Call for proposals: National Assessment of Internet Universality ROAM-X Indicators in Small Islands Developing States

UNESCO is inviting proposals from research teams and organizations to conduct a national assessment of Internet Universality ROAM-X Indicators in five South-Pacific Small Islands Developing States (SIDs): Fiji, Solomon Islands, Tonga, Tuvalu and Vanuatu. The aim of this voluntary assessment is to provide national and regional stakeholders with a clear understanding of their national Internet environment and policies that contribute to sustainable development. The assessment will also help identify any digital transformation gaps and develop a roadmap for improvement.

The following deliverables are expected:

  1. Establish a national Multistakeholder Advisory Board (MAB) in each of the five participating countries. The MAB should consist of leading experts from various stakeholder groups, including governments, academia, technical community, private sector, journalists, media organizations, civil society, individual Internet users, UN agencies, and intergovernmental groups.
  2. Produce a national assessment report for each country (Fiji, Solomon Islands, Tonga, Vanuatu, and Tuvalu). The research team will analyze the data and provide draft recommendations for action.
  3. Organize national validation and implementation workshops for each of the five countries. These events should be organized to discuss the assessment results, agree on policy recommendations, and involve multi-stakeholder participants and dialogue with key policymakers and actors to formulate action plans to implement the recommendations in the priority areas for policy improvements.
  4. Produce a sub-regional report summarizing the findings of the national assessments. The report will assess the regional landscape of the South Pacific.

Eligibility:

Bidders should not have been associated with a firm or any of its affiliates that have provided consulting services to UNESCO for the preparation of the Terms of Reference and other procurement documents. This bid is open to all national and international suppliers who are legally constituted and can provide the requested services.

How to submit a proposal:

Bidders should submit their proposals in English and send them to projectrecruitmentci@unesco.org in two separate emails:

(1) a technical proposal and (2) a financial proposal.

No email should exceed 10 MB.

Offers submitted to any other e-mail account will be disqualified.

Deadline:

The deadline for submitting proposals is May 2, 2023, at 4:30 PM (CEST). The submitted research proposals will be evaluated based on pre-determined technical and financial criteria. Final deliverables should be submitted to UNESCO before December 25, 2023.

Background:

UNESCO is conducting these assessments as part of the Joint UN project on "Advancing the SDGs by improving livelihoods, social protection, human rights, and resilience of vulnerable communities through economic diversification and digital transformation". The project is jointly implemented by six UN agencies - ILO, UNOPS, UNODC, UNOHCHR, ITU, and UNESCO, and is funded by the Joint SDG Fund. One of UNESCO's objectives within the project is to create a supportive policy environment in the South Pacific Countries for the development of the music industry, while also assessing the state of Internet development using UNESCO's Internet Universality ROAM-X Indicators.
