UNESCO strategic framework for migration, displacement, emergencies, and education (2024-2029): protecting and prioritizing education in times of crisis

The Framework outlines UNESCO’s goals, objectives, and areas of action in the field of education in emergencies. Building upon UNESCO’s work in bridging humanitarian interventions and longer-term development, the Framework serves as a guiding document outlining the Organization’s critical actions in both the short- and longer-term to support Member States to ensure inclusive and equitable education and promote lifelong learning opportunities for all.

Education under threat

Crises such as conflicts, disasters, climate-related events, and health emergencies impact both individuals and education systems, hindering access to quality, inclusive, equitable, and safe education for displaced populations, host communities, and those left behind. Prolonged crises can have lasting effects on entire generations of learners, jeopardizing economic opportunities, development and peace.

As the lead agency for Sustainable Development Goal 4 (SDG 4) on quality education, UNESCO supports Member States to strengthen the resilience of their education systems against emergencies and protracted crises. By bridging humanitarian, development and peacebuilding efforts, UNESCO addresses the root causes of vulnerability and enhances capacities to plan and manage crisis response and recovery efforts. From the onset of emergencies, and even beforehand, UNESCO works to build foundations for long-term recovery and development in and through education.

The UNESCO Strategic Framework for Migration, Displacement, Emergencies, and Education (2024–2029) outlines UNESCO’s goals, objectives, and areas of action in education in emergencies. Building on UNESCO’s work in linking immediate humanitarian responses to sustainable, long-term development in education, it emphasizes addressing the root causes of crises while promoting the core values of human rights, dignity, social justice, inclusion, equity and gender equality. It serves as a guiding document outlining the Organization’s critical actions in both the short- and longer-term to support Member States to ensure inclusive and equitable education and promote lifelong learning opportunities for all.

With conflicts, disasters, and other crises growing more protracted and larger in scale, the right to education is at risk for millions of learners around the world. As the UN agency responsible for coordinating and monitoring the implementation of SDG 4, 91Â鶹¹ú²ú¾«Æ·×ÔÅÄ a mandate to support Member States in ensuring access to quality, inclusive, and equitable education, including during emergencies and protracted crises.
