Building synergies between culture and education is fundamental to an inclusive future based on cultural diversity and human rights. Culture needs to be systematically part of formal, informal, and non-formal education, recognizing the role that all segments of society play in knowledge transmission. It is also vital to improve the quality of education, foster appreciation for cultural diversity, promote multilingualism, and integrate arts education and digital literacy both in school curricula and lifelong learning. This includes promoting context-relevant education that incorporates heritage, history, and traditional knowledge.

Investing in the educational and social roles of museums, creative hubs, libraries, archives, and cultural institutions is crucial for enhancing their positive impact on society. For instance, public policies can contribute to harnessing the job-creating opportunities by investing in technical and vocational education and training (TVET) in the cultural sector.
