Open Access to Scientific Information

In today’s digital transformation era, the free exchange of scientific information is essential for addressing global challenges such as climate change, pandemics, and the ethical governance of artificial intelligence (AI). UNESCO’s Open Access to Scientific Information (OA) initiative plays a key role in advancing Open Science, enabling researchers and professionals worldwide to collaborate seamlessly. By promoting the removal of access obstacles and restrictions, UNESCO fosters innovation and ensures that knowledge can flow freely across borders, driving scientific progress on a global scale.

Open Access is also crucial for achieving the  (SDGs). At least 10 of the 17 SDGs depend on continuous scientific input to fuel progress. By promoting unrestricted access to research, UNESCO is ensuring that scientific knowledge can reach everyone, accelerating solutions to some of the world’s most pressing issues, from public health to climate action.

The 2021 UNESCO Recommendation on Open Science further strengthens these efforts, promoting equitable access to scientific information for all regions and disciplines. Central to this initiative is the  (GOAP), created in collaboration with Redalyc, the Indian Statistical Institute, and AmeliCA. Since its launch, GOAP has provided many resources, updates, and partnership opportunities for Open Access stakeholders worldwide.

Moreover, UNESCO is an active player in global digital cooperation initiatives such as the , which aims to guide the ethical governance of digital technologies, including Artificial intelligence. This supports UNESCO’s Open Data efforts by advocating for responsible, equitable access to scientific data, enabling global collaboration and innovation.

In its commitment to equitable global access to scientific information, 91Âé¶¹¹ú²ú¾«Æ·×ÔÅÄ long supported publishing models that remove costs for authors and readers. Today, UNESCO actively supports the Diamond Open Access model, fostering community-driven, freely accessible research to advance knowledge-sharing and global progress.
