UNESCO supports Member States in developing or adapting national Education Management Information Systems (EMIS) with a lifelong learning perspective tailormade to fit national contexts and with capacity building and technical support for its smooth operation and administration.

The UNESCO OpenEMIS Initiative builds on public/private partnerships to offer Member States free open source EMIS software components and solutions, low- and high-tech, that respond to the diversity of education systems worldwide. The initiative offers a set of optional free and paid-for certified services and resources to support and facilitate country implementations.

UNESCO’s OpenEMIS Initiative relies on three interlinked factors:

  1. Establishing an environment that fosters the sustainable development of sector-wide national EMIS supporting education management, planning, monitoring and evaluation.
  2. Selecting realistic and nationally adapted technological innovations and EMIS architectures to ensure education data are available to stakeholders at all levels of government to school level.
  3. Developing national capacities and local EMIS service providers’ ecosystems for transfer of the latest free open-source software technologies to be fully owned and managed by governments.
