The second day of the International Conference on Digital Platform Governance (19 June) will be dedicated to the regulator community with interventions from the Global Forum of Networks (GFN) funding members and selected guests. Regulators will have the opportunity to learn from their peers and delve deeper into the subject of the governance of digital platforms based on the UNESCO Guidelines principles. 

The morning sessions will be exclusively dedicated to regulatory authorities. Additional participants from related communities and networks may join the meeting as of 1.00 pm.

09:00 鈥 09:15 - Welcome remarks and introduction 

This short session will be an opportunity to set the objectives of the day as well as provide a brief summary of the UNESCO Guidelines and their relevance for regulators.

Session 1 | Best Practices in the Governance of Digital Platforms 

Regulators play a crucial role in safeguarding human rights online and in implementing digital platforms governance鈥檚 principles. As such, it is essential for them to be equipped with the expertise and means to efficiently enforce emerging standards for the global digital ecosystem. This session will focus on peer-to-peer learning and information exchange between funding networks, looking at best practices with the aim to offer concrete solutions to common challenges.

Session 2 | Regulatory approaches to new technologies: 

ensuring complementarity among different regulatory arrangements

Due in part to their transnational nature and exponential speed, digital technologies have created new challenges for governments across the world, requiring adaptation of governance systems as well as new mechanisms to effectively regulate the digital space. Consequently, innovative approaches have emerged, complementing existing arrangements. 

In this session, participants will review the application and convergence of various instruments including self-regulatory, co-regulatory and statutory structures. This session aims to outline how existing and new regulatory tools can be applied to the digital space and how to maintain coherence between them.

Session 3 | Digital Empowerment: the role of regulators in creating an enable online environment for users

This roundtable will focus on how regulatory frameworks and their applications can support user empowerment and ensure that individuals across societies possess the skills and knowledge to generate and engage with online content safely, critically and effectively. It will consider how different audiences and stakeholders interact with digital platforms and how regulators' actions can impact their experiences online. Discussion will also focus on how to promote a favorable online environment and provide new opportunities for participation by groups in situations of vulnerability and marginalization.
