Insights from Tanzania's Annual Joint Education Sector Review Field Visits in Kongwa District Council, Dodoma
Tanzania 2024 Joint Education Sector Review Field Visit

The Education Sector in Tanzania Mainland conducts Annual Joint Education Sector Reviews (AJESR) to assess sector performance and maintain accountability. The review process involves Government officials, Civil Society Organizations (CSOs), Development Partners (DPs), Faith-based Institutions, and the Private Sector. The AJESR serves as a platform to prepare for the next Education Sector Development Plan (ESDP), evaluating the achievement of objectives and performance against Key Performance Indicators (KPIs).

The 2023/24 AJESR theme is "Transforming Education for Sustainable Development." The meeting aims to facilitate dialogue among key stakeholders, fostering collaboration and informed decision-making to improve education outcomes and guide the development of future sector plans.

During the 2023/24 AJESR Field Visits, various regions were assessed for their education sector performance. In Kisarawe, attention was given to accessibility, enrolment rates, innovations, girls' empowerment, and literacy programs such as Integrated Community-Based Adult Education (ICBAE). In Tarime, socio-cultural practices like Female Genital Mutilation (FGM) and geographical balancing were examined. Kongwa and Geita were visited to evaluate literacy programs and the impact of available resources like minerals on learning, respectively. Mtwara's visits focused on academic performance, socio-cultural practices, and geographical challenges, while Tanganyika and Makete explored hard-to-reach areas and learning environments. Nyasa, Same, and Kaliua were assessed for peripheral location, resilient resources, climate change, and intervention programs like Adult and Non-formal Education (ANFE) and Secondary Education Quality Improvement Project (SEQUIP).

Mbarali's visits centered on the Integrated Program for Out of School Youths (IPOSA) empowerment clubs and literacy classes, whereas Handeni examined the impact of migrant populations like the Maasai from Ngorongoro on educational infrastructure and socio-cultural beliefs. These field visits provided comprehensive insights into the diverse challenges and initiatives shaping education across different regions.

This year's AJESR theme is aligned with the UN Transforming Education Summit (TES) National Commitment Statement for Tanzania. UNESCO and UNICEF have played integral roles in advocating for this alignment, recognizing the importance of harmonizing national educational objectives with global mandates for transformative change. The AJESR process, therefore, serves as more than just a routine assessment but a platform for scrutinizing Tanzania's progress in implementing key recommendations from the TES. 

This year, Education takes center stage as the African Union Theme of the Year 2024, within the broader context of the UN Secretary-General's call for global education reform. Therefore, the forthcoming AJESR Working Sessions in February 2024 promise robust discussions, deep dives into policy frameworks, and critical evaluations of educational outcomes to propel Tanzania towards a future where education is not just a means to acquire knowledge but a catalyst for sustainable development, societal progress, and individual empowerment.
