Welcome to the Education in Emergencies Data System Strengthening Knowledge Hub! This is our digital resource designed for practitioners working towards advancing data ecosystems to better inform education in emergencies. In this knowledge hub practitioners will have access to practice-based learnings and resources gathered from UNESCO and its partners working on this topic around the world. Together, we can improve the way we develop evidence in this sector whilst using it to build effective and collaborative approaches to ensure access to quality and safe education for all.

A holistic approach towards strengthening EIE data

Within the realm of Education in Emergencies (EIE), data serves as a versatile tool, shaped and utilized by a diverse array of stakeholders. Adopting a holistic approach to EIE Data System Strengthening is paramount. We spotlight three interconnected and mutually beneficial components that are crucial for progress: firstly, nurturing a supportive Enabling Environment for EIE and EIE Data; secondly, refining data production processes to ensure quality and relevance; and thirdly, establishing optimal pathways for collaborative data sharing.

Embracing this comprehensive perspective empowers adaptive and enduring strategies, enhancing the entire data value chain. By harnessing the unique capacities of various stakeholders to generate and use relevant data, we can ensure the continuity, safety, and quality of education in a more effective, coordinated and adapted manner. Moreover, this collaborative effort fortifies the resilience of education systems in the long term.

About the project

Delve into the genesis of our knowledge base, a result of a partnership among UNESCO, IIEP- UNESCO, NORCAP, Education Cannot Wait (ECW), and SIDA with a mission, since 2019, to make education information systems of Ministries of Education (MOEs) and humanitarian and development partners more relevant, harmonized, and effective to inform EIE efforts.

Improving EiE data is paramount in an era where humanitarian crises persist for extended periods. Resilient EIE Data Systems, that bridge humanitarian and development considerations, are crucial. Enhanced capacities of education authorities and its partners – at different levels –in collecting and using crisis-related data empower national authorities to coordinate and effectively lead in preparedness planning and ensure continuity between emergency response and long-term recovery efforts. Access to quality EiE data facilitates evidence-based decision-making during crises, enabling tailored responses to specific education needs. Timely quantitative and qualitative education data reveal system gaps and strengths, informing the development of national strategies to safeguard children's education. Adapting EIE data systems to international standards while considering local realities enhances the ability to monitor progress toward SDG4, fostering awareness and support for education in crises.

The responsibility for enhancing EiE Data Systems is a collective effort that spans across entire education systems. It involves active participation from diverse stakeholders, including humanitarian and development organizations, working collaboratively to ensure comprehensive and crisis-sensitive education planning. Engagement from teachers and education personnel is vital, as they continuously assess students' progress, learning materials, and teaching methods. Additionally, parents, tutors, and communities provide valuable insights into external factors influencing students' education, guiding efforts to eliminate barriers and tailor educational approaches. Coordination between national authorities and humanitarian bodies, such as the Education Cluster, ensures alignment with local priorities and prevents the sidelining of local leadership, fostering a holistic and inclusive approach to strengthening EiE Data Systems.

UNESCO,  in partnership with the International Institute for Educational Planning (IIEP-UNESCO) and NORCAP, supported by Education Cannot Wait (ECW) and the Swedish International Development Cooperation (SIDA), is addressing the pressing need for quality, timely, and accessible data in crisis-affected regions. Through a comprehensive analysis conducted in Chad, Ethiopia, Palestine, South Sudan, Syria, and Uganda, 91Â鶹¹ú²ú¾«Æ·×ÔÅÄ been actively supporting countries like Ethiopia, and South Sudan, while also engaging in regional and global initiatives. The approach focuses on aligning information systems used by education authorities and their humanitarian and development partners, improving harmonized and collaborative ways to generate and use data to drive approaches that strive to ensure access to quality and safe education for all, even in times of crises.

 By enhancing existing educational information systems, UNESCO aims to promote the optimization of existing data and resources to support decision-makers at all levels towards utilize information collaboratively for context-specific and adapted emergency preparedness, response, and recovery efforts. The project also aims to integrate needs assessments into Ministries of Education's information systems and facilitate collaboration between humanitarian and development partners in data collection. Additionally, national education authorities will strengthen coordination efforts, promoting collaborative actions to overcome systemic barriers for crisis-affected children and youth's education.
