Morana Kasapović
Morana Kasapović earned her bachelor's degree in journalism from the Faculty of Political Sciences at the University in Zagreb and her master's degree from the same faculty in the post-graduate programme International Relations. The topic of her master's thesis was 'Reasons for the Emergence of Republika Srpska'. She has been an employee of the Croatian Radio Television since 1993, for most of the time in the Foreign Affairs Department. As a reporter, she has covered a number or international events, including the war in Bosnia and Herzegovina, the declaration of independence of Kosovo, the terrorist attacks on the USA, the beginning of the Iraq war, and parliamentary elections in Germany and Austria on several occasions. She is the author of several documentary films and has interviewed a number of world leaders, Croatian officials, and other high-profile individuals. She was the editor and presenter of several news programmes on HRT, including the central news programme Dnevnik, Odjeci dana, and Vijesti. She was the author, editor and presenter of the foreign affairs magazine "Paralele" (2008-2015), the talk-show "Uvijek kontra" (2015-2016), and the magazine Puls (2018-2022). As of 2022, she is editor and presenter of the talk-show "Razgovor s razlogom", whose guests have included intellectuals, artists, and scientists. She speaks English and German.
Mato Franković
Mato Franković has been the Mayor of Dubrovnik since 2017. He was born on 23 February 1982 in Dubrovnik. Graduated from the American College of Management and Technology in Hotel and Resort Management acquiring the degree of Associate in Applied Science. Franković is an ex-director of ACIM Marina Dubrovnik, state-owned company for marine management, and throughout his life, he has been working in tourism.
Nina Obuljen Koržinek
Nina Obuljen Koržinek, currently Minister of Culture and Media of the Republic of Croatia in her third consecutive term, has had more than 25 years of professional experience in the fields of international relations, culture and media policies. She graduated from the Academy of Music and Faculty of Philosophy and obtained her Ph.D. from the Faculty of Political Sciences. Prior to her appointment as the Minister of Culture in 2016, she was working as a research associate at the Institute for Development and International Relations in Zagreb. She has been publishing books and articles as well as expert studies in Croatian and international journals and teaching at the University of Zagreb.
Former Assistant Minister and State Secretary, she was a member of the negotiating team for the Croatian accession to the EU responsible for the fields of culture and education as well as information society and media. She was also the head of the Croatian delegation for the negotiations on the UNESCO 2005 Convention on the Protection and Promotion of the Diversity of Cultural Expressions.
Her consultancy and expert engagements include work for UNESCO, Council of Europe, European Cultural Foundation, UNDP, European Parliament etc. She received the European Cultural Policy Research Award for her research on the impact of the EU enlargement on cultural policies that was published in the book Why we need European Cultural Policies: impact of EU enlargement on countries in transition, Amsterdam, 2006.
Audrey Azoulay
Director-General of UNESCO since 2017, Audrey Azoulay launched a vast Strategic Transformation programme for the Organization with a view to position UNESCO at the heart of emerging challenges in the XXI century. In this spirit, the Director-General launched several major projects on the protection of cultural heritage, through the initiative “Revive the Spirit of Mosul†in Iraq, on the achievement of universal quality education, in particular for girls and women, as well as on UNESCO's role as a global laboratory of ideas on issues such as sustainable development and the ethics of artificial intelligence. A former student of the Ecole Nationale d'Administration, Audrey Azoulay is a graduate of the Institut d'Etudes Politiques de Paris and holds a Diploma of Business Administration from the University of Lancaster (United Kingdom). Active in the cultural sector from the outset of her career, she worked, among other things, on the financing of the French public audiovisual sector and on the reform and modernisation of the French public aid systems for the film industry. As the French Minister of Culture, she was very strongly committed to the protection of endangered heritage, particularly in the Middle East. She was also dedicated to the facilitation of children’s access to culture by launching artistic and cultural education programmes (the "Création en cours" programmes and innovative cultural infrastructures "Microfolies"). Audrey Azoulay is committed to positioning UNESCO as a platform for humanist cooperation, as a standards-producing arena and as an agency of experts that helps to disseminate knowledge and know-how throughout the world to the greatest number of people."
Tawfik Jelassi
Dr. Tawfik Jelassi has been Assistant Director-General at UNESCO, in charge of Communication and Information since 2021. In this capacity, he oversees UNESCO’s initiatives aimed at promoting freedom of expression, leading digital transformation, strategizing the use of information and communication technologies (ICT) in education, and fostering inclusive knowledge-based societies.
Dr. Jelassi holds a Ph.D. degree from New York University, along with postgraduate diplomas from the University of Paris Dauphine. His career includes serving as the Minister of Higher Education, Scientific Research, and Information & Communication Technologies in Tunisia. Additionally, he has held positions as Dean and Professor at leading educational institutions such as IMD (Lausanne), INSEAD (Fontainebleau) and Ecole des Ponts (Paris). He also served as Chairman of the Board of Directors of a leading telecom operator.
Former Minister of Higher Education, Scientific Research, and Information & Communication Technologies in Tunisia as well as Dean and Professor, he has extensive international experience in higher education, scientific research, and digital technologies.
Josip Popovac
Josip Popovac was born in 1974. He finished primary and high school in Omiš, Croatia and graduated from the Faculty of Law in Zagreb. He spent most of his career working for the Croatian Radio Television (HRT) where, in the last twenty years, he held the positions of a producer, producer of the HRT's drama program and chief producer of HRT.
From 2009 to 2011, he was the Acting Director General of HRT, managing business operations and representing the institution. From 2011 to 2012, he was the Chairman of the Board and Temporary Director General of HRT, responsible for all segments of managing a public radio television and implementing the decisions of the Programme Council and Supervisory Board of HRT.
From 2010 to 2013, he was the President of the European Association of Public Service Media in South East Europe.
During 2013, Josip Popovac worked as producer at HRT, and from 2013 to 2017, he was the Head of the Production Management department, as well as the Assistant Director of Productions at HRT.
He joined the Council for Electronic Media from the position of a Manager of the Selection and Acquisition of Programme Content unit of HRT.
By the decision of the Croatian parliament, Josip Popovac was appointed member of the Electronic Media Council on 29 June 2018. As of 1 September 2018, at the same session of the Parliament, the Decision on appointing Josip Popovac as Chairman of the Electronic Media Council and Director of the Agency was adopted. His mandate was renewed in October 2023.
Latifa Akharbach
Latifa Akharbach was appointed President of the High Authority for Audiovisual Communication (HACA) of the Kingdom of Morocco on December 3, 2018. She formerly served as Secretary of State to the Minister of Foreign Affairs and Cooperation, Ambassador to Tunisia and Ambassador to Bulgaria and Macedonia. She also served as Director of the Moroccan National Radio and of the High Institute of Information and Communication where she had been Professor and researcher for more than 20 years. She is an experienced international consultant in the field of journalism, communication and journalists training. She published several articles, studies and books on media, communication and women’s rights. She holds a PhD in Information Sciences and Communication.
Stanislav Matějka
Stanislav Matějka was elected as EPRA Vice-Chairperson at the 57th EPRA Meeting on 1st June 2023 for a mandate of two years. He is the Head of the Analytical Department at the Slovak Council for Media Services (CMS), the national regulatory authority for audiovisual media that he joined in 2020.
He is also actively involved in ERGA, the European Regulators Group for Audiovisual Media Services, and serves as a Chair of Subgroup 3 dedicated to countering disinformation and strengthening democracy in the digital environment.
He previously served as a Hybrid Threats and Strategic Communication expert at the Slovak Ministry of Foreign and European Affairs and as an analyst focusing on trends in terrorism studies within GLOBSEC Policy Institute, a Slovak think-tank.
Giacomo Lasorella
Giacomo Lasorella is, since October 2, 2020, President of Autorità per le Garanzie nelle Comunicazioni (AGCOM), the independent Italian regulatory authority in charge of electronic communications, media and postal services, recently designated as Digital Services Coordinator pursuant to the DSA regulation.
Mr Lasorella has served as Chairman for 2023 of the European Regulators Group for Audiovisual Media Services (ERGA), and he has been reappointed for 2024.
Lawyer and expert in legislation and in parliamentary procedure, he has been Deputy Secretary General of the Italian Chamber of Deputies, and he has held for many years the responsibility to assist the President and the Vice Presidents of the Chamber of Deputies in conducting the work of the Assembly.
In his long career as parliamentary officer (to which he was appointed after an official public contest), he was also Secretary of the Communication Parliamentary Commission and responsible of the staff to the Parliamentary Commission on radio and television services.
He is a contract professor of parliamentary law at the University of Tor Vergata in Rome, and he is the author of many publications on parliamentary and constitutional law published in relevant academic journals.
Camilla Bustani
Camilla Bustani is Director, International at Ofcom, the UK’s communications regulator, where she is responsible for Ofcom’s international strategy across the sectors it regulates. She has been actively engaged in European and global regulatory debates in the communications sectors for nearly 20 years, with a particular interest in models of regulation and the development of multilateral regulatory networks. Prior to Ofcom, she worked as a lawyer at Clifford Chance LLP in London, where she advised governments and regulators in developing countries on regulatory reform in the telecoms sector. She has a bachelors’ degree from Harvard University and a masters’ degree from Columbia University, and a law degree from Oxford University.
Armela Krasniqi
Ms. Armela Krasniqi was born in Tirana on 26 November 1976. In 1999 she finished her studies with high results and was graduated for Journalism in the Department of Journalism of the History and Philology Faculty in the University of Tirana.
Additionally, Mrs. Kraniqi's career and contribution are well-known in the sphere of action and international organizations.
During the period from December 2022 to September 2023, she was appointed as the Deputy President of the Mediterranean Network of Regulatory Authorities (MNRA).
Since September 2023, Mrs. Krasniqi holds the position of President of the Mediterranean Network of Regulatory Authorities (MNRA).
Ms. Armela Krasniqi was elected with 83 out of 140 votes as Chair of the Audiovisual Media Authority pursuant to Decision No. 63/2021, dated 07.07.2021 of the Assembly of the Republic of Albania.
Ms. Krasniqi has a long career in media and communication holding positions in both private and state sectors. Her previous duty was as General Director of Albanian Telegraphic Agency. During this period, she was elected by 32 European news agencies as a member of the board of the European News Agencies (EANA). Madam Krasniqi has also been President of ABNA - SEE (Association of the Balkan News Agencies Southeast Europe). She has been the organizer of several international conferences, among which we highlight: "News agencies vs fake news" where the “Tirana Declaration on fake news†was drafted and signed by 13 European news agencies, as well she had an active participation in conferences: “How can the media survive in the digital ageâ€; "Media of the future"; "The possibilities of news agencies in the fight against disinformationâ€, ect.
Earlier, Ms. Krasniqi has contributed in some of the most important audio and audiovisual medias and institution as news director, author, moderator, spokesperson, senior management body in the civil service. In the institutions where she has served was appreciated for the positive impact and the spirit of cooperation.
Ms. Armela Krasniqi’s career also includes two poetry volumes: “The end of portrets†published in 1992 and “Eclipse of silence†published in 1995.
Mònica Duran Ruiz
Mònica Duran Ruiz is the Executive Secretary of the Platform of Regulators of the Audiovisual Sector of Iberoamerica (PRAI) and the International Relations Responsible at the Catalan Audiovisual Council (CAC). In her role at the CAC, she represents the council in various international exchange platforms of regulatory bodies, including the European Platform of Regulatory Authorities (EPRA), the Mediterranean Network of Regulatory Authorities (MNRA), and PRAI. She is a member of the steering committee of the EPRA EMIL network and coordinates the Media and Information Literacy (MIL) working groups within both the MNRA and PRAI networks. Additionally, she co-coordinates the gender and media working group at the MNRA.
Mònica is an active participant in numerous international workshops and seminars, including the UNESCO MIL Global Week. At the European level, she engages in various events organized by networks of regulatory bodies and key stakeholders in the audiovisual and related digital sectors. She also serves as a guest speaker at the Master of Arts in Communication Management program at UPF Barcelona School of Management, where she teaches a course on communication policies and media regulation.
Denis Rapone
A graduate of the Paris Institute of Political Studies and the recipient of a Law degree, Denis Rapone began his career as a magistrate serving as a substitute prosecutor at the High Court of Meaux before joining the Ministry of Justice as a magistrate in the Department of Criminal Affairs and Pardons. He later moved to the General Secretariat of the Government, where he successively held positions as a mission officer and as head of the legislative department, before being appointed technical advisor to the cabinet of Jacques Toubon - then Minister of Justice (1995). He joined the Council of State in 1996, before being appointed Justice Counselor to the cabinet of Prime Minister Jean-Pierre Raffarin (2002).
As Director General of the Superior Audiovisual Council (2004), he was subsequently appointed a member of the board of the Regulatory Authority for Electronic Communications and Posts (Arcep) (2007). Upon completion of his term at Arcep, he returned to the Council of State (2013) where he was assigned, as rapporteur, first to the litigation section and the public works section, and then to the internal affairs section. Appointed a member of the board of the High Authority for the Distribution of Works and the Protection of Rights on the Internet (Hadopi) in 2014 for a term of six years, he was elected by the members of this board as President of Hadopi on March 1, 2018. In January 2021, at the end of his term, he returned to the Council of State where he was assigned to the internal affairs section.
In addition to these activities, he has held teaching positions at the Paris Institute of Political Studies and Paris-V University.
Denis Rapone chairs the "Internet Rights Protection" working group of Arcom. He is also vice-chair of the "Pluralism and Ethics in Information and Programming" working group.
Vestine Nahimana
Vestine Nahimana, the only woman to have held the post of president of Burundi's National Communication Council since its creation in 1992, took over as head of Burundi's media regulatory authority on 09 March 2022. She is returning to this position after previously holding it between 2005 and 2008. A career diplomat, she is a former Ambassador Extraordinary and Plenipotentiary of the Republic of Burundi in The Hague (Netherlands) and Permanent Representative to the Organisation for the Prohibition of Chemical Weapons (OPCW) based in The Hague. Her career has also included assignments in Ethiopia and Zambia, where she was Second Counsellor and Chargé d'affaires respectively at the Burundi Embassy.
Vestine Nahimana has also held administrative and technical positions within government bodies and institutions, as well as in the private sector and NGOs. She was Political Adviser in the Office of the Minister of Foreign Affairs and Development Cooperation in Burundi; Vice-Chairwoman of the Board of Directors of the women's microfinance organisation WISE S. A (Women Initiatives for Self Empowerment); Commercial Director of the Société de Développement Régional de l'Imbo (SRDI); Administrative Assistant to the Managing Director of Kora et Fils in Cotonou, Benin; National Secretary of the CNDD-FDD Women's League; Executive Secretary of the Burundian Parliament and Presidency of the Republic of Burundi; Executive Secretary of the General Directorate of Planning, Water and Forests at the Ministry of Planning and the Environment and Executive Secretary of the Ministry of National Education of Burundi.
Vestine Nahimana holds a Mini MBA in International Finance and Diplomacy from the Swiss UMEF University, a diploma in diplomacy from the Institute of Diplomacy and International Studies in Zambia and a higher technician's diploma from the Ecole de Commerce, d'Administration, d'Informatique et de Gestion in Benin. She remains very active in promoting associations (APPF, AFAB, PROTAO, etc.). She is fluent in French and Kirundi, with a very good level of English and Swahili. She is a Burundian woman, married with 3 children, passionate about dialogue and very committed to promoting and defending women's rights.
Chile Eboe-Osuji
Chile Eboe-Osuji is a distinguished member of the High Level Legal Panel on Media Freedom, a position reflecting his profound commitment to upholding and promoting freedom of expression globally. This panel, established by the International Bar Association’s Human Rights Institute, brings together eminent jurists to address challenges and threats to media freedom. Eboe-Osuji's extensive legal expertise and experience in international law make him an invaluable asset to the panel, which works to safeguard journalists' rights and ensure that media outlets can operate free from undue interference or repression.
He is also, the International Jurist at the Lincoln Alexander School of Law and a Special Advisor to the President's Office at Toronto Metropolitan University.
Before his involvement with the High Level Legal Panel, Eboe-Osuji played a significant role in the pursuit of justice in Rwanda and Sierra Leone, two countries that experienced severe atrocities. He served as a Legal Advisor to the United Nations High Commissioner for Human Rights and was instrumental in the proceedings of the International Criminal Tribunal for Rwanda (ICTR). His contributions were critical in prosecuting those responsible for the Tutsi Genocide, ensuring accountability for heinous crimes against humanity. Additionally, Eboe-Osuji contributed to the Special Court for Sierra Leone, a tribunal set up to address the war crimes committed during the Sierra Leone Civil War. His work in these capacities demonstrated his dedication to international justice and the protection of human rights.
Eboe-Osuji's was judge and eventually the President of the International Criminal Court from 2018 to 2021.
Jeff Allen
Jeff Allen is a former physicist and astronomer who left academia for data science in 2013. Since then, he has worked on multiple sides of the internet information ecosystem: on publishers who are trying to maximize the traffic they get from platforms, on platforms themselves, and on political organizations and campaigns just trying to navigate the online spaces.
While at Facebook, he worked on tackling systemic issues in the public content ecosystems of Facebook and Instagram, developing strategies to ensure that the incentive structure that the platforms created for publishers was in alignment with Facebooks company mission statement.
Jeff is the co-founder and Chief Research Officer for the Integrity Institute. He lives in Brooklyn, NY.
Koloreto Cukali
Kolo graduated from the University in Tirana with a degree in Philosophy and has been working interchangeably between media and non profit sector for the last 30 years. Kolo has worked in almost all types of media (TV, radio, print, online) during the last 2 decades, and has served as the Chairman of the Albanian Media Council since 2017. In this capacity, between 2018 - 2021, he led the protests of Albanian journalists against the infamous anti-defamation page, which would regulate the online sector. He is a lecturer in the Faculty of Journalism and has produced (as a writer/director) several documentaries, recently, "The Media Stereotypes" (for UN Albania) and “3 Days of Freedom in Spaç Prison†for the Council of Europe and the Authority for the Dossiers of Communism.
Iná Jost
Iná Jost is Head of Research of Freedom of Expression at InternetLab, a Brazilian think tank focused on studying the intersection between law, technology and human rights. 
Iná graduated in Law from the Federal University of Rio de Janeiro. She holds a master’s degree in International Relations and Human Rights from Sciences Po, with a focus in law and technology, freedom of expression, journalism and Latin America. She formerly worked as a Project Officer in the electoral department of the Organization of American States, as well as visiting scholar at Latinno, an initiative that maps democratic innovation in Latin America, hosted by the WZB social science research center in Berlin.
Amrita Sengupta
Amrita is the Research and Programme Lead at the , a non-profit organisation that undertakes interdisciplinary research on internet and digital technologies from policy and academic perspectives. Her research interests and work lie in the areas of gender and technology, ethics in research methods, digital access and inclusion, algorithmic biases and tech design, digital governance and sustainability and tech. In the past, Amrita has worked in managing and implementing large scale people practices, diversity and inclusion in the workplace, as well as in conducting and leading long-form research on impacts of tech on businesses and society, with both quantitative and qualitative methodologies. This year, Amrita is also contributing as a , at the .
Christophe Gauthier
Christophe Gauthier is lead coordinator of the I4T Global Knowledge Network. He is part of Radical Xchange, in charge of the "At work" Lab. He is part of #leplusimportant, in charge of AI regulation towards social progress.
As project director at Secafi, he is in charge of engagements across the media Industry to help business models and organizations adapt to the digital infospace.
Christophe Gauthier graduated as a telecom engineer from IMT Atlantique, and holds a MSc from UCL.
Åukasz Gabler
Åukasz Gabler is a graduate of Adam Mickiewicz University in Poznan (International Relations and Political Marketing) and Linköping University in Sweden(Gender Studies). He is a scholarship holder at the Complutense University in Madrid and The New School in New York. Åukasz has 15 years of experience working in government, diplomacy (London, Copenhagen) and Public Affairs. He is an expert in strategy building and long-term relations with stakeholders at the central and regional level. As an advisor, he contributed to the Responsible Digital Leadership project run by Stanford University. He loves travelling, taking photos and reading - especially magic realism - and is a novice in urban sketching.
Gabrielle Guillemin
Gabrielle Guillemin joined the Meta Human Rights Policy team in September 2021 and is based in London. Her work focuses on implementing Meta’s corporate human rights policy, human rights due diligence and disclosure. Prior to Meta, Gabrielle worked as a senior lawyer at ARTICLE 19, an international free speech organisation, where she led the work on digital rights issues, including platform regulation and content moderation. Gabrielle was also a lawyer at the European Court of Human Rights.
Miram Estrin
Miriam Estrin is Senior Policy Manager at Google, leading work on content regulation around the world. Prior to joining Google, she worked as Policy Director in the U.S. Office of the Special Presidential Envoy for the Global Coalition to Counter ISIL. She has also served at the U.S. Department of State in the Office of the Special Envoy for Israeli-Palestinian Negotiations and the President’s Special Envoy to Sudan, and worked at the Brookings Institution in Foreign Policy Studies. She was a Yale World Fellow and a Yale Law School Heyman Fellow. She has written on conflict, counterterrorism, proxy wars, and fragile states for Foreign Policy, the Journal of National Security Law and Policy, and Brookings Institution Press.
Ramsha Jahangir
Ramsha leads policy advocacy and communications at the Global Network Initiative, the leading multistakeholder forum for accountability, shared learning, and collective advocacy on government and company policies and practices at the intersection of technology and human rights. As an award-winning journalist from Pakistan, Ramsha has extensively reported and researched technology and human rights for national and international news outlets. Ramsha has a joint Erasmus Mundus M.A. in Journalism, Media and Globalisation from the University of Amsterdam (UvA) in The Netherlands, and Aarhus University in Denmark.

Milton Arturo Ordóñez Amoroso
Milton Arturo Ordóñez Amoroso received his law degree from the University of Azuay, Faculty of Legal Sciences. Additionally, he holds a master's degree in Democracy and Good Governance from the University of Salamanca and has a Diploma in Governance and Public Innovation from the Development Bank of Latin America and the Caribbean (CAF) - Escuela Superior Politécnica de Litoral.
Professionally, he serves as the General Coordinator of Information and Communication Development at the Council for Information and Communication Development and Promotion. He is also a lecturer in the fourth-level titration and research unit at the University of the Hemispheres. Moreover, he is the Academic Coordinator and Ecuador's delegate at the Youth and Democracy Foundation (United States - affiliated with the Organization of American States).
Victor Bwire
Victor Bwire is the Director of Media Training and Development at the Media Council of Kenya, the leading self-regulatory statutory institution for media in Kenya. In addition to managing the media development and training portfolio at the Council, he leads in the strategic conceptualization of projects and resource mobilization and provides leadership to programme implementation on media interventions to shape the journalism profession and media industry in Kenya with global trends.
He was member of the Government Taskforce on Media Policy Review in Kenya and seats on the Kenya National Commission on UNESCO (KNATCOM) on the expert committee on Information and Communication and currently a member of the National Coalition on content regulation in Kenya. He has been a panellist on several international conferences’ relation to freedom of expression, access to information and internet/media regulation.
He has consulted as a media trainer and university lecturer on media relations, event organization and management, speech writing, copy editing, developing communication strategies, production of policy and board papers, advocacy and journalists’ safety and protection in Africa. He is a communications and media specialist with interest in development communication, media relation, message development, advocacy campaigns, social mobilization, international advocacy, Public Communication, and behaviour change communication. He is a regular analyst and commentator of current Affairs on Kenya Television Network (KTN) and Citizen TV in Kenya and writers for several local and international publications
He has organized short courses for the Government of Kenya, County Governments, MCK, KNCHR, Article 19, Africog, Twaweza East Africa, International Centre for Transitional Journalist, UNDP, DWA, AMREF, UNESCO, USA Embassy in Nairobi, Canada High Commission, Open Society Foundation for East Africa and host of other institutions including being in charge of media relations and liaison.
He has taught at the University of Nairobi, United States International University and Mt. Kenya University. Rahmat Bagja
Rahmat Bagja was appointed as the Chairman of the Election Supervisory Body of the Republic of Indonesia in 2022. His previous role as a Commissioner from 2017 to 2022 was marked by significant contributions. He holds a master's degree in Law from Utrecht University and has been an expert in electoral issues since 2012. His expertise is further evidenced by his five publications, books, and essays on electoral disputes and the election supervisory body's role in ensuring transparency and justice in electoral processes.
Anida Sokol
Anida Sokol is a media researcher and editor from Mediacentar Sarajevo. She is the author of research studies on media policies, regulatory and self-regulatory frameworks, harmful content online in Bosnia and Herzegovina and the region. She led the three-month monitoring of harmful content online during the General Elections in BiH in 2022 and has been involved in preparing the Guidelines for Media Reporting on Elections for online and print media in BiH. She is the editor of Media.ba, online magazine dedicated to ethical standards in journalism, media policies and regulation. She holds a PhD in History of Europe at Sapienza University of Rome, and was a lecturer of Media and Politics and Political Communication at Burch University in Sarajevo and SSST.

Carlos Aguilar Paredes is a member of the board of the Comisión Nacional de los Mercados y la Competencia.
Until Professor Aguilar Paredes appointment, he was Vice Dean of the Faculty of Information and Audiovisual Media UB, Professor of Applied Media Economics and Professor of Audiovisual System Structure.
Professor Aguilar Paredes is a six-year AQU 2019 active researcher, member of the DHiGeCS consolidated research group and participant in a dozen competitively funded research projects. He is also a member of the In-COMAV teaching innovation group. He has also presented papers at more than 50 conferences. He is the executive director of OBSERVACOM (Latin American Observatory of Regulation, Media and Convergence). He was National Director of Telecommunications and Communication Services Audiovisual Ministry (DINATEL) and advisor to the Secretariat of the Presidency of Uruguay in regulation and public policies of audiovisual media and telecommunications during the Presidency of José Mujica (2010-2014).
Lena Slachmuijlder
Lena Slachmuijlder is the Co-Chair of the Council on Tech and Social Cohesion, which brings together technologists, academics, policy advocates and peacebuilders to incentivize the design and deployment of technology for social cohesion. She is also the Executive Director of Digital Peacebuilding at Search for Common Ground, where she supports and elevates the use of digital tools for conflict transformation across Search’s programs. She has 30 years of experience working for peaceful social change, starting as a journalist with anti-apartheid media in South Africa, and pioneering creative media tools for peacebuilding over the last two decades. Lena is a graduate of Stanford University, an alumni of Amsterdam's THNK School for Creative Leadership and Brandeis University’s fellowship on Arts and Reconciliation. Marjorie Buchser
Marjorie is currently a Senior Consultant with UNESCO’s section of Freedom of Expression and Safety of Journalists, where she focuses on the implementation of the Guidelines for the Governance of Digital Platforms with specific stakeholder groups.
She is also a Senior Advisor and Associate Fellow with Chatham House, the Royal Institute of International Affairs, an independent policy institute based in London. For almost a decade, she developed and launched high priority strategic initiatives for Chatham House’s Director Office including its Sustainability Accelerator and Digital Society Programme (DSP), the institute first research programme on technology policy. In 2016, she became the Executive Director of DSP managing a team of multidisciplinary researchers and overseeing research projects on data flows, artificial intelligence and digital platforms governance.
Prior to Chatham House, Marjorie was a Senior Strategist at Purpose, a social impact agency, where she developed various advocacy campaigns for the public and the private sectors related to digital inclusion and climate change.
She also worked as an Associate Director and Global Leadership Fellow at the World Economic Forum in Geneva and New York where she led the organisation’s digital innovation projects and managed the Technology Pioneer Programme.
Marjorie is a frequent speaker and moderator in international gathering and has published many experts comments and recommendations on technology governance.

Jenna Omassi
Jenna Omassi is an International Policy Manager at Ofcom. Jenna manages the regulator’s international engagement on online safety, including on issues of hate and terrorism, child sexual abuse, and violence against women and girls. With Ofcom taking on the Chair of the Global Online Safety Regulators Network in 2024, Jenna currently leads the Secretariat for the Network.
Emmanuelle Machet
Emmanuelle Machet is the Head of the Secretariat of the European Platform of Regulatory Authorities (EPRA), the oldest and largest pan-European network of media regulators.EPRA provides an independent, collaborative and transparent forum for 55 media regulators from 47 European countries to facilitate the sharing of relevant information, best practice, experience and expertise, and the learning about new developments affecting the media, the information ecosystem and regulation. Since 2005, the Secretariat has been hosted by the European Audiovisual Observatory in Strasbourg. As the Head of the EPRA Secretariat, Emmanuelle is responsible for the content-related aspects and the coordination of the two yearly (in-person) meetings as well as the online working groups. She is also in charge of ensuring the smooth functioning and development of the network as well as an efficient exchange of information between members in-between meetings. Further to a degree in media law at the University of Poitiers (France) and a post-graduate course in European Studies at the University of Aachen (Germany), she started her career in 1996 as researcher with focus on European media regulation and policies at the Düsseldorf-based European Institute for the Media. She has been Secretary to the EPRA since 1996 and started working full-time for the EPRA from 2002 onwards.
Emmanuelle has written several publications and articles dealing with comparative media regulation in Europe and media regulatory authorities.

Frédéric Bokobza has been serving as Deputy Director General at the French Autorité de régulation de la communication audiovisuelle et numérique (Arcom – Conseil supérieur de l’audiovisuel until 2021) since 2016.
Previously (2003-2016) he held various managing positions in the fields of media, telecommunications and culture within the French Government’s administration.
Before that he had been working as a senior consultant at the Boston Consulting Group’s Paris Office (2002-2003), after being in charge of several IT projects at the Ministry of Interior (1996-2001).

Karim Ibourki
After having acted for two years as Vice-Chair of ERGA (European Regulators Group for Audiovisual Media Services), Karim Ibourki has been elected as ERGA Chair from 2021 to 2022. Since then, he is Board Member of ERGA. Since November 2017, he is the Chair of CSA (Conseil Supérieur de l’Audiovisuel). He holds a Bachelor Degree in Law from the Université Libre de Bruxelles. He also obtained, from the same University, two Master of Science: one in Journalism and Communication and another one in Political Science. Before to join the CSA, he was Chief of Staff of the Cabinet of the Minister President of the Wallonia-Brussels Federation (2012-2015) and Deputy Chief of Staff of the Cabinet Chief of Staff of the Cabinet of the Minister President of the Wallonia-Brussels Federation (2007-2012).
Menno Cox
Menno Cox is Head of Sector for the global aspects of Digital Services in the European Commission´s Directorate overseeing the enforcement of the Digital Services Act and the Digital Markets Act. His role involves interfacing with regulators and civil society globally on the topic of online platform regulation, covering both content moderation by digital services such as social media, as well as the contestability and fairness of digital markets controlled by gatekeeper platforms. Menno previously worked for the Directorate-General of Competition of the European Commission, and before that he was a lawyer in Amsterdam, dealing with a EU competition law among other matters.
Izak Minnaar
Izak Minnaar is a media and elections consultant and trainer, currently focusing on the sustainability of journalism, election reporting, access to information, digital rights, media regulation and related causes in South Africa and around the continent. His journalism career has spanned over 40 years in editorial coverage and newsroom leadership roles at print, broadcast and online media. He worked at the South African Broadcasting Corporation as Editor: SABC Digital News until 2019. He is a council member of the SA National Editors' Forum and the SA Press Council and was on the drafting teams for the 2019 Declaration of Principles on Freedom of Expression and Access to Information in Africa and the 2017 Guidelines on Access to Information and Elections in Africa, issued by the African Commission on Human and Peoples’ Rights.
Samantha Torrance
Dr. Samantha Torrance is Head of Access Partnership’s Global Government Advisory practice. She leads a global team that advises government and multinational organisations on the design, implementation and evaluation of tech and digital policies and regulation to support digital transformation objectives and enhance the digital economy. Her work includes strategic support on areas such as digital platform regulation, connectivity and emerging technologies, including AI. On AI specifically, she is working with governments and the private sector to develop responsible AI frameworks and undertake readiness assessments that contribute to the developing regulatory ecosystem. Dr. Torrance and her team help regulators engage on these matters both within and outside of their domestic markets.

MarÃa Paulina Baena is a Colombian journalist and political scientist. She was co-creator and presenter of La Pulla, an opinion program of the newspaper El Espectador that today has 1.35 million subscribers on YouTube. She was the winner of the Simón BolÃvar Prize for Journalism and listed as one of the five best young journalists in the world by the One Young World organization in England. She acted in the play “Ya que hps,†a bet on stage journalism that told cruel and pathetic realities of Colombia in the middle of the electoral season. Currently, she records a historical comedy podcast called ¿Por qué somos asÃ? (Why Are We Like This?) and is one of the actresses in the play “Las Enamoradasâ€, an adaptation of “The Aliens†by Annie Baker.

Mariana López Lima is a lawyer and communicologist. She currently coordinates the international and gender project in the area of Political Advocacy at Redes por la Diversidad, Equidad y Sustentabilidad AC, where she works on the creation of regulatory frameworks and public policies that allow the development of indigenous communication in Latin America.
Mirta Lourenco
Chief for Media Development and Media in Emergency Situations at the United Nations Educational, Scientific and Cultural Organization (UNESCO), Ms. Lourenco is responsible for promoting pluralism and diversity in the media, as well as formulating media responses to issues such as climate change, terrorism, migration, natural disasters, and other crisis situations. She is also in charge of the global coordination of World Radio Day on February 13, an international UN day she helped to establish in 2011.
Before joining UNESCO, Mirta held various positions in the field of mass communication strategies, both in the private sector and for non-profit organizations. She holds a DESS (Diploma of Specialized Higher Studies) in Social and Political Communication from Sorbonne University, a Master's and a post-Master's in Communication and Information from Stockholm University, and a Master's from the University of Buenos Aires. Barbara Einhäuser works since 2018 at the European Commission’s Service for Foreign Policy Instruments (FPI) on crisis response, conflict prevention and peacebuilding. In the unit “Rapid Response – Africa & Middle Eastâ€, Barbara is currently responsible for the Gulf region, for tackling disinformation and FIMI as well as the EU’s collaboration with the United Nations and the World Bank on post-crisis needs assessments. Guilherme Canela
Guilherme Canela holds the position of chief of the section of Freedom of Expression and Safety of Journalists at UNESCO headquarters in Paris. For 8 years, he held the position of Communication and Information Regional Adviser for Latin America and the Caribbean at UNESCO Montevideo Office. During those years, he performed as Regional Coordinator of the UNESCO Initiative for the Promotion of Democracy and Freedom of Expression in judicial systems in Latin America. He was also the Secretary of the Regional Committee of the UNESCO Memory of the World Programme for Latin America and the Caribbean, and focal point of the Organization for issues related to the safety of journalists. He has a B.A. in International Relations from the University of BrasÃlia (UNB) and a Master’s Degree on Political Science from the University of São Paulo (USP). For 8 years (2000-2008), Guilherme coordinated the media and journalism research area of the News Agency for Children’s Rights (ANDI). In this period, he was responsible for several surveys that evaluated the news media coverage on issues such as children’s education, rights, violence, health, sexual abuse, human and social development, drugs, participatory democracy, entrepreneurial social responsibility, human rights, among others.
Julia Haas
Julia Haas is an international law and human rights expert who has focused on international relations, the intersection of technology and human rights, and the prevention of marginalization. As Adviser to the OSCE Representative on Freedom of the Media, she works on policy research and development in the field of internet governance and digital participation, with a particular emphasis on the impact of artificial intelligence on freedom of expression, digital and legal safety of journalists, gender and online pluralism. Previously, she worked as legal officer and human rights adviser at the Austrian Ministry for Foreign Affairs. Julia sits on the advisory board for the Vienna Forum for Democracy and Human Rights, holds a Master’s degree in Law from the University of Vienna, an Information and Media Law LLM and is a PhD candidate on the impact of digital innovations on freedom of the media. Ana Toskić Cvetinović is a human rights lawyer with over 15 years of experience in the Western Balkans. Since 2010, Ana has been working for Partners Serbia, where she has specialized in privacy law, access to information and legal aspects of information management. She develops and implements training programs, research and advocacy campaigns aimed at legislative framework and practices in these areas. She is the founder of “Privacy Weekâ€, annual regional conference that centers around discussions on privacy and data protection issues with experts from the civil, private, and public sector. She is one of the editors of the recent report on regulatory and institutional preconditions for implementation of Digital Service Act in the Western Balkans.
Juan Sebastián Salamanca Calle
Juan Sebastián Salamanca Calle is a lawyer from the National University of Colombia with a master's degree in journalism from the University of British Columbia in Canada. He led teams of Civil Society Organizations in Mexico and Colombia that provide legal assistance to journalists who are victims of censorship. He has experience in the field of security for human rights defenders and journalists. Additionally, he has trained journalists, judicial operators, and members of CSOs in various Latin American countries on standards for freedom of expression. He is a member of the advisory council of the Global Reporting Center at the University of British Columbia in Canada. Currently, he works at UNESCO as a coordinator for Colombia of the project Social Media 4 Peace.
Chantal Joris
Chantal Joris is a Senior Legal Officer at ARTICLE 19, an international human rights organisation which works around the world to protect and promote the right to freedom of expression and information. Chantal’s work focuses on digital rights and platform regulation, freedom of expression in armed conflicts and freedom of expression issues relating to national security and privacy. Prior to joining ARTICLE 19, Chantal worked at a public international law firm, where she represented States and private entities before international and domestic courts and tribunals, including the International Court of Justice, and advised on public international law matters (including state and diplomatic immunity, reparations, international humanitarian law, international criminal law, (maritime) boundary delimitation and international investment law).
Alexis Chapelan
Alexis Chapelan works as a project officer at the UNESCO Section of Global Citizenship and Peace Education, where he coordinates training, research and policy guidance on antisemitism. He is also a P.h.D candidate at the Ecole des Hautes Etudes en Sciences Sociales in Paris and at the University of Bucharest. Between 2021 and 2024, he was a researcher at TU Berlin’s Center for Research on Antisemitism (ZfA). His work, which is featured in peer-reviewed journals and international conferences in the United States, the United Kingdom, France, Austria, Germany and Romania, focuses on understanding and combatting political extremism, hate speech and disinformation, as well as on the new informational digital ecosystem.

Bojana Kostić is a human rights and tech researcher focusing on freedom of expression, platform and media regulation and technology-related social harms. Bojana uses participatory research to explore the impact of digital artifacts on human rights and works as a trainer to support journalists and human rights defenders. Bojana's mission is to drive change through community-building and inclusive media policy design. She is a co-founder of Pen to Paper and lives and works (in between) the Netherlands and the Balkan countries.

Dr. Wijayanto is an Associate Professor specializing in Digital Politics and Democracy within the Department of Politics and Government at Universitas Diponegoro, Indonesia. Concurrently, he serves as the Director of the Centre for Media and Democracy at LP3ES, as well as Chairperson of the presidium of civil society coalition on democratization and moderation of Indonesian cyber sphere (Koalisi Damai). Over the past half-decade, he has contributed significantly to the discourse on Indonesian democracy through a comprehensive book series published by LP3ES.

Rafael Rubio Núñez
Rafael Rubio Núñez is a Tenured Professor of Constitutional Law at the Complutense University of Madrid and has a PhD in Constitutional Law (Extraordinary Prize). He specializes in electoral law, parliamentary law, and fundamental rights of participation and freedom of expression. He has authored six monographs, has edited four collective books, and has written more than 70 academic articles and book chapters. He has supervised nine doctoral theses and has taught postgraduate courses at over 30 universities worldwide. He has also conducted research as a visiting scholar at Georgetown University, Harvard University, George Washington University, Scuola Superiore Sant'Anna, and Dublin City University.
He served as the deputy director of the Center for Political and Constitutional Studies, as Presidente of the Transparency and Participation Council of the Community of Madrid and was a member of the Open Government Forum of the Spanish government. He headed the Research Group on Technology and Democracy and was affiliated with the Venice Commission. Currently, he is the Principal Investigator of a national project and a European project on cybersecurity and electoral disinformation. He is a member of the academic committee of the Global Network of Electoral Justice. Furthermore, he is a member of the Editorial Committee of the Journal of the State (Colombia), the Scientific Committee of the Center for the Study of Political Parties (UNED), and the Research Group on Technology and Democracy at the Complutense University of Madrid.
Rodrigo Cetina-Presuel
Rodrigo Cetina-Presuel is a Senior Lecturer in Law and Public Policy and the Associate Dean for Education and Academic Affairs at the Barcelona School of Management at Pompeu Fabra University (UPF-BSM). His body of research focuses on digital technologies, including artificial intelligence, and platform regulation, particularly on understanding and responding to disinformation during electoral periods to preserve the integrity of the process as part of the Complutense Disinformation Observatory. His most recent publications are “The Adoption of Artificial Intelligence in Bureaucratic Decision-making: A Weberian Perspective†in Digital Government: Research and Practice (2024) and “Trusted Flaggers: from its inclusion in the Digital Services act to the need to address its limitations" as part of a collective volume on the DSA.
Before joining UPF-BSM he was a Researcher at the Institute for Global Law and Policy at Harvard Law School and served as Executive Director of the RCC at Harvard University. He has held several international faculty, research, and teaching positions, among others at Harvard University, New York University Emerson College, Lasell University and the City University of New York. He is the co-Chair of the IAMCR Law Section since 2019.

She has more than 20 years of experience working in elections in the areas of communication for development, electoral-related conflict prevention, and women’s political participation. Maja Ćalović
Maja Ćalović is a digital media expert and trainer at Mediacentar Sarajevo. She has over a decade of experience writing about and analysing digital media trends, as well as developing educational programmes and materials in media and digital literacy. She is also a digital rights advocate, actively involved with internet governance initiatives in the Southeast Europe region and a co-author of the report "Regulation of harmful content online in Bosnia and Herzegovina: Between freedom of expression and harms to democracy". She is currently working on coordinating the work of the Coalition for Freedom of Expression and Content Moderation in Bosnia and Herzegovina.
Victor Kapiyo
Victor is a lawyer and a Trustee of KICTANet and is keen on research, advocacy and engagement on emerging public policy issues and how they intersect with ICTs and human rights in areas such as internet freedom, governance, privacy and cybersecurity. He also manages Lawmark Partners LLP and is a Researcher for the annual CIPESA State of Internet Freedom in Africa series. He is the Vice-Chairperson of Youth Alive! Kenya, and a member of the Law Society of Kenya and the Kenyan Section of the International Commission of Jurists (ICJ Kenya). Victor also represents KICTANet in the Advisory Network of the Freedom Online Coalition (FOC-AN).
Rosa Gonzalez
Rosa M. Gonzalez is currently UNESCO's Regional Adviser in Communication and Information for Latin America and the Caribbean, based in Montevideo, Focal Point for the UN Plan of Action for the safety of journalists in the region, and Secretary of the Memory of the World Committee in Latin America and the Caribbean (MOWLAC).
She was Secretary to the Programme and External Relations Commission of UNESCO’s Executive Board in 2020-2021 and Deputy Secretary of UNESCO's International Programme for the Development of Communication (IPDC) in 2014-2020, managing projects promoting freedom of expression, access to information and the safety of journalists worldwide. Prior to that, she was UNESCO’s Communication and Information Adviser for Southeast Asia in 2012-2014 and UNESCO’s Communication and Information Adviser for the Andean countries in 2008-2012. Rosa M. Gonzalez holds a Master's Degree in Communication and has edited numerous publications on freedom of expression, access to information and media development.

Mauricio Vera is the Commissioner of the Commission for the Regulation of Communications in Colombia CRC - Audiovisual Content.
He holds a Ph.D. in Social Studies from the Universidad Externado de Colombia and a degree in Social Communication from the same institution, with postgraduate studies in Television from the Pontificia Universidad Javeriana and in Aesthetics from the Universidad Nacional de Colombia. He was a scholar of the Deutscher Akademischer Austauschdienst (DAAD Germany) and the Instituto Europeo de Diseño (IED Spain). He has worked as a consultant and researcher on audiovisual content and regulation issues in both public and private entities, with several publications on the subject. Additionally, he has held managerial and teaching positions at various universities in Colombia and other countries. He is Vice President and a member of the boards of directors of the Colombian Association of Communication Faculties and the Academic Network of Design RAD Association. He is the Director of the Saber Pro AFACOM-ICFES project and an academic peer of the Ministry of Education and Minciencias.
Lorena Penjean Cárdenas
Lorena Penjean Cárdenas is a journalist from the University of Chile and currently works as Director of Communications of the National Television Council of Chile. With training in journalism, she has held positions in both public and private institutions. She has also been a media director and has contributed to international film and television projects alongside figures such as Pablo LarraÃn and Sebastián Lelio. Beyond her roles as a researcher, scriptwriter and producer, she also shares her experience as an academic at the Catholic University of Chile.
Julian Ringhof
Julian Ringhof is a Policy Officer at the Directorate-General for Communications Networks, Content and Technology of the European Commission. At the Directorate for Platforms Policy and Enforcement, he is responsible for the directorate’s international engagement on digital services and digital markets regulation, in particular the Digital Services Act and the Digital Markets Act. Before joining the European Commission, Julian Ringhof worked inter alia as a Policy Fellow for the European Council on Foreign Relations where his work focused on the geopolitics of digital and emerging technologies. Julian Ringhof holds a Master of Philosophy in Technology Policy from the University of Cambridge and a dual Bachelor of Sciences and Bachelor of Arts in Mechanical Engineering from the University of San Diego.
Veronika Pelle
Veronika Pelle is an expert on media literacy at the National Media and Infocommunications Authority in Hungary and an Assistant Lecturer at the Department of Communication and Media Science at Corvinus University of Budapest. As a researcher, her interests focus on digital parenting, the theory and practice of media and digital literacy as well as formal and informal media education. Besides other publications, she is the co-author of Médiabefolyásolás – Az új kislexikon (Media Influence – The New Small Encyclopaedia, 2016). She was part of the expert group established to develop the framework and methodology of the first national media literacy competence measurement tool in Hungary. She is a member of the European Commission's Media Literacy and Safer Internet for Children Expert Groups and, from 2023, she has been chairing the Media Literacy Action Group of the European Regulators Group for Audiovisual Media Services (ERGA).
Maksym Onopriienko
Maksym Onopriienko is a Member of the National Council of Television and Radio Broadcasting of Ukraine with a two-decade-long career in the media industry. Maksym is not only a key figure in the regulatory sphere but also a seasoned Ukrainian film and television producer with several national television awards both as producer and manager. His projects won 11 times across various categories at Ukraine's leading television award "Teletriumph".
Since 2005, he started working on television as a producer and manager in a number of television projects and popular shows on biggest Ukrainian channels. In 2012-2013, he acted as a producer for the “Ukraine: The Forgotten History†project that highlighted interesting events of Ukraine’s past. Later that year, he joined the jury of the Kyiv International Film Festival "Molodist.†In 2014, Maksym became a general director of channel TV5. He rebranded the channel, renewed all the hardware and launched the production of documentaries. With Maksym as its director, the channel won national awards every year from 2015 till 2018, culminating in 6 awards in 2018. Maksym Onopriienko was appointed as a Member of the National Council of Television and Radio Broadcasting of Ukraine in 2019.
As part of the National Council, Mr. Onopriienko is responsible for issues on state media regulation and monitoring of different forms of harmful content circulating in media overall, including online. He participates in the development and implementation of state policy in the field of media, media monitoring processes and implementation of measures to ban the distribution of on-demand audiovisual media services, which contain prohibited content. He also deals with the issue of cooperation with digital platforms to counter hate speech, propaganda, discrimination, xenophobia and other forms of harmful media content.
Lea Cengic
Lea Čengić is an expert in media and information literacy (MIL) and media regulation, with a focus on the regulation of new media services, protection of minors, digital citizenship, and socially responsible communication. In the past fifteen years, Lea has led numerous initiatives in media policy development, research, and project management, and has developed curricula and conducted training sessions for various target groups. Currently serving as Head of Media Literacy at the Communications Regulatory Agency of Bosnia and Herzegovina, Lea oversees the agency's strategic MIL activities, including research, policy development, and educational campaigns. She has played a pivotal role in establishing a national MIL network, launching an educational platform, and conducting extensive research on adults' and children's MIL. She actively engages in international MIL working groups and task forces.
Adeline Hulin
Adeline Hulin is Head of Unit for Media and Information Literacy and Digital Competencies at UNESCO Headquarters. She previously worked as the global coordinator for the UNESCO Social Media 4 Peace project that aims to curb harmful content on social media while promoting freedom of expression in conflict prone environment. During this time, she was based in the UNESCO Liaison Office in Brussels, where she was also in charge of the partnership with EU Institutions in relation to Freedom of Expression and digital issues. She previously worked for the Office of the OSCE Representative on Freedom of the Media in Vienna where she was, among others, responsible for programs promoting media self-regulation and ethical standards. Her educational background includes a PhD in Political Science from the University Paris II Panthéon Assas, a Master Degree in Journalism from the University Paris Dauphine and a BA in Political Science from the Bordeaux Institut d'Etudes Politiques. She authored a RSC Working Paper for the European University Institute, and wrote the monograph .

Kaylee Williams is a research associate with the International Center for Journalists, as well as a Ph.D. student at the Columbia Journalism School. Her research focuses on online violence against women journalists, as well as generative AI and synthetic media as tools of gender-based violence. Before joining ICFJ, she served as a research fellow at Harvard University’s Shorenstein Center for Media, Politics & Public Policy. When time permits, she also covers tech policy, social media platforms, and digital culture as a freelance journalist. She holds an MA in Political Science from Columbia University.

Ela Stapley is a digital safety advisor working internationally to support journalists with their digital security needs. She works with the International Women’s Media Organisation as lead consultant on their online harassment initiative where she manages and shapes projects that focus on bolstering the security of women journalists online. Ela is the founder and director of Siskin Labs, a consulting firm that works with the media and non-profit organizations to find practical ways to increase their digital safety. Ela has an MA in International Journalism from Cardiff University, UK.
Draško Milinović
Mr. Draško Milinović has held the position of General Director of the Communications Regulatory Agency since July 14, 2020. He earned the title of graduate journalist at the Faculty of Philosophy in Banja Luka, and the title of Master of Laws at the Faculty of Law in Banja Luka. In the period from 1997 to 2006, he worked as an editor and presenter at several local radio stations in Prijedor, and several editorial offices of Radio and Television of the Republic of Srpska (RTRS). After that, until 2014, he performed the duties of advisor to the President of the Republic of Srpska, advisor to the President of the Republic of Srpska, head of the Cabinet of the President of the Government of the Republic of Srpska, and head of the Cabinet of the President of the Republic of Srpska, when he assumed the position of general director of the Radio and Television of the Republic of Srpska (RTRS), one from public services in Bosnia and Herzegovina.

Ms. Amela Odobašić is the Director of Broadcasting at the Communications Regulatory Agency of Bosnia and Herzegovina since September 2019. Additionally, on behalf of Bosnia and Herzegovina, Amela is the Rapporteur for Study Group 1 Question 7 “Access to Telecommunications/ICT Services by Persons with Disabilities and Other Persons with Specific Needs†at the International Union of Telecommunications (ITU) for the mandate 2022-2025. Starting in 2001, she was the head of Public Affairs at the Agency. Amela is a fervent advocate for the promotion and protection of fundamental human rights – access to information and freedom of expression.

Zoran Trajchevski
Zoran Trajchevski is the Director of the Agency for Audio and Audiovisual Media Services (AVMU) of Republic of Macedonia and a lecturer at FIMEK, Novi Sad. He holds a Master’s degree in mechanical science and energy efficiency and a PhD degree in economy, national and international trade (electronic communications market liberalization and companies’ management). He has held managerial positions at Makedonski Telecom, the National Telecommunications Office, Macedonian Broadcasting, Macedonian Postal Services, and was an advisor to the Minister of Transport and Communications (2006-2007).

Maksym Dvorovyi
Maksym is the Head of Digital Rights for Digital Security Lab Ukraine, an NGO advocating for a human-rights-centered digital environment in Ukraine. He is involved in several working groups drafting Ukrainian media and digital rights legislative amendments, from the DSA implementation to online political ads regulation. Most recently, he co-drafted the Law on Media, an all-encompassing piece of legislation aimed at approximating Ukrainian media legislation to the EU and CoE standards. Internationally, he advocates for pushing Big Tech to amend its approaches to content governance in times of crises and for amending the international legal framework on information weaponization. Previously, he worked as a parliamentary assistant to the Chair of the Verkhovna Rada of Ukraine Information Policy Committee and interned in the Parliament of Canada.
Cristina Durnea
Cristina is the project manager and defender of the journalists’ rights and legitimate interests, whose expertise is backed by law licensure, media legislation training and practice-area expertise spanning the freedom of speech defense. She is experienced in researching and carrying out analyses of the legal framework governing the right of access to information and the freedom of speech. Since 2019, she has acted as legal advisor for the Independent Journalism Center’s Media Legislation Program. She has also acted as member of the Parliamentary Advisory Working Group for the Improvement of Media Legislation and instructor at Journalism School of Moldova.

Gohar is a media development expert with over 16 years of experience specialising in media regulation and self-regulation, platform regulation, investigative journalism, disinformation, harmful narratives, and media reform. In the past five years, she has successfully implemented the International Training Programme in Armenia, Georgia, Moldova, and Ukraine as a Programme Director. Currently, she serves as the Team Lead for Country Programmes in Eastern Europe and the Country Manager for Moldova and Ukraine, spearheading IMS’s media development initiatives.
Among her notable achievements are establishing multi-stakeholder dialogue with the Moldovan government and forming a working group to amend media legislation in line with media and internet governance standards. Additionally, she has facilitated successful collaborations between Ukrainian civil society organizations and media with Big Tech companies to address hate speech and disinformation on social media platforms.

Eliška works as Senior Policy Analyst and the Global freedom of expression lead at Access Now, the international human rights organization that defends and extends digital rights of online users at risk around the world. As a member of the European Access Now team, she leads the work on freedom of expression, content governance and platform accountability. She is a human rights lawyer by education and training, with previous experience working for international organizations and as a legal researcher. She has acted as an independent expert for international organizations, including the Council of Europe’s Committee of Experts on Combating Hate Speech.
