Sara Noshadi 鈥 UNESCO Representative and Head of Office

Sara Noshadi (Iran) is appointed as UNESCO Representative to Uzbekistan in June 2022. Sara has served for UNESCO in Afghanistan and for Iraq prior to working in Uzbekistan. From 2018 to 2022, she was serving as Senior Coordinator of the "Revive the Spirit of Mosul" Initiative at the Cabinet of the Director-General of UNESCO. From 2012 to 2018, she worked for UNESCO Office in Afghanistan. During these years, among other responsibilities, she oversaw the establishment of Afghanistan's National Program for Culture and Creative Economy.
Sara joined UNESCO in 2010 with the World Heritage Centre. Prior to her UN career, from 2005 to 2008, she was the Coordinator of the Franco-Iranian Anthropology Program conducted by the French National Center for Scientific Research (CNRS). Sara Noshadi holds Master's degree in Cultural Heritage Management from Jean Monet University in France, as well as a Master's degree in Anthropology from University of Tehran, Iran. Sara speaks French, English and Persian.
Jahongir Sheraliyev 鈥 Administrative Officer

Jahongir is a seasoned professional who has served UNESCO with dedication since 2008. Currently serving as Administrative Officer, he is responsible for operational support of smooth and successful implementation of UNESCO Tashkent Office programmes. Jahongir is a multifaceted professional, whose role involves overseeing various areas such as administration, budgetary control, financial management, HR management, procurement, property management, security, and safety of the Office. He holds a Master鈥檚 degree in Banking and Finance from the Bank and Finance Academy of Uzbekistan. Additionally, he holds a high-level University degree in Economics from the Andijan Institute of Engineer and Economy. Jahongir鈥檚 extensive work experience in Central and National banks of Uzbekistan has equipped him with a solid foundation in economics. Jahongir is a Certified International Professional Accountant (CIPA) and a highly esteemed member of the National Association of Accountants and Auditors of Uzbekistan.
Zulfiya Narbaeva - Assistant to the Head of UNESCO Office

Appointed as an Assistant to the Head of UNESCO Office in Uzbekistan in March 2008, Zulfiya Narbaeva is responsible for ensuring the effective functioning of the office of the Head, ensuring liaison and interactions between the Office, Head of Office, HQ, local governmental authorities, high level officials, UNRC, UNCT, partners, coordination the flow of information between them, coordination UNESCO inputs to different exercises, as well as assistance to programme and admin sectors in their daily activities. Until the April 2023 Zulfiya performed PR/media/liaison specialist鈥檚 duties (inc. maintenance office Facebook page, preparation content for Facebook and office website in 3 languages, drafting speeches, interviews, statements for Heads of Office). Zulfiya Narbaeva has 20 years UN experience. She holds a Master's degree in English and Russian philology from Uzbekistan State World Languages university.
Ravshanjon Akhmedov - Associate National Project Officer for Education

Ravshanjon Akhmedov joined UNESCO in 2023. Having gained his bachelor鈥檚 degree in Linguistics and Teaching a Foreign Languages (English) from Uzbekistan State World Languages University in 2014, he began his journey as an EFL teacher at local high school and as a teacher trainer at Uzbekistan Teachers of English Association (UzTEA) 2 years later. In 2020, he joined Avloniy National Research Institute, upon obtaining a master鈥檚 degree in 鈥淓ducation Leadership and Management鈥 from the University of Nottingham, UK, and ever since he has been an integral parts of many national and international projects run by the institute on Continuous Professional Development, Education Policy and School Management. Currently, he is with UNESCO's TVET project working closely with international and national experts on Quality Assurance.
Feruza Alikulova 鈥 Communication and Outreach Officer

Feruza joined UNESCO in 2023. She is in charge for developing, monitoring and implementing communication and visibility campaigns and preparing awareness-raising materials within the project. Prior to joining UNESCO, Feruza had been working as a correspondent at one of Uzbekistan's most esteemed news agencies, www.kun.uz and Communication and PR expert to numerous international projects, collaborating with organizations such as GIZ, UNDP, KOICA, and MOFA in South Korea. Feruza completed her Master鈥檚 degree at the KDI School of Public Policy and Management and participated in the IVLP program on Countering Disinformation, Malign Influence, and Propaganda, sponsored by the Department of States.
Alisher Aminov 鈥 IT Specialist

Alisher joined UNESCO in 2008. He leads technical design planning, solution approach, and manages the technical implementation, office databases development, electronic systems, intranet, and internet portals of the office. Before joining UNESCO, he was the Chief Specialist of the Information Center at UZTELECOM. He acquired his MA at the Kyiv Polytechnic Institute in the field of Cybernetics of Electrical Systems.
Kudratkhon Bakhadirov 鈥 Project National Coordinator

Kudratkhon joined UNESCO in 2022 and he is responsible for contribution to implementation of the projects and achieving quality programming and development outcomes of the projects in Uzbekistan.
Under the direct supervision of the Head of the UNESCO Office in Tashkent, in close coordination with the GEF Project Manager and GLOFCA Project Officer the National Coordinator is responsible for implementing the AF and GEF Project activities in Uzbekistan. He graduated joint European Master Programme in Materials Science by the Universidade de Aveiro in Portugal, Technische Universit盲t Hamburg-Harburg in Germany and Aalborg Universitet in Denmark, and holds PhD in mechanical engineering from Tashkent State Technical University. Since 2007, Kudratkhon involved in different internarial scientific and education projects. In period 2014-2022 worked as a project manager in the National Erasmus+ office of Uzbekistan.
Nargiza Kadirova 鈥 National Programme Officer for SHS

Nargiza joined UNESCO in January 2022. She provided support to program activities by contributing to the units in their project implementation process and was responsible for implementation of three CLT projects in 2024. Currently, she is National Programme Officer for SHS and contributes the technical inputs for the development, administration and implementation of programme. Prior to joining UNESCO, Nargiza served as the Program Coordinator at the American Councils and as the Scholarship Coordinator at the Karimov Foundation, where she coordinated educational projects since 2018. Nargiza obtained a MA in International Social Policy from the University of Nottingham and a BA from the Westminster International University in Tashkent. She is an alumna of the UGRAD Exchange Program, sponsored by the Department of State, where she studied International Relations in the U.S. In 2017, she received a fully funded scholarship to pursue her Master's program in the U.K.
Shaxzod Kaxorov 鈥 Project Assistant for CI

As a Program Assistant at UNESCO, Shaxzod assists in organizing workshops, managing program activities, and supporting translations, reporting, and stakeholder communication. He holds a degree from the Moscow Private College and Tashkent Financial Institute, with seven years of education in finance. Shaxzod鈥檚 professional experience spans the private sector, including banking in Russia and Uzbekistan, a leading insurance company, and a senior role in supply chain management, where he collaborated directly with U.S.-based partners. Currently, he is also pursuing an international MBA degree to further enhance his expertise.
Aziza Khamidova - Administrative Assistant for Education Unit

Aziza Khamidova began her career with an international organization in the oil and gas sector, focusing on Uzbekistan-South Korea collaboration. She graduated with honors from the University of World Economy and Diplomacy and later worked as a lawyer and manager, overseeing contracts and managing financial matters for turnkey industrial construction projects in Uzbekistan and Turkey. She also has a strong background in volunteer work, serving as a legal consultant for women and pensioners during her university years. Later, in Seoul, South Korea, she expanded her volunteer efforts to the cultural and tourism sectors. In 2024, Aziza joined UNESCO鈥檚 Education Unit as an Administrative Assistant, where she currently manages contracts, payment documents, and supports the organization of workshops.
Madina Kokanbaeva - National Procurement Officer

Madina Kokanbaeva graduated with honors from the University of World Economy and Diplomacy. She has since pursued a career in varied roles and positions of increasing responsibility, amassing valuable experience in local and international organizations, including GIZ and the Asian Development Bank. In January 2022, Madina joined UNESCO as a Project Administrative Finance Assistant for the 鈥淪kills Development for Employability in Rural Areas of Uzbekistan鈥 project. Madina, who completed several procurement trainings, contributes to the project鈥檚 implementation by conducting procurement planning and formulating procurement strategies, practices, and processes for activities within the project.
Nigina Kosimova - Programme Assistant

As a Program Assistant at UNESCO, Nigina Kosimova assists in organizing workshops, managing program activities, and providing essential support for translations, reporting, and stakeholder communication within the Culture and Communication & Information (CI) programs. Nigina holds a Bachelor鈥檚 degree in Business and Economics from Bangor University, where she developed a strong foundation in economic analysis and business management. Her professional journey began in international relations, gaining valuable experience at the American Chamber of Commerce (AmCham) in Uzbekistan and the USAID office in Tashkent. These roles allowed her to hone her skills in cross-cultural communication, project coordination, and fostering partnerships. Currently pursuing an MBA in Economics, Nigina continues to expand her expertise.
Marguba Kuzieva 鈥 Administrative Assistant

Marguba has been working at UNESCO Tashkent office for over 6 years in Administrative unit. Her core responsibilities include preparing monthly financial reports on program and project budget commitments and expenditures, creation and certification of contracts, drafting administration related documents, proceed recurring disbursements, managing accounts and analyzing accounting data. Prior to this, she worked in international humanitarian organizations Medecins Sans Frontiers as Finance, HR associate and Finance Assistant at Save the Children office in Tashkent. Marguba holds her Master鈥檚 degree with the major in International Business Administration from Westminster University in Tashkent. Marguba participated in Fraud Detection & Protection (2022) and Risk management (2018) workshops organized by UNESCO.
Mukhayyo Makhmudova - National Programme Officer for Culture

Mukhayyo Makhmudova joined the UNESCO Office in Tashkent in 2003. As a Culture Programme Specialist, she leads the Office's Culture Sector and oversees a range of initiatives. Her responsibilities include the safeguarding of intangible cultural heritage, preservation of movable heritage and museum management, protection and promotion of the diversity of cultural expression, and fostering cultural and creative industries. Additionally, she works on the prevention of illicit trafficking of cultural property, development of sustainable tourism, and promoting culture for sustainable development. Mukhayyo Makhmudova holds a bachelor's and master's degree in art history and criticism from the National Institute of Arts and Design named after K. Bekhzod. She has also worked as an art historian at the Central Art Exhibition Hall and taught "Fundamentals of Architecture" at the National Institute of Arts and Design named after K. Bekhzod. As a research fellow on the "Islamic architecture of Uzbekistan," Mukhayyo has authored numerous articles and papers on the subject and other culture-related areas.
Bakhtiyor Namazov - National Programme Officer for Education

Bakhtiyor Namazov is an experienced education specialist with expertise in teacher policies, education planning, and ICT in education. He joined UNESCO in 2008 and holds a Master's degree in Pedagogy of Economics, as well as a Bachelor's degree in Business Administration with a focus on Management Information Systems. Bakhtiyor was awarded the Presidential Scholarship "UMID" for talented youth. Since 2008, Bakhtiyor has served as a Programme Specialist at UNESCO in Uzbekistan, focusing on teachers and teaching quality, policies on skills development, and Digitalization and EMIS. He has designed and implemented various programs and projects, resulting in a significant impact on skills development for employability and youth employability. Notably, he contributed to the development of an innovative ICT Competency Framework for Teachers. Bakhtiyor has also played a vital role in conducting UNESCO's education programs in Tajikistan. He effectively mapped needs and priorities, ensuring the design and implementation of competency-based and ICT-enabled STEM education and teacher training initiatives.
Shakhnoza Namazova 鈥 Associate Project Officer

Shakhnoza has been contributing to UNESCO Tashkent Office since 2021. Her work focuses on Competency-Based Training and Assessment, as well as the coordination of National Occupational Standards and Curriculum development processes in Technical and Vocational Education and Training system. She actively collaborates with stakeholders to ensure the successful implementation of innovative and effective training strategies. Moreover, she coordinates efforts to assess the digital competencies of TVET educators and based on the results of assessment, integrate digital competencies into teacher training programs, ensuring alignment with national priorities and global best practices.
Shakhnoza earned her Master of Management (MBA) from North China University in 2020. She brings extensive experience to her role, having held diverse positions such as educator, interpreter, HR and administrative specialist, and manager with international organizations in Uzbekistan.
Annette Obolensky - Consultant for Communication and Information (CI)

Annette is a Swiss trained lawyer and joined UNESCO in April 2022. She has more than 15 years of professional experience as a lawyer working for Swiss and international clients and more than 5 years of professional experience advising companies and NPO in the field of international cooperation and project management. Annette holds a MLaw from the University of Fribourg, passed the bar exam in Basel and received further education on 鈥淧erformance and Communication in NPO鈥 from the University of Basel. Annette is the co-founder of 鈥榖urst the bubble鈥 (Switzerland), a company facilitating trainings on diversity & change.
HyunKyung Park 鈥 Project Officer for Education

Ms. HyunKyung Park is a Project Officer at UNESCO Tashkent Office鈥檚 Education Unit since October 2024. Previously, she managed the "Enhancing Employability for Youth in Ninawa Project" at UNESCO Baghdad Office, focusing on quality assurance, competency-based pedagogy, and labor market linkages with TVET institutions. Her experience includes roles at UNDP Iraq, where she supported livelihood initiatives, and UNDP Afghanistan, managing projects on gender equality and Afghan women's economic empowerment. She also worked with UN Women Ukraine on Women, Peace, and Security, and has served in various UN agencies and NGOs across Iraq, Afghanistan, the Philippines, Myanmar, the U.S., and Korea. Ms. HyunKyung holds a Master鈥檚 in Conflict Resolution from Brandeis University (USA), a Master鈥檚 in Responsible Management from the University for Peace (Costa Rica), and a Bachelor鈥檚 in Education. Her expertise spans education, women's empowerment, livelihoods, and project management.
Bakhrom Radjabov 鈥 Programme Officer for Communication and Information (CI)

Bakhrom Radjabov is the Program Officer for Communications and Information at UNESCO office in Tashkent. Bakhrom holds an MA in international studies from the University of Tsukuba, Japan; an MA in global political economy from the University of Kassel in Germany; and a PhD in social sciences from the University of Tsukuba. Prior to this, Bakhrom was Head of the Friedrich Ebert Foundation in Uzbekistan. He also worked as a Senior Administrative Assistant at OSCE/ODIHR Election Observation Missions to the Republic of Uzbekistan. He worked at the UNDP in Uzbekistan, where he led programmatic efforts in the areas of public outreach and promotion of social innovation within the country. Bakhrom also served as the National Project Coordinator for the German International Development Corporation (GIZ) regional project, where he worked with government partners, researchers and international consultants. He also worked as the Project Manager of the UNDP/Ministry of Employment and Labor Relations Joint Project aimed at adapting population skills to the post-pandemic economy in Fergana Valley.
Nargiza Saidova - Adminstrative Finance Assistant

Nargiza joined UNESCO in 2023 as a Program Assistant. Shortly after, she transitioned to the Administration Department, where she assumed the role of "Certifying Officer." She holds a degree in economics and a master鈥檚 degree in business law. Nargiza has extensive experience in the public sector, including implementing projects involving international organizations, which has helped her develop strong project management skills. Additionally, her experience in the private sector enables her to bring a multifaceted approach to her professional work.
