered.
Technical and Financial Proposals
Technical proposal comprising:
1. An updated Curriculum Vitae (CV) and a cover letter indicating how your qualifications and experience make you suitable for the assignment.
2. A proposal (maximum 3, A4 pages) discussing the approach to undertake the assignment, identifying the specific components of the abovementioned ToRs, how the intended objectives/outputs/delivery shall be addressed, and including specific hyperlinks or attachments of relevant examples of equivalent or comparable assignments.
Financial proposal that states the total compensation as a lump sum in US dollars, together with a breakdown according to the time-on-task or per output.
Required Qualification
Education:
University degree in cultural management, creative industries, arts, education, political sciences, or another relevant field.
Work Experience:
A minimum of five years of work experience in project management in culture and or educational sector
A minimum of three years of work experience in the United Republic of Tanzania
Experience in/ knowledge of the creative industries sector
Experience in implementing projects/programmes by international organizations
Qualifications:
Solid knowledge of culture and arts education and skills development
Familiarity with the cultural and educational ecosystem of Tanzania
Experience in project management in international organizations
Prior experience working in both national and international contexts would be an advantage
Experience in social media and other communication channels would be an asset
Excellent drafting skills in English; knowledge of Swahili would be an asset
