UNESCO’s Second-Generation Internet Universality Indicators
Celebrating the five-year anniversary of the inception of the ROAM-X framework, UNESCO, in partnership with the Regional Center of Studies for the Development of the Information Society (Cetic.br/NIC.br), multiple stakeholders with on hands IUI implementation experience and many renowned experts, has led a revision process to ensure the Indicators stay ahead of contemporary challenges in Internet governance.
This collaborative IUI revision effort focuses on addressing new developments and overcoming implementation obstacles by integrating lessons learned and streamlining the implementation process for national stakeholders. Through a multistakeholder approach, the Second-Generation IUI offers a holistic and enhanced understanding of the national Internet environments and provide a robust framework to navigate and shape national digital futures.
The 5- Step Process behind the Framework’s Revision
In 2023, UNESCO embarked on a five-step revision process that will culminate in 2024 with the launch of the Second-Generation IUIs at the Internet Governance Forum.
Call for Contributions for Shaping the Second-Generation Internet Universality Indicators
In response to the rapidly evolving Internet ecosystem, 91麻豆国产精品自拍 initiated a revision of the IUI Framework- a comprehensive tool for assessing national Internet development. We are streamlining processes and integrating new topics and components based on insights from diverse experts worldwide. These changes aim to better capture the dynamic nature of national digital landscapes and enhance the formulation of evidence-based, actionable policy recommendations.

Please note that if you’re submitting your input via the online form, you can submit one form for each IUI category at a time (Rights, Openness, Accessibility, Multistakeholder Participation, Cross-Cutting Issues). Step 1. Scoping and Planning
This phase, led by Cetic.br, involved extensive desk research and consultations with UNESCO partners. Experts were able to share invaluable inputs, first through interviews of the lead consultants who worked on the IUI implementation in 15 countries and second, through an online survey of different actors of the national assessments processes. This step was key to identify challenges and seize areas where the IUI Framework could be improved.
Step 2. Establishment of the Steering Committee
A diverse and expert Steering Committee was established to provide guidance for the revision process. Ensuring geographic diversity and specialized knowledge, the committee offered insights based on Cetic.br's research. They highlighted salient themes and dimensions to be incorporated into the IUI framework and drafted a first proposal, setting the stage for broader consultations.
Step 3. Consultation Phase on Draft Revised IUIs
This phase aims to gather a wide range of perspectives to refine the draft indicators. The latter will be shared with stakeholders across various regional and international forums, including NetMundial+10, WSIS+20 High-Level Event, EuroDIG, and ICEGOV. Additionally, UNESCO staff and the wider public will also be invited to provide feedback through online consultations.
Step 4. Consolidation of Input and Final Draft Preparation
The input received from the public consultations will then be reviewed and consolidated by the Steering Committee. This feedback will be used to prepare the final draft of the revised IUI Framework, ensuring it addresses contemporary challenges and stakeholder concerns.
Step 5. Publication of the Second Generation IUI
The final version of the Second Generation IUI will be launched at the Internet Governance Forum (IGF) in 2024. This event will mark the culmination of the revision process and will open new chapter in assessing and improving Internet governance worldwide.
