Enhanced Policy Dialogue and Institutional Capacity for the Achievement of SDG 4 Targets by 2030

UNESCO Global Report on Futures of Education Launched in ROK, China and Mongolia
The UNESCO Global Report on Futures of Education Reimagining our futures together: a new social contract for education explores future trends, justifies how education can best shape the future and proposes a new social contract for education. It is a key tool to generate policy dialogue on future trends and policy direction in education. The report was translated in the languages of Chinese, Mongolian and Korean. The official launch in the three countries has generated more visibility, which has enabled education stakeholders to access the report and reflect on how they could contribute towards the education transformation agenda at national level.
In the Republic of Korea (ROK), the Report was launched at a national consultation in the National Assembly in Seoul on 26 August 2022. The consultation was co-organized by the Ministry of Education of ROK, the Korean National Commission for UNESCO and the Education Commission of National Assembly. The launch event generated plenty of discussion on the future of education in Korea and further raised awareness. The policy dialogue focused on the relevant education themes related to the context of the Korean society and set the stage for future social dialogues on transforming education in the Republic of Korea.

In China, the Chinese version of the Futures of Education Report was launched on 6 Sep 2022 in Beijing. The launch was co-hosted by UNESCO, the Chinese National Commission for UNESCO and the China National Academy of Educational Sciences, and organized by Educational Science Publishing House. Mr. Tian Xuejun, Chinese Vice Minister of Education, and Ms. Stefania Giannini, Assistant Director-General for Education of UNESCO attended the launch and delivered speeches. The recommendations of the report were discussed in alignment with China’s education policies and practices and China’s on-going education modernization. The policy dialogue covered themes directly linked to the Sustainable Development Goals (SDGs), Education 2030 Agenda and transforming education agenda, as well as the China’s education strategy, plan and policies, including the quality of education, equity and inclusion dimension of education, teachers’ capacities, teaching, Information and Communication Technologies (ICTs) in education, Education for sustainable development (ESD), digital transformation, education on carbon neutrality and Chinese experience in education finance.
In Mongolia, the Mongolian version was launched on 10 Oct 2022 in Ulaanbaatar. The Minister of Education and Science Mr. Enkh-Amgalan Luvsantseren highlighted in his speech that Mongolia is at the final stages of approving the revised education law that will lay the solid foundation to transform education in Mongolia. The Government is fully committed to reforming the education system. Ms. Undram Chinbat, the Member of the State Great Khural /Parliament and Prof. Shahbaz Khan, Director of UNESCO Beijing Office also attended the launch event, with over 70 representatives from 36 governments and non-governmental organizations. Participants shared their reflections aligned with the identification of strategies to transform education in Mongolia, focused on the 4 thematic areas of the report: reimagining pedagogy and curricula, transformation of schools, higher education institution’s role in socio-economic development and cooperation in knowledge generation and sharing of best practices.

UN Transforming Education Summit (TES) National Consultations Successfully Concluded
In addition to the launches, another major impact is the successful conclusion of the UN Transforming Education Summit (TES) National Consultations (China, Mongolia, Japan and ROK) and the national outcome statements. The successful outcomes of National TES Consultations in four cluster countries have contributed towards enhanced strategic direction to transform education at country level. The TES consultations in 4 cluster countries mobilized education officials, researchers, practitioners, students, youth and relevant stakeholders, private sector and media to share their perspectives, experiences, comments and suggestions on thematic topics including revitalization of education, education reform, investment in education and the achievement of SDGs. The stakeholders’ inspiring feedback and suggestions were summarized into TES National Statements that have contributed towards the UN Transforming Education Summit (TES) held in Sep 2022 in UN Headquarters in New York. The five cluster countries covered by UNESCO Beijing demonstrated solid political and public commitment to transform their education systems for a better future.
