UNESCO's Pioneering Role in Measuring AI Readiness: A Spotlight on the Oxford Insights AI Readiness Index 2023

The Government AI Readiness Index 2023 serves as a barometer for assessing how prepared governments are to implement and govern AI technologies. UNESCO's inclusion in the index highlights its influential role in international AI initiatives and more specifically, its innovative methodology in measuring the readiness of countries to implement AI responsibly and ethically for all their citizens.
UNESCO's Readiness Assessment Methodology (RAM) is central to this strategy. The RAM is a comprehensive tool designed to evaluate a country’s preparedness for implementing AI. The RAM focuses on multiple dimensions of readiness, including areas such as technological infrastructure, legislation, and the economy, with a focus throughout on ethical considerations and effective governance.
This methodology is crucial, especially for developing countries, to ensure that AI deployment aligns with ethical standards and contributes positively to societal goals. The level of detailed and comprehensive data about AI readiness that the RAM exercise yields does not currently exist in this form for the majority of countries globally but is vital to ensure that policy is data-driven, effective and tailored to the specific circumstances of each country.
The RAM exercise is the first stage of a comprehensive process for implementing UNESCO’s Recommendation on the Ethics of AI, the only global standard on AI ethics and governance, which was adopted by 193 Member States in 2021. After gathering this baseline data to understand national readiness and governance gaps, countries hold national public consultations to understand specific national concerns and priorities in relation to AI. This is then followed by the creation of policy recommendations spanning legislation, institutions, and capacity building, in order to develop or update national AI strategy in each country.
This process creates a direct link between the data about AI readiness, public attitudes and government imperatives in relation to this technology, and the direction of responsible AI strategy. Currently over 50 countries around the world are implementing the RAM process – an indication of the global scale of UNESCO’s efforts to guide nations towards a responsible AI future, where technology serves humanity's best interests.
UNESCO's recognition in the Oxford Insights Government AI Readiness Index 2023 also underscores the importance of international cooperation in AI governance. As AI technologies become increasingly integrated into various aspects of societies and economies, UNESCO's role in fostering global dialogue and collaboration is more vital than ever, and this role will be showcased at the upcoming Global Forum on the Ethics of AI to be held in Slovenia from 5-6th February. The organization's work in promoting ethical AI practices is not just a blueprint for countries but also a call to action for the international community to prioritize ethical AI development.
