UN High Level speakers
Ms Stefania Giannini, Assistant Director-General for Education, UNESCO
Ms Stefania Giannini was appointed UNESCO Assistant Director-General for Education in May 2018, becoming the top UN official in the field. In this position, she provides strategic vision and leadership for UNESCO in coordinating and monitoring the implementation of the Education 2030 Agenda, encapsulated in Sustainable Development Goal 4.
With an academic background in the Humanities, Ms Giannini has served as Rector of the University for Foreigners of Perugia (2004 – 2012), being one of the first and youngest women to hold this position in Italy. As Senator of the Republic of Italy (2013 – 2018) and Minister of Education, Universities and Research (2014 – 2016), she developed and implemented a structural reform of the Italian education system, centred on social inclusion and cultural awareness. She has also been closely involved in an advisory capacity with the European Commissioner for Research and Innovation.
Mr Tawfik Jelassi, Assistant Director-General for Communication and Information, UNESCO
Dr. Tawfik Jelassi is the Assistant Director-General for Communication and Information. In this position, he is responsible for the organization’s programmes on building inclusive knowledge societies, leading digital transformation, strategizing the role of ICT in education, and fostering freedom of expression.
Dr. Jelassi holds a Ph.D. in information systems from New York University (USA) and postgraduate diplomas from the University of Paris Dauphine (France). He has extensive experience in higher education, scientific research, and information & communication technologies.
He was Programme Director and Professor of Strategy and Technology Management at IMD Business School in Lausanne (Switzerland, 2015 – 2021). Prior to that, he served as Minister of Higher education, Scientific Research and Information & Communication Technologies in the democratic transition government of Tunisia (2014 – 2015). Prior appointments include being Chairman of the Board of Directors of Ooredoo Telecom in Tunisia and Dean at Ecole Nationale des Ponts et Chaussées (Paris).
Mr Edouard Firmin Matoko, Assistant Director-General for Priority Africa and External Relations, UNESCO
Mr Matoko is the Assistant Director-General of the Africa Department and External Relations of UNESCO. Prior, he was Director of the UNESCO Liaison Office with the African Union (AU) and the United Nations Economic Commission for Africa (UNECA), as well as UNESCO Representative to Ethiopia. He served as Director in Quito and Bamako UNESCO Cluster Offices and as Chief of the Education for peace, human rights and democracy Section, in the Division for the Promotion of Quality education of the Education Sector as well as Senior Programme Specialist of the Culture of peace National Programmes Unit in UNESCO’s Paris headquarters.
Among his main publications : « Les fondements endogènes d’une culture de la paix en Afrique. Mécanismes traditionnels de prévention et résolution des conflits en Afrique, Publication UNESCO, 1999 » and a number of reports relating to the culture of peace in Africa, Asia and Latin America.
Ms Doreen Bogdan-Martin, Secretary-General of the International Telecommunication Union (ITU)
Doreen Bogdan-Martin took office as Secretary-General of the International Telecommunication Union on 1 January 2023. Ms Bogdan-Martin has held leadership positions in the field of international telecommunications policy for over two decades, with a track-record of brokering innovative partnerships to expand digital inclusion and connectivity for everyone around the world. Following her historic election by ITU Member States in September 2022, she became the first woman ever to head the organization.
As ITU Secretary-General, she aims to drive innovative solutions, maximize ITU's relevance for its 193 Member States, intensify global cooperation on connecting the unconnected, and strengthen the alignment of ITU's programmes with the United Nations’ Sustainable Development Goals. Ms Bogdan-Martin has consistently emphasized the need for digital transformation to achieve economic prosperity, job creation, skills development, gender equality, and socio-economic inclusion, as well as to build circular economies, reduce climate impact, and save lives.
Ms Bogdan-Martin holds a master’s in international communications policy from American University, and a post-graduate certification in Strategies for Leadership from the Institute for Management Development in Lausanne, Switzerland.

Ministers
H.E. Mr Hasan Hasanli, Deputy Minister Ministry of Science and Education, Azerbaijan
Mr Hasan Hasanli was born in Nakhchivan, Azerbaijan in 1991. He earned degrees in social policy and politics from the University of Bristol and the University of Cambridge between 2009 and 2013 on a government scholarship.
He was on active military duty in the Armed Forces of Azerbaijan in 2015-2016. Mr Hasanli joined the Ministry of Science and Education in 2014, serving as an analyst, head of unit, adviser to the minister, deputy chief of staff and chair of the Education Quality Assurance Agency. He was the Chief of Staff at the Ministry between June 2021 and January 2023. Hasan Hasanli was appointed Deputy Minister of Science and Education by the President of the Republic of Azerbaijan on January 28, 2023.
H.E. Mr Mohammed bin Mubarak Juma, Minister of Education, Kingdom of Bahrain
Dr. Mubarak Juma holds a PhD in Applied Linguistics and Teacher Training from the University of Sheffield, UK, and a master’s degree in applied Linguistics from the University of Bahrain, where he also earned a Bachelor's degree in Applied English Language Studies. He served as the Director General of Schools Affairs before becoming the Minister of Education in Bahrain and has held key positions including Chairman of Bahrain Teachers College and chair of the Undersecretaries’ Committee. His academic experience includes roles as an Assistant Professor and Research and Teaching Assistant at the University of Bahrain. Earlier in his career he worked as a teacher for the Ministry of Education. He is also a recipient of the Medal of Proficiency, First Class, and the Prince Salman bin Hamad Medal of Medical Merit.
H.E. Mr Salimane Karimou, Minister of Nursery and Primary Education, Benin
Salimane Karimou is currently serving as the Minister of Nursery and Primary Education in Benin. With a strong background in education, Mr Karimou has been instrumental in advancing educational standards and accessibility in the country. Before his ministerial role, he held various government positions, contributing significantly to policy-making and educational reforms. As Minister, Mr Karimou has led key initiatives to transform Benin’s educational landscape, including participating in international forums to address global educational challenges. His vision focuses on enhancing education quality, increasing school access, and integrating modern teaching methods and technologies.
H.E. Dr. Mohamed Ayman Ashour, Minister of Higher Education and Scientific Research, Egypt
Dr. Mohamed Ayman Ashour is a distinguished expert in architecture and urban planning with a comprehensive academic and professional background. He earned his PhD in Architecture and Housing from the Institute of Architecture in Moscow in 1993 and holds a Master of Architecture from Ain Shams University. With extensive experience in both academia and administration, Dr. Mohamed Ayman Ashour has served as Egypt’s Minister of Higher Education and Scientific Research since 2022 and previously as Deputy Minister and Dean of the Faculty of Engineering at Ain Shams University. He has also been a visiting professor at Clemson University and has lectured on urban issues in various countries. Dr.Mohamed Ayman Ashour has authored over 30 scientific papers and actively contributes to numerous committees and research projects focusing on urban development and environmental sustainability. He is also the Chairman of ArchPlan International, overseeing significant national urban development projects
H.E. Mr Mohamed Abdel Latif, Minister of Education, Egypt
Dr. Mohamef Abdel Latif, Minister of Education and Technical Education, obtained his doctorate from Cardiff City University in the United States, and he also obtained a master’s degree in educational development from Lawrence University in the United States in 2012. Dr. Mohamed Abdel Latif has held several positions, including the position of a member of the Board of Directors of the “Future International” company working in the field of education, the position of Executive Director of the Nermin Ismail Schools Group, and the position of Managing Director of the “Advances Education” Company for the equivalency of American school certificates. It is worth noting that Dr. Mohamed Abdel Latif has many achievements in the field of student activities, and he also supervised the development of American diploma curricula to suit Egyptian culture.
H.E. Mr Pasi Hellman, Under-Secretary of State for International Development, Ministry for Foreign Affairs, Finland
Mr Hellman has a 30 year international career focusing on the nexus of international relations, global and development issues, sustainable finance, and business internationalization. He is a career diplomat in the Finnish foreign service since 1995 and has also served in full-time top positions in international financial institutions for nine years . Before his current position, Mr Hellman was Finland’s Consul General in Shanghai, China (2019- 2022), with the responsibility to also cover four neighbouring provinces of Shanghai. He was Managing Director in the Nordic Development Fund in Helsinki (2012-18), and has served in the Board of Directors of the Asian Development Bank in Manila, the Philippines (2004-07). In Finland’s foreign service he has held key positions at the Ministry, including Deputy Director General at the Department for Development Policy, Director for International Financial Institutions Division, and Adviser to the Minister for International Development. He has also worked at the Finnish embassies in the Netherlands and in Kenya. Mr Hellman has wide experience of board level positions in national and international financial and other institutions, most notably in the African Guarantee Fund, UNU/WIDER, and as Finland’s Governor or Alternate Governor in various international financial institutions (AfDB, ADB, IDB, IFAD). Throughout his career collaboration and synergies between the public and the private sector have been key guiding principles in his work. Mr Hellman is a graduate of the Turku School of Economics (currently part of the University of Turku) in Finland, where he obtained the degree of Doctor of Science in Economics (International Business) in 1996 and Master of Science in Economics in 1991.
H.E. Mr Kyriakos Pierrakakis, Minister of Education, Greece
Kyriakos Pierrakakis is a political scientist and computer scientist. He was born and raised in Athens, in Kato Patisia, and comes from Areopolis and Krokees of Laconia.He graduated from MIT University (M.Sc. in technology policy). Earlier, in 2007, he had completed his studies at the Harvard Kennedy School (M.A. in public policy), while in 2005 he had graduated from the Department of Informatics of the Athens University of Economics and Business. He is a graduate of the Leonteio Lyceum of Patissia. He was appointed Research Director of the independent, non-profit research and analysis organization, "diaNEOsis". In this position he coordinated a series of research groups for the production of studies that had as main object the economic and productive reconstruction of the country. Previously, he had worked in research institutes in Greece and abroad on issues related to digital policy. He was appointed Minister of State and Digital Governance in the Government of Kyriakos Mitsotakis. A President of the 9th OECD Global Strategy Group Meeting on the new prospects of teleworking was also set. During his tenure there have been many distinctions for the Ministry of Digital Governance and for himself. Indicatively, we mention the honorary award he received for his contribution to the country's digital transformation from the British Computer Society, as well as two awards from WITSA – World Association of Innovation and Technology Services: in 2021 for the overall work of the Ministry and in 2022 for the application "myhealth". In the national elections of 2023 he was elected Member of Parliament for Athens A with New Democracy and took over as Minister of Education, Religious Affairs and Sports in the Government of Kyriakos Mitsotakis
H.E. Ms Fadhlina Sidek, Minister of Education, Malaysia
H.E. Fadhlina Sidek was named Malaysia's Minister of Education in December 2022, becoming the first woman to hold the position. Since November 2022, she has been the Member of Parliament (MP) for Nibong Tebal. In addition, she was a former member of the Dewan Negara (Senate) of the fourteenth Malaysian Parliament and Women Chief of the People's Justice Party (PKR) since July 2022. Prior to entering politics, H.E. Fadhlina performed as an activist and attorney specialising in Islamic family law and child welfare.
H.E. Fadhlina is actively engaged in community development and human rights, such as the gender identity disorder issue, children's rights and access to education, child sexual misconducts, the Muslim illegitimate child status, child protection advocacy, and as the Head of the " Read and Play" Project, which is Book Assistance for Children B40 during the Movement Control Order.
She holds a Master of Laws (LL(M) from the National University of Malaysia, a Diploma in Judicial Administration and Islamic Law from the same university, and a Bachelor of Laws (LL (B) and Shariah from the International Islamic University of Malaysia.
H.E. Mr Moustapha Mamba Guirassy, Minister of National Education, Senegal
Mr Moustapha Mamba Guirassy, is a distinguished Senegalese political leader and entrepreneur. A graduate in Electrical Engineering and Business Administration from the University of Quebec at Chicoutimi, Canada, he began his career in Canada, where he worked as a site engineer and university lecturer. He also held the position of Director General at the Société de Logistique Internationale Canadienne (SOLIC), specializing in IT equipment commercialization. Upon returning to Senegal, he founded and presided over several educational and business institutions, including the African Institute of Management (IAM) and the Franco-Senegalese School of International Communication and Business (ETTICA). Guirassy played a pivotal role in certifying IAM under ISO 9001 and expanding its reach to Ouagadougou, Bamako, and Tambacounda. He is also a co-founder of the African Association of Business Schools (AABS) and the Observatory of Ethical Practices in Business.
In addition to his entrepreneurial endeavors, Guirassy has had a significant political career. He has served as the Mayor of Kédougou since March 2009, and was a Deputy in the National Assembly from 2007 to 2009. His earlier roles include being a Regional Councilor of Tambacounda, with a focus on international relations, and Vice President of both the Canadian Chamber of Commerce in West Africa and the Groupe de Prospective et de Stratégie pour la Région de Kédougou. Currently, he is the Minister of Communication and the Government Spokesperson. A dedicated public servant and thought leader, Guirassy is actively involved in various national and international organizations, including the Academy of Management in the USA and the Confederation of National Employers of Senegal (CNES).
H.E. Ms Noriana Muneku, Permanent Secretary, Ministry of Education, Zambia
Ms Noriana Muneku has over 20 years of combined experience in senior management and leadership roles. Her key successes include, the successful strategic turnaround of a large Quasi Government Mortgage Lender (ZNBS) where she pioneered the redevelopment of Society House, a modern multi facility skyscraper equipped with a hotel and shopping mall.
Noriana also serves as Chairperson for the Italian School of Lusaka, Member of the Board of Trustees for Zambia Italian Cultural Centre Trust and is the current Permanent Secretary for the Ministry of Education

Ms Eileen Donahoe, Special Envoy and Coordinator for Digital Freedom, Bureau of Cyberspace and Digital Policy, United States of America
Eileen Donahoe serves as Special Envoy and Coordinator for Digital Freedom in the U.S. Department of State’s Bureau of Cyberspace and Digital Policy (CDP). Previously, Dr. Donahoe served as the Executive Director of the Global Digital Policy Incubator at Stanford University, a multistakeholder collaboration hub focused on implications of digital technology for democracy and human rights. She served as the first US Ambassador to the United Nations Human Rights Council in Geneva during the Obama Administration. After leaving government, she was Director of Global Affairs at Human Rights Watch where she represented the organization worldwide on human rights foreign policy, with a special focus on internet governance and digital security. Dr. Donahoe is a former member of the Board of Directors of the National Endowment for Democracy; the Board of Trustees of the Carnegie Endowment for International Peace; and the Board of Trustees of Dartmouth College. She also served on Microsoft’s Human Rights and Technology Advisory Board; the Independent Advisory Council of the Global Internet Forum to Counter Terrorism; the Board of Advisors for the Carnegie Council Artificial Intelligence and Equality Initiative; and the Freedom Online Coalition Advisory Network. Previously, she was a technology litigator at Fenwick & West in Silicon Valley. She holds an A.B. from Dartmouth, an M.T.S. from Harvard, a J.D. from Stanford Law School, an M.A. in East Asian Studies from Stanford, and a Ph.D. in Ethics and Social Theory from the GTU in the Cooperative Program with UC Berkeley. She is a member of the Council on Foreign Relations.
Ms Lucilla Sioli, Director, EU AI Office, European Commission
Ms Lucilla Sioli is the Director of the "EU AI Office" within Directorate-General CONNECT at the European Commission. She is responsible for the coordination of the European AI strategy, including the implementation of the AI Act and international collaboration in trustworthy AI and AI for good. The directorate is also responsible for R&D&I activities in AI and for the implementation of the AI Innovation Package. Lucilla holds a PhD in economics from the University of Southampton (UK) and one from the Catholic University of Milan (Italy) and has been a civil servant with the European Commission since 1997.

Mr Manos Antoninis, Director, Global Education Monitoring Report, UNESCO
Manos Antoninis is the Director of the Global Education Monitoring (GEM) Report since 2017. He was previously responsible for the monitoring section of the report. He coordinated the financing gap estimates for the 2030 education targets, the projections on the achievement of universal primary and secondary education completion, and the World Inequality Database on Education. He has been representing the report team in the Technical Cooperation Group on SDG 4 indicators, which he is currently co-chairing.
Prior to joining the team he worked for 10 years on public finance, monitoring and evaluation projects in education including: a public expenditure tracking and service delivery survey of secondary education provision in Bangladesh; the evaluation of a basic education project in the western provinces of China; the mid-term evaluation of the Education For All Fast Track Initiative; the annual reporting of progress in the implementation of the Second Primary Education Development Project in Bangladesh; a basic education capacity building programme in six states in Nigeria; the evaluation of an in-service, cluster-based teacher training programme in Pakistan; and the country study of the Out of School Children Global Initiative in Indonesia. He holds a DPhil in Economics for a study of technical education and the labour market in Egypt, completed at the Centre for the Study of African Economies of the University of Oxford

Mr Christopher Castle, Director, Division for Peace and Sustainable Development, UNESCO
Mr Christopher Castle has more than 30 years of development experience in the areas of education and health, working at UNESCO since 2004. After holding a position at UNESCO’s International Institute for Educational Planning, he transferred to UNESCO Headquarters where he served as Chief of the Section of Health and Education until November 2022, before taking on his current role as Director of the Division for Peace and Sustainable Development. Mr Castle holds a BS in International Studies and French from The American University, and an MSc in International Relations from the London School of Economics.
Mr Francesc Pedro, Director, UNESCO International Institute for Higher Education in Latin America and the Caribbean (IESALC)
Francesc Pedró is since May 2019 the Director of the UNESCO Institute for Higher Education in Latin America and the Caribbean. He joined UNESCO’s education sector in Paris (France) in 2010, where he led the team of education policy, providing technical assistance to UNESCO Member States by reviewing their normative frameworks and lifelong education policies upon request to ensure alignment with SDG 4-Education 2030, and contributing to knowledge dissemination through international comparative analyses. From 2005 to 2011 he worked at the OECD Centre for Educational Research and Innovation (CERI). In his capacity as senior policy analyst, he was responsible for a number of projects including the OECD Teaching and Learning International Survey (TALIS) and the New Millennium Learners Project. He was also in charge of the reviews of educational R&D in OECD countries and of a project on Systemic Innovation in Education, with an emphasis on the impact of innovation in continuous and adult education.
Between 1998 and 2005 he was professor of comparative education and public policies at the Pompeu Fabra University (Barcelona) and academic director of its program for educational quality. He also chaired the university entrance examinations system in Catalonia. Prior to this, he was pro-vice chancellor of educational research and innovation, as well as of international relations, at the Open University of Catalonia (Barcelona), the first Internet-based European public university, mostly addressed to cover continuous education needs.
Francesc (Barcelona, 1960) got his MEd degree from the Autonomous University of Barcelona and a PhD in Comparative Education from UNED (Madrid). Later he did a postdoc in Comparative Public Policy at the University of London Institute of Education. His main fields of expertise are comparative lifelong education policies and technology use in education, particularly in adult and higher education.
Mr Sobhi Tawil, Director, Division of the Future of Learning and Innovation, UNESCO
Sobhi Tawil is the Director of Future of Learning and Innovation at UNESCO headquarters in Paris where he currently leads the Futures of Education initiative. He has some 30 years of experience in teaching, education policy analysis, research and program management with diverse institutions and organizations, including the International Committee of the Red Cross, the Graduate Institute for International and Development Studies (Geneva), the Network for Education Policy Research Review (NORRAG), the International Institute for Higher Education (Rabat), as well as UNESCO. Since joining UNESCO in 2002, Sobhi first headed the Capacity Building Program for Curriculum Development at the International Bureau of Education, before leading the Education Program for the Maghreb countries at the Rabat Cluster Office. Since 2011, he has been leading the Education Research and Foresight programme. Sobhi holds a PhD in Education and Development from the Graduate Institute for International and Development Studies in Geneva.
Ms Jun Morohashi, Chief, Section for Education for Sustainable Development, UNESCO
Ms Jun Morohashi joined UNESCO in 1999 and started her career in Division for Human Rights & Fight against Racism and Discrimination in Social & Human Sciences Sector (1999-2007). She then worked in Education Sector as Programme Specialist in Peace, Human Rights and Global Citizenship Education (2007-2014) before serving as Chief of Education Unit at UNESCO Port-au-Prince Office (2014-2016), and then as Head of Executive Office & Regional Programme Coordinator at the UNESCO Asia-Pacific Regional Bureau for Education in Bangkok until March 2020 before coming back to HQ as Programme Specialist in Section of Education for Sustainable Development.
Mr Fengchun Miao, Chief, Unit for Technology and AI in Education, UNESCO
Dr Fengchun Miao is the Chief of the Unit for Technology and Artificial Intelligence in Education at Education Sector at UNESCO and a Professor (on leave) of Beijing Normal University, China. He leads the Education Sector’s programmes on technological innovation in education including the development of AI competencies, ethical principles on the use of AI in education, and supporting digital learning policy development. His achievements include leading the organization of 4 international conferences on AI and education (2019 – 2022) and the development and adoption of the Beijing Consensus on AI and Education; the launch and organization of Mobile Learning Week for 9 years; the development and adoption of Qingdao Declaration on leveraging ICT to achieve SDG 4; directly led the training and technical advice to over 70 countries on national digital learning policies. He is the leading author of over 20 UNESCO publications and reports
Mr Carlos Vargas, Chief, Section for Teacher Development, UNESCO
He is a sociologist of education who specializes in global education policy. His research and publications focus on the relationship between education, human rights, and well-being, the orientations and discourses of public policy, and their effects on society. He has worked for universities, civil society, international organizations, and local governments in Latin America and Europe implementing lifelong learning policies and analyzing their intersection with equity, inclusion, and social justice.
Since 2015, he has worked for UNESCO, coordinating research on the social relevance and cultural pertinence of education on five continents. Currently, he leads the Section of Teacher Development at UNESCO’s Headquarters.
Mr Mark West, Gateways Lead
Mr Mark West works in UNESCO’s Education Sector where he examines how technology can improve the quality, equity, and accessibility of learning. He develops projects and publications to help establish new and more human-centered trajectories for education in a digital age. Mark manages a team that is studying the ways technologies change educational beliefs and practices with a particular focus on implications for the right to education, privatization, surveillance and control, examinations, and teacher training. He has long worked to make digital solutions more inclusive for people with low literacy skills, close digital skills gender divides, and advise governments about the uses and misuses of new technologies for education. He has written several publications about education and technology. Prior publications of note include 'I’d Blush if I Could' (2019); 'Reading in the Mobile Era' (2014); and 'UNESCO Guidelines for Mobile Learning' (2013). Prior to joining UNESCO, Mr West researched education in Azerbaijan as a Fulbright Fellow and worked as a teacher and teacher trainer in the United States. He is a graduate of Stanford University. Prior publications of note include 'I’d Blush if I Could' (2019); 'Reading in the Mobile Era' (2014); and 'UNESCO Guidelines for Mobile Learning' (2013).

Mr Jamie Alexandre, Co-Founder, Learning Equality
Jamie Alexandre has a Ph.D. in Cognitive Science from UC San Diego and is Co-Founder and Co-Executive Director of Learning Equality, an education technology non-profit that creates and supports open-source tools to address the infrastructural and resource equity gaps that further marginalize populations with limited or no Internet access. Kolibri, Learning Equality’s open-source offline-installable education platform, is being used across over 220 countries and territories, in rural schools, orphanages, community centers, refugee camps, prisons, and homes. A lifelong tinkerer with a passion for social justice and animal rights, Jamie’s career has been driven by a desire to build a more equitable world.
Ms Najd Alfadl, SDG 4 Youth and Student Network, Saudi Arabia
Najd Alfadl is a youth leader committed to empowering the planet’s sustainable future for generations. Najd serves as the Youth Representative of the Saudi Green Building Forum (SGBF), which holds Consultative Status with the UN ECOSOC and is associated with the UNDGC, accredited by UNFCCC and UNEP. Najd’s commitment to creating positive change in the world is nothing short of inspirational, serving as a testament to her leadership and vision. Mr Ayuen Deng Buk, Youth advocate on education for refugees, South Sudan
Ayuen is a dedicated fourth-year Sustainable Development student at XIM University studying through a blended learning system, driven by a firm belief in education as a transformative force for individuals and societies. Currently interning with the UNHCR Headquarters in Geneva as a Global Social Media intern in the Global Communications department, he actively contributes to global outreach and advocacy.
Ayuen's passion for education is evident in his role with the Student Engagement Task Force (SETF) within the Connected Learning in Crisis Consortium where he collaborates with university students and alumni to tackle critical issues in tertiary education for refugees and displaced individuals, with a focus on digital learning. He co-authored an article calling on universities to do more in providing digital higher education for refugees. He advocated for digital solutions in higher education at a panel discussion he chaired at the 2023 Global Refugee Forum.
Prior to his internship, Ayuen served as a communications officer for Last Mile Climate and a Learning Facilitator at Jesuit Worldwide Learning (JWL). Frank van Cappelle is passionate about the potential of technology and AI to transform learning for marginalized children. As UNICEF’s global lead for digital education, he shapes UNICEF’s vision and strategy on digital learning and the digital transformation of education systems.
He co-leads Gateways to Public Digital Learning, an initiative that is jointly led by UNICEF and UNESCO to establish digital learning as a public good. In collaboration with governments and partners, this aims to make digital learning accessible to all, including out-of-school children, children in emergencies and children with disabilities. His team also coordinates UNICEF’s Accessible Digital Learning initiative – a collaboration with UNICEF Disability and Development. Mutlu Cukurova is a Professor of Learning and Artificial Intelligence at University College London. Prof. Cukurova investigates human-AI complementarity in education, aiming to address the pressing socio-educational challenge of preparing people for a future with AI systems that will require a great deal more than the routine cognitive skills currently prized by many education systems and traditional approaches to automation. Prof. Cukurova is the Director of the UCLAIT team and works as an external expert on AI in Education for various international organisations including IAEA, the European Commission, and UNESCO. Ms Primrose Manyalo, Senior Youth Collective Manager, Restless Development
Primrose Nanchani Manyalo, Senior Youth Collective Manager at Restless Development, brings over a decade of international experience in building networks, youth engagement, policy, advocacy, financing, and governance. She spearheads the Youth Collective, directing the strategic engagement of over 4,000 youth civil society organizations across 187 countries.
She also leads the We Lead initiative, the largest sexual rights program at Restless Development, which operates across nine countries in the Middle East, North Africa, Africa, and Central America. Ms Doris Mwikali, Youth Advocate, Kenya
Ms Doris Mwikali is a member of the UNESCO SDG4 Youth Network that is within the renewed Global Education Cooperation Mechanism and the global apex body for Education - the SDG4 - Education 2030 High-Level Steering Committee (HLSC). At the network, She serves as Africa’s representative to the SDG4 Youth Network Executive Committee.
Her work at the UNESCO SDG4 Youth Network draws from her solid experience as the partnerships and advocacy lead at the United Nations Conference on Trade and Development- Youth Action Hub - Kenya and as a youth leader at the Center for International Private Enterprise ,where she works to advance the financial inclusion of over half a million refugees in Kenya.
She is also the National Youth Climate Action Program lead at the Kenya Red Cross. In this role, Mwikali works to build an ecosystem for the society's 200,000 volunteers to thrive and adapt in the face of the climate crisis. Their MA thesis focused on Polish-English Machine Translation, while their PhD research explored Natural Language Generation for educational feedback. From 2000 to 2018, Alex was a member of the Executive Committee at the World Economic Forum, an international organization for public private cooperation with a mission to improve the state of the world, where he held several leadership roles including the development and rollout of the Forum’s Global System Initiatives. He is a licensed Professional Engineer with a degree in Mechanical Engineering from the University of Toronto and a Master’s in Public Administration from Harvard University.

Dan Wagner is a Professor of Education at the University of Pennsylvania. He is the UNESCO Chair in Learning and Literacy, Founding Director of the International Literacy Institute (ILI; co-founded by UNESCO and the University of Pennsylvania), Founding Director of the federally funded National Center on Adult Literacy (NCAL), and Founding Director of Penn GSE’s International Educational Development master’s program. Mr Wagner received his Ph.D. in Psychology at the University of Michigan, was a two-year postdoctoral fellow at Harvard University, a Visiting Fellow at the International Institute of Education Planning in Paris, a Visiting Professor at the University of Geneva (Switzerland), and a Fulbright Scholar at the University of Paris. He completed his undergraduate degree in Engineering at Cornell University and later served in the Peace Corps in Morocco.
Mr Wagner has extensive experience in national and international educational issues and has been an international development advisor to UNESCO, UNICEF, World Bank, USAID, DFID, and others. He is a Fellow of the American Psychological Association, the American Anthropological Association, and the American Educational Research Association. Mr Wagner has also served as Chair of the Brookings Global Research Task Force on Learning. He was the recipient of the 2014 UNESCO Confucius International Literacy Prize. In 2017, he was appointed Special Advisor on Literacy to the UNESCO Director-General. In 2021, he was elected Honorary Fellow of the Comparative and International Education Society.
