UNESCO's regional monitoring framework on student mobility selected as good practice by the United Nations

The initiative of the Regional Bureau for Education in Latin America and the Caribbean (OREALC/UNESCO Santiago) "Regional monitoring framework on students in mobility" has been included in December 2022 in a selection of good practices at the global level, compiled by the United Nations Center for Education Transformation.

This is a multi-partner initiative, funded by Education Cannot Wait and coordinated by the Regional Bureau for Education in Latin America and the Caribbean (OREALC/UNESCO Santiago), which was created to respond to the need to improve data collection and support the design and implementation of evidence-based education policies to ensure universal access to education. This initiative is strongly driven by Member States in the region, which facilitates the collection of educational data for people on the move.

While the large-scale displacement of Venezuelans was the starting point for its creation, the Framework aims to address all people on the move in the region. It thus functions as a data space that promotes policy coordination, harmonization and data inclusion. It is also a mechanism to engage regional partners in their work on the right to education of individuals in the context of mobility, and creates an environment for dialogue, knowledge sharing and advocacy for the right to education.

The Framework consists of technically validated indicators that are comparable across countries; a regional mapping of legal frameworks and initiatives, both national and local, that promote the access of displaced persons to national education systems and shows promising practices for the educational inclusion of people on the move.

This information will be consolidated in an open-use platform that will act as a space for knowledge, diagnosis and support for the formulation and implementation of educational policies aimed at guaranteeing the right to education.

This initiative also organizes a technical working group to assist in the creation of indicators and inputs. The sessions are also a space for the exchange of information and debate on the compilation and analysis of data related to students on the move and are the place to establish minimum criteria for the harmonization of the data used and consensus on the indicators used in the Framework. The technical working group is coordinated by OREALC/UNESCO Santiago, but at the center of the entire process are the Ministries of Education of the participating countries.
