In light of escalating crises, it has become increasingly important to develop protection, preparedness, and recovery strategies in the cultural sector, recognizing the impact of these threats on the realization of cultural rights. Actions must be taken to safeguard heritage, as well as cultural expressions, especially during extreme climate events and natural disasters.

To effectively combat illicit trafficking, it is essential to strengthen international cooperation with relevant partners, as well as enhance advocacy and action regarding its impact on the memory, identity, and future of peoples. This includes encouraging the introduction of penal or administrative sanctions in national legislation and promoting the development of capacities at both national and local levels.

In the fight against illicit trafficking, fostering cooperation with art market stakeholders is crucial, particularly in reinforcing the codification of certificates of origin for cultural property and preventing the acquisition of unprovenanced objects.
