The Basic Texts of the 1970 Convention is a compilation of the text of the Convention, the Operational Guidelines, Rules of Procedures and other key reference documents and information.  

Conceived as a practical tool for all those concerned – government officials, policy makers, NGOs and international organizations – their objective is to better understand the functioning of the 1970 Convention to improve its implementation. They will be periodically revised to reflect the most recent developments of the 1970 Convention.

The first edition of the Basic Texts, developed in 2025, includes the following documents:

• Text of the Convention on the Means of Prohibiting and Preventing the Illicit Import, Export and Transfer of Ownership of Cultural Property;
• Operational Guidelines for the Implementation of the Convention;
• Rules of Procedure of the Meeting of States Parties;
• Rules of Procedure of the Subsidiary Committee;
• Financial regulations of the Special Account for the Convention;

• International Code of Ethics for Dealers in Cultural Property – currently under revision;

  • Model Provisions on State Ownership of Undiscovered Cultural Objects
  • Model Export Certificate for Cultural Objects
  • Model instrument of ratification, accession, acceptance
