Utilizing Accountability for Gender Equality in Education (AGEE) framework to strengthen data on gender and education in Indonesia

This initiative is a collaboration between UNESCO and University of College London (UCL) aimed at strengthening data on gender equality in and through education.

On 21-22 January 2025, UNESCO brought together a total of 22 key stakeholders for Indonesia’s first National Advisory Group (NAG) meeting and national workshop of Accountability for Gender Equality in Education (AGEE): project. This initiative supported through the Global Partnership for Education Knowledge and Innovation Exchange (GPE KIX), a joint endeavor with the International Development Research Centre (IDRC) - is a collaboration between UNESCO and University of College London (UCL) aimed at strengthening data on gender equality in and through education. 

The first NAG meeting and workshop served as platform for experts in gender and education to gather and discuss the adaptation of the AGEE framework in Indonesia. Representatives from Center for Education Standards and Policy of Ministry of Basic and Secondary Education, Center for Education Policy and Studies, Indonesia Education Monitoring Network, Indonesia Statistics Office, KAPAL Perempuan Institute, Youth Advocate for Education, Center for Gender Studies – University of Indonesia, SMERU Research Institute participated in the first NAG meeting and workshop, marking the first of a series of collaborative efforts aimed at strengthening efforts to discuss and improve how gender equality in and through education is documented and addressed in Indonesia.  

Participants reflected on how gender and education is understood, agreeing that gender equality in and through education goes beyond gender parity. They emphasized that measuring gender and education has its nuances and complexities, such as ensuring that both girls and boys participate meaningfully in learning, ensuring their needs are met and fulfilled. Additionally, they discussed how practical factors – like access to clean water and single sex toilets – plays a crucial role in supporting girl’s participation and ensuring their safety.  The discussion also examined broader aspects of gender equality, including the impact of mental health on learning outcomes of adolescents' girls & boys and the need for affirmative action to support girls affected by child marriage in secondary education.

Following the initial meeting, the first Indonesian National AGEE Workshop was convened engaging the NAG members and additional participants including Ministry of Women’s Empowerment and Child Protection, Center for Character Strengthening Ministry of Basic and Secondary Education, INOVASI and other important stakeholders. This workshop laid the ground for discussing existing and newly proposed indicators for gender equality, exploring domains ranging from resources, values, participation, opportunities, knowledge understanding and skills, and outcomes. As part of the AGEE workshop series, this session laid the groundwork for developing Indonesia’s AGEE National dashboards under the "AGEE Bridging Local, National and Global" project.
