Background

The Ministry of Education in Ethiopia is committed to enhancing the quality of education by incorporating digital resources into the teaching and learning process. In line with this objective, UNESCO Addis Office jointly with the Ministry of Education is seeking to hire a firm with expertise in digital content development to create high-quality resources for Biology, Mathematics, Physics, and Chemistry including English subjects for Grade 9 and 10 students.

Digital content offers interactive and engaging learning experiences that can help both students and teachers to better understand complex concepts in STEAM subjects. By developing digital resources based on the revised curriculum for Science and Mathematics include English subjects for Grades 9 and 10, UNESCO in collaboration with the Ministry of Education aims to improve the quality of education and support the learning needs of students in Ethiopia.

This proposal is within the framework of UNESCO-Huawei Fund-in-Trust 鈥淭echnology enabled Open Schools for All鈥 which overall objective is to support Schools in low-resource areas that can be transformed into technology-enabled open schools and provide inclusive, equitable quality education and lifelong learning opportunities for all. Accordingly, the project in Ethiopia is working to empower and help Ethiopia's Education Sector to rethink and build a new generation of digital schools and digital learners. Schools鈥 systems could thus ensure the continuity and quality of learning for all learners be it under normal and/or crises.

Objective of the Assignment

The general objective of this intervention is to produce relevant and quality digital content of selected STEM subjects for grade 9 and 10 students and teachers aiming to improve student's learning outcomes through the proper use of ICT and digital resources in a very flexible and blended teaching and learning format. 

Duties/Tasks and Expected Outputs

Under the overall authority of the Director of the Liaison Office, and the direct supervision of the Chief of Education and National Project Officer, the consultancy firm will deliver quality digital content for mathematics and science subjects including English aligned with the competencies set in the National Curriculum Framework, Minimum Learning competencies, and Syllabus of the respective STEAM subjects of the Ministry of Education of Ethiopia. 

The consultancy firm selected for this assessment will be responsible for producing and delivering the following deliverables:

  1. Inception report, including a detailed methodology, work plan, and content specifications for each selected STEM subjects. 
  2. Draft digital contents on the selected STEM subjects incorporating feedback from stakeholders and addressing any additional comments or suggestions for science and Mathematics Subjects including English for Grades 9-10.
  3. Final digital content on the selected STEM subjects validated and endorsed by the Ministry of Education of Ethiopia and other relevant partners and stakeholders including teachers and students.

Timeline and Deliverables

The assignment will require 60 days from the Firm/ Lead Consultant starting from the date of the issuance of the contract. The Firm/Lead Consultant is expected to deliver the following major outcomes. Payments shall made according to the delivery and acceptance of deliverables specified in the table linked

Competencies (Core)

  • The consultancy firm should be composed of a team of at least 3 professional members to complete the job as it is possible to outsource and acquire video editors, graphics designers, animators, presenters, script writers, script editors, Instructional designers, SME/ Subject matter experts/鈥tc.
  • The consultancy firm should have at least 5 years of experience working in areas of education/ curriculum aligned digital content development.
  • Having draft ready digital contents on the selected subjects for the specified grades are more advantageous.

Required Qualifications Team Leader/Team Members

Education

Work Experience /Team Leader/

  • Experience in developing digital teaching-learning materials especially for General Education.
  • Familiarity to the Ethiopian education system with the Ethiopian Curriculum, National Curriculum Framework, the Syllabus, and the Minimum Learning Competencies for Science and Mathematics subjects.
  • Experience in developing content specifications for digital content in the education sector. 
  • Experience in undertaking similar and other related tasks with the government or private sector.
  • Legally registered firm with a renewed license for the service with VAT and TIN Registration certificates.
  • Proven experience working in Africa and knowing the Ethiopian context, particularly the Ethiopian Education policy and strategies.
  • Experience in undertaking similar assignments related to digital content in the General Education Sector. 
  • Minimum requirements for team members:
  • The team should be composed of a minimum of 3 technical members with at least the following qualifications and skills:
  • Advanced university degree (master鈥檚 or higher level) in the fields of science, curriculum, instructional design, pedagogy, ICT in education and digital technologies related to education.
  • Proven experience in areas of digital content development especially in General Education. 
  • Deep understanding of the Ethiopian General Education Curriculum and curriculum-related policy documents.
  • Familiar with Ethiopian education sector policies and strategies on digital technologies. 
  • Good communication and facilitation skills.
  • Proficient in oral and written English.

Languages

Excellent knowledge (oral and written) of English language. 

Other specifications

The Consultancy firm shall respect the time and technical specifications of the deliverables and shall ensure that the level of English in deliverables is of a high standard and well contextualized to Ethiopian context.

Selection and Contracting Process

The consultancy firm for the job should provide the following information with its proposal.

  • An expression of interest outlining how the consultancy firm meets the criteria, explaining the firm鈥檚 interest, the composition of the consultancy firm鈥檚 team members, capability, and qualifications of the respective team to perform the tasks. 
  • The consultancy firm(s) should submit detailed technical and financial proposals per each subject and grade level including the type and number of contents covered under each subject with respect to each grade level.

  • The firm should submit an up-to-date company/firm profile with CVs of the team members stating details of education qualifications, work experience, and contact details by the submission deadline. 
  • Proposed approach/method, and vision on the assignment including a tentative work plan with periods. 
  • An example or demo of similar pieces of work completed/drafted. 
  • Financial offer in Ethiopian Birr that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs per activity and excluding any travel if necessary and DSA from the lump sum amount.
  • Further consultations and negotiations will be made with short listed firm/s for the job. Clarification and consensus building activities will be accomplished prior to the signing of the Memorandum of Agreement between the two parties.
