This project aims to support the Dutch Authority for Digital Infrastructure & the Dutch & European Working Groups of Competent Authorities on AI to enhance their capacity to supervise AI.

Promoting ethical development and application of emerging technologies is one of UNESCO’s core functions. Recognizing the unprecedented transformative power of AI, UNESCO’s Member States adopted the Recommendation on the Ethics of AI in November 2021, as a global standard for ethical AI governance. The Recommendation is built on universal values and principles and provides policy guidance across eleven areas for more effective AI regulation and oversight.

About the project

Launched on 5th October 2023 at the Hague in The Netherlands, this project aims to provide support to the Dutch Authority for Digital Infrastructure (RDI) and members of the Dutch and European Working Groups of Competent Authorities on AI to enhance their capacity to supervise AI in compliance with the AI Act and other relevant legislation and international standards, such as UNESCO’s Recommendation on the Ethics of AI. The project is financed through the European Commission’s- DG REFORM Technical Support Instrument (TSI).   

Designing Institutional Frameworks for the Ethical Governance of AI in the Netherlands - Handshake

This collaborative project will enable Competent Authorities across the European Union

to build the capacity and competencies required to effectively ensure compliance of AI systems with the requirements that will be set out by the EU AI Act, and in line with UNESCO’s Recommendation on the Ethics of AI. 

Enhancing supervisory authority capacity also complements UNESCO’s work on the Readiness Assessment Methodology (RAM) currently being carried out in more than fifty countries. 

Supervising AI by Competent Authorities aims to …

  • Produce a comprehensive report on the state of play and existing practices of AI supervision in Europe and beyond.
  • Develop a series of case studies on AI supervision, and produce a set of best practices for dealing with specific cases and issues on AI supervision.
  • Organize training sessions and develop training material to improve institutional capacity for supervisory authorities.
