Vacancy: Climate Services and Nature-Based Solutions Policy Consultant
1. ALBATROSS project overview
The project funded by the European Union aims at addressing climate related challenges by delivering novel, innovative and decision making-relevant tools and knowledge which will support the adoption of feasible, effective, and sustainable need-based adaptation strategies into African policies, strategies, and practices.
It will do that by co-creating climate services and tools which will enable the weighting of compound and cascading impacts (benefits and threats) on ecosystem health, food security, socio-economic vulnerability while addressing specific natural hazards (e.g., drought or flood) or sectoral climate adaptation needs (e.g., agriculture) through nature-based solutions (NBS) and other climate adaptation measures.
ALBATROSS will provide a robust and science-based evidence on the degree to which NBS may perform as multifunctional adaptation strategy for counteracting forced migration, biodiversity loss and hydrometeorological risk in Sub-Saharan Africa.
The Project has 18 implementing partners; i.e. 10 EU partners in 8 countries and 8 Africa partners in 5 countries.
The project objective is to strengthen climate resilience in 5 sub-Saharan Africa countries – i.e Ghana, Kenya, United Republic of Tanzania, Madagascar, and South Africa.​ That includes establishment of 7 climate resilient development (CRD) networks.
These are:
Tanzania - Kigamboni District Hub.
South Africa - Umzimvubu Catchment Hub
Madagascar- Tamatave District Hub
Madagascar- Morondava District Hub
Kenya- Turkana County Hub
Ghana- Kumasi Hub
Ghana- Keta Basin Hub
2. Overview of the position
ALBATROSS project intends to carry out a comprehensive multi-level policy analyses at regional, national and sub-national levels, that entails: -
A comprehensive mapping of African environmental and climate change legislations (Acts, policies, strategies and plans), transboundary mechanisms and financial mechanisms in relation to NBS nexus approach.
A critical analysis of existing policy synergies between EU and Africa (e.g., EU Adaptation Strategy, AF-EU Partnership). and program and initiatives (e.g SAFE4ALL, Habitable, climateurope2, Confer, Down2Earth, Focus-Africa etc)
Map and analyze options for integration of Indigenous and Local Knowledge Systems (LINKS) and consideration of gender and social inclusion approaches within policy contexts
Identify gaps, challenges and options of integration of climate services and NBS in these policies (i.e to answer the question are these policies fit-for-purpose to enhance or strengthen climate resilience in light of climate projection scenarios The Climate Services and Nature Based Solutions Policy Consultant will work under the overall authority of the UNESCO’s Director and Regional Representative a.i. in Nairobi and under direct supervision of the National Professional Specialist for Natural Sciences, and in close cooperation with ALBATROSS UNESCO team and project hub coordinators.
3. Tasks
Develop a database of environmental policies, transboundary mechanism and financial mechanisms related to climate services and nature-based solutions (NBS) at regional, national and sub-national level across the 5 project countries of Ghana, Kenya, Tanzania, Madagascar, and South Africa.
Prepare a detailed country specific analytical report on the status, effectiveness, gaps of the above policies with regard to climate services and NBS inclusion/integration.
Perform a critical analysis of existing policy synergies between EU and Africa (e.g., EU Adaptation Strategy, AU-EU Partnership) and programs and initiatives (e.g SAFE4ALL, Habitable, climateurope2, Confer, Down2Earth, Focus-Africa etc) and develop an analysis report.
Review the above policies with a gender and social inclusion lens and identify gaps and opportunities for targeting vulnerable communities such as women, youth, indigenous communities and those living with disabilities.
Develop a report on options for integration of IKLK systems and gender consideration in policy development and implementation for sustainable climate change adaptation and mitigation
Develop a comprehensive database of relevant policy and decision makers to target with ALBATROSS findings and policy briefs in order to influence policy and practice at regional, national, and sub national level
4. Deliverables
A digital policy database-excel sheet format or web form.
A comprehensive report on multi-level policy analysis, especially with regards to climate services and nature based solution integration
Policy brief
Journal paper
Presentation of the report to the ALBATROSS project team partners
5. Education qualifications
Advanced university degree (PhD, Master or equivalent) in Public Policy, Natural Sciences (e.g. environmental science, biodiversity, ecology, NBS, NRM etc), Climate Change or equivalent.
6. Work experience
Minimum of 10 years of responsible relevant professional experience in the field of public policy and natural sciences
Experience in planning, implementing, managing, coordinating and evaluating environmental, climate change, biodiversity conservation, nature-based solutions related projects and programs.
Experience in policy and strategy formulation/drafting, development and reviewing at regional or national level related to climate change, environment, sustainable agriculture, biodiversity conservation, natural resources management, etc.
Experience in analyzing environmental policies, particularly those related to climate change, natural resource management, sustainable agriculture and biodiversity conservation.
Familiar with international, regional and national environmental and climate change regulations, frameworks, and agreements, such as the national climate change acts, Paris Agreement, UNFCCC, CBD, SDG 2030 etc
Experience in interpreting and using climate data, models, and tools to support decision-making.
Knowledge of and experiences with gender and social inclusion analysis tools will be an added advantage.
7. Skills and competencies
Strong analytical and problem-solving skills.
Ability to analyze complex environmental data, policies and strategies to inform decision-making.
Ability to identify key strategic issues, objectives, opportunities and risks
Proven capacity to produce high-quality analytical reports.
Excellent written and oral communication skills
French knowledge is an added advantage
8. Duration and location of assignment
This consultancy will take 30 working days starting from the day of contract signing.
