The Asia-Pacific region is home to 60 per cent of the world’s population and more than 40 per cent of the world’s migrants. Central to inclusive and sustainable growth, migrants contribute their skills, labor, and cultural diversity, driving innovation and strengthening economies across the region. The Global Compact for Migration (GCM), rooted in the 2030 Agenda, emphasizes that “migration is a defining feature of our globalized world, connecting societies within and across all regions, making us all countries of origin, transit, and destination.”

Yet many migrants face barriers to fully contributing to development because their qualifications and skills are often unrecognized or undervalued. To address this challenge, the new Asia-Pacific Migration Report highlights UNESCO’s efforts to promote the ratification and implementation of the Tokyo Convention. This regional legal framework facilitates fair assessment and recognition of qualifications and underscores the importance of skills development to enhance the employability of migrant workers seeking decent work abroad. The report urges Asia-Pacific countries to expedite the Tokyo Convention’s ratification and to implement its provision to effectively manage the recognition of diverse learning pathways, including online learning.
