Second mission to the Jesuit Missions of Paraguay in the framework of UNESCO's international assistance project concludes
As part of the project "Design and implementation of the Risk Management Plan for the Jesuit Missions of SantÃsima Trinidad de Paraná and Jesús de Tavarangüe, World Heritage site in Paraguay", financed by the and implemented by the and UNESCO Montevideo, in coordination with the Latin American and Caribbean Unit of the UNESCO World Heritage Centre, the second technical mission to the , World Heritage site since 1993, was carried out.
It included the development of workshops on risk management in the cities of Trinidad and Jesús on 11 and 12 March, with the presence of authorities and different local actors, including academia, the private sector, members of the Church, the chamber of tourism, and civil society, in each of the Jesuit missions, and with the accompaniment of the international expert Francisco Vidargas (INAH-Mexico) and the national consultant Bettina Bray. The workshops had an important participatory component with the site managers and the SENATUR team. They focused on determining the general characteristics of each mission and the site at an integral level in order to address specific issues on risk management and prevention, as well as to elaborate a SWOT analysis (Strengths, Weaknesses, Opportunities, Threats) and to identify and assess the natural and anthropogenic risks that affect and may affect the World Heritage site in the future.
The workshops strengthened the capacities of the participants with regard to the identification of risk factors that affect urban and natural assets and environments, as well as to establish concepts regarding the background of the management plan, core and buffer zones, management and conservation models, determining team responsibilities, the number of visitors, etc., which will allow the elaboration of the Risk Management Plan.
These activities will serve to lay the groundwork for the data collection for the Risk Management Plan and for the preparation of the final version of the tourism carrying capacity and climate change impact study, foreseen for the achievement of this international assistance project, in line with the 2014-2024 Action Plan for World Heritage in the Latin America and Caribbean Region and the Policy Paper on Climate Action for World Heritage.
The mission's agenda was completed with inter-institutional meetings and workshops also in the city of Asunción with national representatives from different ministries, such as education and science, culture, foreign affairs, development, emergency, INTERPOL and National Police, with the objective of working on specific protocols in each of the corresponding areas in favour of the conservation of Paraguay's world heritage.
