DigiKen Initiative: Request for proposal of services

You are invited to submit your proposal offering your best prices and delivery conditions to UNESCO for the provision of services as described in below Terms of Reference.

COORDINATION OF ACTIONS TOWARDS THE DEVELOPMENT AND ROLL OUT OF A TRAINING MASSIVE OPEN ONLINE COURSE (MOOC) ON DIGITAL TRANSFORMATION FOR CIVIL SERVANTS IN KENYA

UNESCO Regional Office for Eastern Africa under the UN Joint SDG programme Digiken invites qualified organizations and institutions to submit proposals for the develop and roll out of a training Massive Open Online Course (MOOC) on Digital Transformation for Civil Servants in Kenya. This initiative aims to strengthen the institutional capacities of civil servants by equipping them with the skills and knowledge necessary for inclusive digital transformation, in alignment with international standards on human rights standards, for inclusive development and ethical use of digital technologies, such as AI, and that support gender equality in Kenya.

Scope of work:

Under the authority of the Director of the UNESCO Regional Office for Eastern Africa and the supervision of the Regional Advisor for Communication and Information in Africa, the selected contractor shall more precisely: 

  1. Systematically and purposefully coordinate preparatory actions in close cooperation with partner University, UNESCO and the Ministry of Information, Communication and Digital Economy (MoICDE) that will lead up to development of training Massive Open Online Course (MOOC) on Digital Transformation for Civil Servants under the UN Joint Programme DigiKen in Kenya:

  2. Identify in collaboration with the Directorate of Human Resource Development 1000 civil servants (cohort 1) to enrol and undertake the training MOOC on Digital Transformation for Civil Servants in Kenya before the end of April 2025. Care should be taken to ensure equal gender parity including participation of PwDs.

  3. Prepare press release on the planned MOOC on Digital Transformation for Civil Servants for review by UNESCO and ensure its dissemination in digital and social media platforms and websites.

  4. Prepare registration list of enrolled participants with details of their respective institutions.

2) Participate in all meetings of the technical committee organized by partner University for the development of Massive Open Online Course (MOOC) on Digital Transformation for Civil Servants in Kenya at Kenyan public institution, and 

  1. Ensure preparation of minutes of meetings held for UNESCO’s review and sharing with UN Joint Programme team. 

3) Work closely with the partner University for the delivery of virtual training on Massive Open Online Course (MOOC) on Digital Transformation for Civil Servants in Kenya. 

  1. Ensure enrolment at least 1000 civil servants in 2025 from national and county governments are enrolled to purse the training MOOC in Kenya. 

  2. Coordinate all training logistics including provision of internet bundles for the enrolled civil servants to pursue the MOOC in Kenya.

  3. Prepare and administer a post-workshop evaluation/questionnaire at the end of the MOOC to assess the success of the methods and methodology used in the training and how this increased knowledge of civil servants on digital transformation, digital economy, platform governance et al. 

4) Host at least 6 virtual sessions to share and incorporate relevant case studies during the delivery of the training Massive Open Online Course (MOOC) on Digital Transformation for Civil Servants in Kenya. 

  1. Engage facilitators (1 per module) to deliver or present relevant case studies as agreed within the technical committee (Max 6 facilitators) during the delivery of the training MOOC in Kenya.

5) Take photos and capture short Audio/Video clips of participants sharing their views/testimonies about their involvement and participation in the training MOOC in Kenya. 

6) Ensure that all communications and visibility on the planned activities, including the workshop and related knowledge products produced, gives visibility to UNESCO’s DigiKen Programme in line with its visibility guidelines. 

7) Organize a graduation ceremony for the 1st cohort at the Kenyan public institution to ensure visibility and ongoing recruitment for the 2nd and 3rd cohorts of the MOOC to be delivered over 2025-2026. 

6) Submit to UNESCO a detailed work plan developed in close coordination with the partner University. This should include a preliminary list of selected civil servants, summary CVs of trainers/facilitators for the case studies, and draft article (1page), to be reviewed and circulated on digital platforms, social media, and websites by 31 May 2025. 

7) Submit to UNESCO detailed final report (5 pages max) on the overall implementation of the activity by 30 September 2025. This should include outcomes of the overall process including the delivery of the training MOOC on Digital Transformation for Civil Servants in Kenya for the 1st cohort, and highlighting key issues raised, recommendations, challenges, lesson learned, and way forward, and financial statement (signed and stamped) outlining how UNESCO funds were used. 

DigiKen Programme 

DigiKen, short for Digital Platforms Kenya, is a transformative 36-month initiative led by the UN and a consortium of partners. Its primary goal is to support the development of homegrown digital platforms that can contribute to Kenya's sustainable social and economic development, particularly benefiting vulnerable groups like women, youth, and communities in arid and semi-arid regions as well as urban informal settlements.

Eligibility: 

Eligible applicants include Kenyan public institutions and organizations with proven expertise for delivering related assignment as per above scope of work (ToR) and coordinating actions with government ministries, departments and agencies (MDAs) and international organizations.
