Fund for the Elimination of Doping in Sport
Established in 2008, the Fund for the Elimination of Doping in Sport assists States Parties to the International Convention against Doping in Sport to develop and implement anti-doping projects.
Providing practical and technical support, the Fund has three priorities:
- education projects focusing on youth and sport organizations,
- policy advice, and
- mentoring and capacity-building.
Since 2008, financial assistance has been provided to over all over the world, translating into more than USD 5 million of investment in more than 120 countries.

States Parties are eligible to apply for either national (US$ 35,000) or regional (US$ 95,000) project grants

Applications to the Fund
Funding eligibility
- Only States Parties to the International Convention against Doping in Sport can submit applications to the Fund.
- All requests must be made by the designated government authority responsible for the Convention (e.g. Ministry in charge of sport) or through the National Commission for UNESCO.
- All States Parties wishing to apply to the Fund must hold a compulsory bilateral meeting with the Secretariat prior to the submission of any draft application.
- A single request for funding may be submitted by a State Party each biennium.
- Applications for national projects should not exceed US$ 35,000. Applications for sub-regional, inter-regional or regional project should not exceed US$ 95,000.
- Applications for the dedicated funding category for non-compliant (below the 60% agreed threshold) Small Island Developing States (SIDS) and Least Developed Countries (LDCs) should not exceed US$ 15,000. These applications should be focused on the country's Corrective Action Plan, as approved by the COP9 Bureau.
- All applicants must have the capacity to receive funds from International Organizations, such as UNESCO.
- The Fund cannot cover the entire costs of the project. All applicants must make some form of financial and/or non-financial contribution to the project.
- States Parties applying to the Fund must submit national reports as required under Article 31 of the Convention (through the Anti-Doping Logic system, prior to each session of the Conference of Parties).

Regional Application Form
This application form is for sub-regional, inter-regional or regional projects. It must be accompanied by letters of support from at least three partner countries.

At least three letters of support should be provided from governments involved in sub-regional, inter-regional or regional projects.

Evaluation Report
An evaluation report must be submitted at the end of every project cycle. The report should present the results of the activities financed and outcomes achieved.

Financial Statement
An itemized and certified financial statement must be submitted at the end of every project, alongside all original supporting documentation (invoices, receipts…).

Approval Committee
The Fund’s Approval Committee comprises six States Party representatives, elected every two years by the Conference of Parties based on equitable geographical distribution.

Donation
The Fund for the Elimination of Doping in Sport is made up of voluntary contributions from UNESCO Member States, organizations and programmes of the United Nations system, other international organizations, private or public bodies and individuals, as well as revenue from fundraising activities.
Since 2018, pursuant to Resolution 6CP/10, States Parties are invited to make annual voluntary contributions amounting to at least 1% of their contribution to UNESCO’s regular budget.

Annual financial reports
To ensure an open and transparent administration of the Fund, UNESCO provides annual itemized certified statements of revenue and expenditure.
