Background:
The mission of the UNESCO Education Sector in the Regional Office for Eastern Africa is to support Member States in the region to strengthen education and training systems to provide high quality, equitable and inclusive education, and training for all and equip children, young people, and adults with skills for life and work, values, and attitudes to build secure, resilient, and sustainable societies. Within the key global framework documents such as UNESCO Strategy for TVET (2022-2029), African Union Continental Education Strategy for Africa (2016-2025), Transforming Education Calls to Action, UNESCO is seeking a consultant on TVET to build on the TVET work done in the region towards accelerating green and digital transformation by prioritizing building green and digital skills and enhancing the quality, relevance and perception of TVET and skills development.
Work assignment:
Under the overall authority of the Regional Director and Representative of UNESCO Regional Office for Eastern Africa in Nairobi, Kenya, and the direct supervision of the Head of the Education Sector/Senior Education Programme Specialist, the Consultant will work on different aspects of TVET in Eastern Africa and in particular:
1. Contribute to the implementation of the Regional Education Priority Programme on ‘’Green skills for green jobs’’ at the levels of policy, capacity building and creating linkages of the formal TVET institutions to informal Community level TVET. The Consultant will be asked to link this assignment with the ICT in Education Priority Programme for digital transformation that is relevant for TVET.
2. Contribute to the implementation and partnership in Kenya in the frameworks of:
• UN joint programme on Youth Skills, employability and civic engagement, led by UNESCO and UNFPA
• Green Skills and Green Jobs Initiative where UNESCO is an implementation partner with UNEP, UNICEF and ILO and Jacobs Ladder within the Green Jobs for Youth PACT.
3. Support and upscale activities undertaken within the Better Education for Africa’s Rise (BEAR) III project, and work with the BEAR II countries (Ethiopia, Kenya, Madagascar, Tanzania, and Uganda), such as the:
• Capacity building trainings for TVET teachers on rolling out M&E system, 21st century skills, Quality assurance, Entrepreneurship, and other topics as needed.
• Procurement and distribution of industry-standard and IT equipment to TVET institutions.
• Supporting national Skills Gateway update.
4. Support the strengthening of TVET systems in Eastern Africa in implementing the Mahe Process, by ensuring the follow up actions.
• Engage the UNESCO education colleagues in the countries with field offices and government counterpart colleagues (Headquarters and UNESCO-UNIVOC) and TVET focal points, on the implementation of the research project on Quality Assurance under the Mahe Process.
• Ensure that the national validation of the reports produced by the countries are validated in a systemic and timely manner.
5. Resource mobilization for TVET by playing an active role in funding and project proposal developments, submissions, and follow-up in the region.
• Contribute to the conceptualization and drafting of project documents for dialogue and advocacy among potential donors on TVET including mobilizing relevant entities and networks.
• Map out relevant TVET partners including private sector, foundations, academia, development partners, relevant UNESCO Global Education Coalition (GEC) members, and establish possible modalities of engagement to support the TVET initiatives within the region.
• Map out TVET Government Officials in all countries covered by the Office and maintain/update it.
• Undertake research, synthesize, and draft briefs as well as background documents and presentations for partners/governments dialogues, meetings, seminars, workshops etc.
• In consultation with key TVET players and UNESCO family, develop a joint programme document in inclusive TVET/innovation/integration of ICTs in TVET.
6. Support team building and inter sectoral work under the regional office related to TVET.
7. Contribute to enhancing the visibility of UNESCO’s work in TVET through the development of programme/activity news and web articles for publication in the UNESCO communication platforms etc. and for sharing with the key stakeholders etc.
8. Perform any other tasks assigned by the Regional Director and Representative of the UNESCO Regional Office for Eastern Africa and the Head of the Education Sector/Senior Education Programme Specialist.
Qualifications/Requirements:
• Education: Advanced university degree (master’s degree or equivalent) in education, TVET, international relations, or a related field.
• Language: Excellent written and spoken English. Basic knowledge of French is an asset.
• Experience: At least five years of relevant professional experience in project management and advisory capacity in the field of TVET, skills for work and entrepreneurship. Knowledge of African countries are highly desirable.
