The brief explores the status of non-formal TVET in Afghanistan, particularly highlighting the roles of different stakeholders in non-formal TVET delivery, infrastructure challenges, and the relevance of the non-formal TVET programmes to learners and employers.
- Non-formal TVET in Afghanistan is under-developed due to insufficient funds, gaps in strategic leadership, and limited consultation with communities.
- Lacking in central resources, NGOs are the driving engine in NF-TVET delivery. There remains limited collaboration between NGOs and the de facto MOLSA.
- Most of NF-TVET delivery are an outcome of institutional inertia and cost-benefit rationale. There is a lack of national coordination and subsector coherence.
- The range and type of trainings are often misaligned with community and employer demands, and national development needs.
